Rearranging The Deck Chairs Or Reallocating The Lifeboats?: Homelessness Assistance And Its Alternatives, Dennis P. Culhane, Stephen Metraux

Problem: At present, homelessness in the United States is primarily addressed by providing emergency and transitional shelter facilities. These programs do not directly address the causes of homelessness, and residents are exposed to victimization and trauma during stays. We need an alternative that is more humane, as well as more efficient and effective at achieving outcomes. Purpose: This article uses research on homelessness to devise alternative forms of emergency assistance that could reduce the prevalence and/or duration of episodes of homelessness and much of the need for emergency shelter. Despite the notion that First Amendment rights are established, valued, and respected in the United States, there continues to be confusion in public schools that leads to legal conflict over issues associated with freedoms of speech and expression, especially as they relate to religious issues. International comparative assessments of student achievement, such as Trends in Mathematics and Science (TIMSS) and Programme for International Student Achievement (PISA) are becoming increasingly important in the development of evidence-based education policy. The potentially far-reaching influence of such studies underscores the need for these assessments to be valid and reliable. In education, increasing recognition is being given to motivational factors which impact on student learning. This research considers a possible threat to the validity of such studies by investigating the influence the amount of effort invested by test-takers has on their outcomes. Misguided Energy: Why Recent Legislative, Regulatory, And Market Initiatives Are Insufficient To Improve The U.S. Energy Infrastructure, Joshua P. Fershee

This Article argues that recent legislative and regulatory attempts to address inadequate energy infrastructure in the United States are too limited in scope and rely too heavily on market-based initiatives to stimulate the urgent improvements that are necessary. The Article analyzes the likely effects of the Energy Policy Act of 2005, challenging the assumption that the provisions intended to remove potential impediments to investment--including those repealing the Public Utilities Holding Company Act and modifying the merger review authority of the Federal Energy Regulatory Commission (“FERC”)--are likely to result in significant new investment in energy infrastructure. Law and policy on prostitution are being debated and changed in many countries around the world. A number of countries have changed their laws and policies on prostitution in the last seven years (the Netherlands, Germany, Sweden, New Zealand, and South Korea), and several more governments have proposed change in their prostitution laws (the Czech Republic, Hungary, Ghana, Russian Federation). The different state approaches to prostitution – prohibition, regulation, decriminalization, and abolition – will be defined and described. Like social scientists everywhere, homelessness researchers in the US are usually ignored. Good science that identifies what causes homelessness, sound evaluations which document that certain programs will never work, and even evidence that promising solutions deserve broad replication, are often disregarded. Such wanton indifference for science would constitute malpractice in the field of medicine, but it sometimes passes as acceptable policy in the field of social welfare. The Third International Mathematics and Science Study (TIMSS) 1999 Video Study examined eighth-grade mathematics teaching in the United States and six higher-achieving countries. A range of teaching systems were found across higher-achieving countries that balanced attention to challenging content, procedural skill, and conceptual understanding in different ways. The United States displayed a unique system of teaching, not because of any particular feature but because of a constellation of features that reinforced attention to lower-level mathematics skills. The authors argue that these results are relevant for policy (mathematics) debates in the United States because they provide a current account of what …

New York City, faced since the 1970s with growing numbers of homeless individuals and families, and aggressive litigation on their behalf, has built the largest public shelter system in the United States as the centerpiece of its response to homelessness. The size of this system -- both its average daily census of 24,472 in 1995, and its annual expenditures of $500 million -- is far beyond the scope of any other city's efforts against homelessness.
