A recent report issued from the Institute of Medicine contains an extensive analysis of financial conflicts of interest (FCOIs) in biomedical science. In brief, an FCOI exists when a profit-seeking motive either unduly influences or appears to influence an academic scientist’s primary obligations. The cornerstone of current policy to address FCOIs at academic medical centers (AMCs) is disclosure; however, disclosure does not appear to appropriately regulate, manage, or eliminate FCOIs.
Although the relationships between intramural scientists and industry and extramural scientists and industry may be structurally different, they both can lead to FCOIs that threaten scientific integrity. Overall, the NIH …

Since 1985, the US Animal Welfare Act and Public Health Service policy have required that researchers using nonhuman primates in biomedical and behavioral research develop a plan ‘‘for a physical environment adequate to promote the psychological well-being of primates.’’ In pursuing this charge, housing attributes such as social companionship, opportunities to express species-typical behavior, suitable space for expanded locomotor activity, and nonstressful relationships with laboratory personnel are dimensions that have dominated the discussion. Regulators were careful not to direct a specific set of prescriptions (i.e., engineering standards) for the attainment of these goals, but to leave the design of the …

Although absenteeism rates can be reduced significantly in most organizations, it must be recognized that absenteeism is a legitimate employee benefit and will occur at some level despite control efforts. The author proposes that a human resource planning approach can substantially reduce the cost of absenteeism by staffing for predicted levels of absenteeism. There are three preconditions for such an approach: (1) absenteeism measures must be developed and attendance data collected: (2) the probability that jobs will be vacant must be calculated; and (3) a cost analysis for alternative strategies of filling job vacancies must be completed. One of the key requirements of Common Core State Standards (CCSS) in English Language Arts is that students are able to read and access complex texts across all grade levels. The CCSS authors emphasize both the limitations and lack of accuracy in the current CCSS model of text complexity, calling for the development of new frameworks. In response to this call, our article focuses on complexity found in K-3 picture books as an area in need of clarification and extension. Argument From Expert Opinion As Legal Evidence: Critical Questions And Admissibility Criteria Of Expert Testimony In The American Legal System, David M. Godden, Douglas Walton

While courts depend on expert opinions in reaching sound judgments, the role of the expert witness in legal proceedings is associated with a litany of problems. Perhaps most prevalent is the question of under what circumstances should testimony be admitted as expert opinion. We review the changing policies adopted by American courts in an attempt to ensure the reliability and usefulness of the scientific and technical information admitted as evidence. We argue that these admissibility criteria are best seen in a dialectical context as a set of critical questions of the kind commonly used in models of argumentation.

In recent years, elite sport policy has received considerable research attention. However, to date the emphasis of such studies has been the examination of policies as stand-alone entities and the ways each policy may impact athlete performance rather than how policies influence each other. This study explores the elite sport policy interrelationships of Sprint Canoe in order to explain the dynamic links between policies and how they may affect performance. Where minds meet, there lies the change vector. I have for a long time been fascinated by the way in which change, and specifically educational change, is managed. More often than not it seems, minds fail to meet in a crucial change-space. They either unwittingly zip past each other, deliberately avoid one another, or worse still, collide with excruciating force. This paper examines the interrelated role of government, the public service and teachers in successfully transitioning major change. This research project explores correctional rehabilitation and disconnects between correctional facilities and linkage to follow up mental health treatment. One of the components to releasing inmates is providing them with services that help reintroduce them into society. For the mentally ill, linkage to mental health services after spending any amount of time in a correctional facility is heavily dependent on follow through by the former inmate and the expediency and capacity of the mental health departments’ outpatient facilities within the community the former inmate is released into.

The purpose of this research project is to discuss the challenges law enforcement face when attempting to address quality of life issues for residents residing in and around Section 8 federal housing. The paper introduces readers to the purpose of Section 8 housing, the process in which residents choose subsidized housing, and the legal challenges presented when law enforcement agencies are assisting city government to address quality of life issues. For purposes of this research project, studies were sampled to illustrate where law enforcement participation worked and where law enforcement participation leads to unintended legal ramifications.

Two contemporary economic phenomena, namely information and communication technologies (ICTs) and small and medium-sized enterprises (SMEs), have featured in the the discourse on economic development within developing economies. A significant part of these discussions relates to the engagement in e-business activities by SMEs. This paper explores this phenomenon by examining the role of external change agents in the e-business adoption process of SMEs. The conclusion is that change agents intervention via funded initiatives are important to SMEs since it provides otherwise scarce resources, and may also mitigate risks associated with the adoption of new technologies. Earlier work has shown that consumers cannot effectively find information in privacy policies and that they do not enjoy using them. In our previous research on nutrition labeling and other similar consumer information design processes we developed a standardized table format for privacy policies. We compared this standardized format, and two short variants (one tabular, one text) with the current status quo: full text natural language policies and layered policies. We conducted an online user study of 789 participants to test if these three more intentionally designed, standardized privacy policy formats, assisted by consumer education, can benefit consumers. We used an iterative design process to develop a privacy label that presents to consumers the ways organizations collect, use, and share personal information. Many surveys have shown that consumers are concerned about online privacy, yet current mechanisms to present website privacy policies have not been successful. This research addresses the present gap in the communication and understanding of privacy policies, by creating an information design that improves the visual presentation and comprehensibility of privacy policies. The question that this paper seeks to tackle is whether the patent system is of any relevance or pertinence to the search for mechanisms for the protection of traditional knowledge (TK) of the medicinal uses of biodiversity possessed by traditional knowledge practitioners across different parts of the world.
