Risk Estimation And Expert Judgment: The Case Of Yucca Mountain, Kristin Shrader-Frechette

Professor Shrader-Frechette discusses factors responsible for acute disagreement between the federal government and Nevada citizens over potential Risks at Yucca Mountain and focuses on the use of expert judgment, concluding that some of them appear to exemplify "bad science." That aside, she argues that 1,000 year predictions cannot be made from current knowledge of geology or, e.g., institutional behavior and concludes that permanent disposal of radioactive waste is currently impossible.

Testing The Role Of Technical Information In Public Risk Perception, Branden B. Johnson, Peter M. Sandman, Paul Miller

It is widely believed that more detail about health effects and likely exposure routes is apt to reduce citizens' concerns about low-probability Risks. The authors' study suggests that providing such detail may not be as useful as, e.g., addressing public concerns and keeping citizens current on officials' actions.

Mountain Goat Removal In Olympic National Park: A Case Study Of The Role Of Organizational Culture In Individual Risk Decisions And Behavior, Seth Tuler, Gary E. Machlis, Roger E. Kasperson

Using a case study, the authors explore the mediating role of organizational culture in individual Risk-taking decisions and behaviors. They argue that organizational culture can establish unique conditions that lead to highly reliable performance of high-Risk, undesired tasks. The authors also discuss the need for further research and its implications for Risk management.

Metaphoric Coherence: Distinguishing Verbal Metaphor From `Anomaly', Sylvia Weber Russell

Computer Science

Theories and computational models of metaphor comprehension generally circumvent the question of metaphor versus “anomaly” in favor of a treatment of metaphor versus literal language. Making the distinction between metaphoric and “anomalous” expressions is subject to wide variation in judgment, yet humans agree that some potentially metaphoric expressions are much more comprehensible than others. In the context of a program which interprets simple isolated sentences that are potential instances of cross‐modal and other verbal metaphor, I consider some possible coherence criteria which must be satisfied for an expression to be “conceivable” metaphorically. Differential Phase Estimation With The Seamarc Ii Bathymetric Sidescan Sonar System, M A. Masnadi-Shirazi, Christian De Moustier, Pierre Cervenka, Stanley H. Zisk

A maximum-likelihood estimator is used to extract differential phase measurements from noisy seafloor echoes received at pairs of transducers mounted on either side of the SeaMARC II bathymetricsidescan sonar system. Carrier frequencies for each side are about 1 kHz apart, and echoes from a transmitted pulse 2 ms long are analyzed. For each side, phase difference sequences are derived from the full complex data consisting of base-banded and digitized quadrature components of the received echoes. With less bias and a lower variance, this method is shown to be more efficient than a uniform mean estimator. It also does not exhibit …

The ars operon of the conjugative R-factor R773 encodes an oxyanion pump that catalyzes extrusion of arsenicals from cells of Escherichia coli. The oxyanion translocation ATPase is composed of two polypeptides, the catalytic ArsA protein and the intrinsic membrane protein, ArsB. The topology of regions of the ArsB protein in the inner membrane was determined using a variety of gene fusions. Random gene fusions with lacZ and phoA were generated using transposon mutagenesis. A series of gene fusions with blaM were constructed in vitro using a beta-lactamase fusion vector. To localize individual segments of the ArsB protein, a ternary fusion …

This paper describes a rain-event driven, process-oriented simulation model, DNDC, for the evolution of nitrous oxide (N2O), carbon dioxide (CO2), and dinitrogen (N2) from agricultural soils. The model consists of three submodels: thermal-hydraulic, decomposition, and denitrification. Basic climate data drive the model to produce dynamic soil temperature and moisture profiles and shifts of aerobic-anaerobic conditions. Additional input data include soil texture and biochemical properties as well as agricultural practices. Simulations of nitrous oxide (N2O) and carbon dioxide (CO2) emissions from soils were carried out with a rain-event model of nitrogen and carbon cycling processes in soils (Li et al., this issue). Model simulations were compared with five field studies: a 1-month denitrification study of a fertilized grassland in England; a 2-month study of N2O emissions from a native and fertilized grassland in Colorado; a 1-year study of N2O emissions from agricultural fields on drained, organic soils in Florida; a 1-year study of CO2 emissions from a grassland in Germany; and …
