The United States Department of Energy (DOE) and the Nevada System of Higher Education (NSHE) have established a Cooperative Agreement (Co-op) entitled: “Scientific & Engineering Studies of the High-Level Waste Repository at Yucca Mountain (DE-FC28-04RW12232). The Harry Reid Center for Environmental Studies (HRC) administers the Co-op under project activity ORD-FY04-001. In accordance with 10 CFR 600.150, the HRC conducted an audit for the purpose of managing and monitoring project activities supported under the Co-op. The audit was limited to an investigation of technical productivity and schedule. Financial compliance and quality assurance compliance issues were outside the scope of this audit. …

This report covers the following projects: Shake table tests of precarious rock methodology, field tests of precarious rocks at Yucca Mountain and comparison of the results with PSHA predictions, study of the coherence of the wave field in the ESF, and a limited survey of precarious rocks south of the proposed repository footprint. A series of shake table experiments have been carried out at the University of Nevada, Reno Large Scale Structures Laboratory. During the past three months, the focus of the university’s efforts has included the following highlights:

  • Forever Earth was scheduled for 13 days and benefited 110 individuals.
  • The National Park Service piloted the concept of using Forever Earth as a mobile visitor center during busy summer weekends. During five outings, Park Service interpreters contacted 1,365 visitors.
  • Forever Earth curricula for 5th, 6th, and 7th grades have been completed.

Persons contemplating adoption in Clark County face many legal boundaries and lengthy delays. Since adoption is a creature of Clark County, the answers usually can be found in state statutes, agency regulations, and court opinions. Federal statutory and constitutional laws also play a huge part in such areas as adoption subsidies, adoption of children with special needs, and training of all adoption workers.

Numerical Analyses of the Ceramatec Sulfuric Acid Decomposer. Comparisons with experiments for the Ceramatec sulfuric acid decomposer coupon with eight straight channels for four different geometries and four different flow rates were performed. All of the operation and boundary conditions for the calculations were the same as in the Ceramatec experiments. Good agreement was found. The overall pressure drop difference between calculations and experiments for most of the cases is within 10%.

This study compares ABI/INFORM and Business Source Premier, the two major periodical databases in the business field, to determine which database is covering the major scholarly journals most thoroughly. The comparison was made by compiling a list of major journals based on scholars' choice in the fields of accounting, finance, MIS, and marketing. In the field of management, the journals studied are based on ISI's Journal of Citation Reports. The list was compared with the title lists of journals indexed in each database. Viscoelastic Flow In Rotating Curved Pipes, Yitung Chen, Huajun Chen, Jinsuo Zhang, Benzhao Zhang

Fully developed viscoelastic flows in rotating curved pipes with circular cross section are investigated theoretically and numerically employing the Oldroyd-B fluid model. Based on Dean’s approximation, a perturbation solution up to the secondary order is obtained. The governing equations are also solved numerically by the finite volume method. The theoretical and numerical solutions agree with each other very well. The results indicate that the rotation, as well as the curvature and elasticity, plays an important role in affecting the friction factor, the secondary flow pattern and intensity. Although the El Nino/Southern Oscillation (ENSO) is the most important source of inter-annual climate variability in the tropics, its Holocene history is poorly understood, particularly in Central America. A high resolution (-3.8 years/sample) paleoclimate record of Central American rainfall variability has been reconstructed from a U /Th-dated stalagmite (7890 to 6490 yrs B.P.) from Costa Rica to constrain the onset and variability of ENSO throughout the Holocene, and to determine its role in generating regional climate anomalies. I suggest drier conditions, forced by El Nino, are represented by higher 5180 values, and are correlative with higher 513C values, indicating that …

The COACH program was created through a Social Security Administration (SSA) grant provided to assist eligible chronically homeless individuals apply for Supplemental Security Income (SSI) and Social Security Disability (SSD) benefits. On April 1, 2004, the SSA released $6.6 million in "HOPE" awards to 34 organizations, including Clark County Social Services (CCSS) who received $450,000 over three years. Later in 2004, they released additional funding to include seven more organizations in the program. In total, the SSA has committed nearly $18 million to the program over three years. As our primary assignment in PUA 791 (Topics in Administration), the following report has been prepared. It includes an examination of the current policies governing the programs offered by the Clark County Parks and Recreation Department as well as a comparison (benchmark) of two similar metropolitan areas. The following analysis was completed during the months of February thru July, 2006. It consisted of a series of interviews with Recreation Department managers from various agencies as well as information gathered from Management of Park and Recreation Text, 2005 and CAPRA (Commission for Accreditation of Park and Recreation Agencies).

This project consists of two separate investigations into extreme ground motions due to seismic events. First, it includes field studies of geological formations that should put an upper bound on extreme ground motions that have happened at the site of the formations. The locations are critically selected to provide the most effective constraints possible on the validity of the probabilistic seismic hazard analysis for Yucca Mountain. Second, this project surveys recorded ground motions from around the world, and aims to draw general conclusions from these as to the conditions where extreme ground motions are observed.

Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. A key component in the restorative justice theory is victim offender mediation which seeks to reduce the impact of crime on victims and the community. In the second year of the “Dissolution, Reactor, and Environmental Behavior of ZrO2-MgO Inert Fuel Matrix” project initiated and directed by UNLV, the Ben-Gurion University (BGU) group research was focused on the development of practical PWR core nuclear design fully loaded with Reactor Grade (RG) Pu fuel incorporated in fertile free matrix. The design strategy was based on the basic feasibility study results performed at BGU in the Year 1 of the project.

Relationships Between Pacific And Atlantic Ocean Sea Surface Temperatures And U.S. Streamflow Variability, Glenn A. Tootle, Thomas C. Piechota

An evaluation of Pacific and Atlantic Ocean sea surface temperatures (SSTs) and continental U.S. streamflow was performed to identify coupled regions of SST and continental U.S. streamflow variability. Both SSTs and streamflow displayed temporal variability when applying the singular value decomposition (SVD) statistical method. Initially, an extended temporal evaluation was performed using the entire period of record (i.e., all years from 1951 to 2002). This was followed by an interdecadal-temporal evaluation for the Pacific (Atlantic) Ocean based on the phase of the Pacific Decadal Oscillation (PDO) (Atlantic Multidecadal Oscillation (AMO)).   • 1,400 public lands volunteers were recognized during National Volunteer Week.

This report shows the work done for this period, in accordance to cooperative agreement of University of Nevada system for the Task 019 “Subsurface Corrosion Research on Rock Bolt System, Perforated SS Sheets and Steel Sets for the Yucca Mountain Repository”, the overall objective of which is to conduct corrosion research and predict the durability of rock-bolts and other underground metallic roof supports. We are performing oxidation tests using Thermogravimetric Analyzer (TGA), and Potentiodynamic tests to determine the corrosion rates of rock bolts, other support materials including bench mark materials.
