In response to the COVID-19 pandemic, there is a proposal to amend the Corporate Income Tax and Incentives Reform Act (CITIRA) into the Corporate Recovery and Tax Incentives for Enterprises Act (CREATE) Act. The proposed amendments are as follows: (a) An immediate five percentage point cut into the corporate income tax (CIT) rate starting July 2020; (b) Maintaining for up to nine years the status quo for registered business activities enjoying the 5% tax on gross income earned (GIE) incentive; and (c) More flexibility for the President to grant a combination of fiscal and non-fiscal incentives, which will be critical …

There is a long-standing debate over whether America's retirement system is in crisis. The COVID-19 pandemic has resolved the debate. Perhaps the system was merely challenged prior to March 2020, but it is certainly in crisis now. The pandemic has negatively impacted all four of the principal pillars of retirement: Social Security, employer-sponsored retirement programs, earnings from part-time work, and the worker's own savings. This short article will discuss the impact of the pandemic on the retirement system and discuss possible ways to restore the system to health or at least ameliorate the damage.

Background: The ongoing COVID-19 pandemic has recently resulted in an emergent shift of traditional instruction to (presumably temporary) online delivery, and many students were not able to participate in practical activities (e.g., laboratory experiments) due to inaccessible or unavailable “brick and mortar” laboratories. The Covid-19 pandemic has affected people’s lives in unprecedented ways. Concerns about social distancing have resulted in the cancellation of therapy and doctor’s appointments, leaving those with serious mental health issues without treatment. The need for social distancing amidst the pandemic has particularly affected children seeking treatment from Children’s Advocacy Centers (CACs), many of whom have witnessed or experienced abuse. In order to treat children who cannot physically go to a center, many CACs have begun using teletherapy, which is the use of interactive, synchronous technology to provide counseling services. Daily life in the United States and Utah has changed considerably since the global outbreak of the COVID-19 novel coronavirus. On March 6th, 2020, Gary R. Herbert, Governor of the State of Utah, declared a “State of Emergency” in response to pandemic. On March 27th the Governor then issued the “Stay Safe, Stay Home” Directive, which was much less strict than the shelter in place orders seen in other states as it simply urged residents to leave home infrequently, stay 6 feet away from others outside the home, and banned private gatherings larger than 20. Last spring, when the Coronavirus caused major shifts in how schools educated children, Catherine Biddle, Maria Frankland, and students from the University of Maine College of Education and Human Development did some research. They explored how schools were managing and communicating decisions to families. One of the researchers’ goals was to identify best practices for educators to use during the pandemic, or any other large disruption.

Impacts Of The Covid-19 Pandemic And The Cares Act On Earnings And Inequality, Guido Matias Cortes, Eliza C. Forsythe

Upjohn Institute Working Papers

Using data from the Current Population Survey (CPS), we show that the Covid-19 pandemic led to a loss of aggregate real labor earnings of more than $250 billion between March and July 2020. By exploiting the panel structure of the CPS, we show that the decline in aggregate earnings was entirely driven by declines in employment; individuals who remained employed did not experience any atypical earnings changes. We find that job losses were substantially larger among workers in low-paying jobs. This led to a dramatic increase in inequality in labor earnings during the pandemic. Work on transparency in the extractive industries (EI) has achieved important successes over the last two decades. For example, significant commitments to disclosure have been secured, the volume of publicly available information about critical activities has increased considerably, and norms around certain information being in the public domain have been established.
