Homelessness is currently at a demographic crossroad. This presents a unique opportunity for hastening its demise. In the thirty years since homelessness first manifested itself in American cities in its contemporary form, it has ascended to one of the most prominent American social problems. Despite the current push by advocacy organizations to end homelessness, many expect it will always be with us. In its longevity, however, lies the potential for its decline, provided we do not repeat this cycle with a new generation of homeless.

During recent years, the need to consider effective and innovative ways to prevent and end homelessness among individuals with serious mental illness has been abetted by an increased and more sophisticated understanding of the composition of the homeless population, the emergence of evidence-based practicess to address homelessness, and the passage of the Patient Protection and Affordable Care Act. This article summarizes the evolving understanding of the role that serious mental illness plays in homelessness, as well as the interventions that are effective at preventing and ending homelessness among persons with serious mental illness. Transaction costs (TCs) must be taken into account when assessing the performance of policy instruments that create markets for the diffusion and commercialization of low-carbon technologies (LCTs). However, there are no comprehensive studies on the development and application of transaction cost analysis to LCTs. In this meta-analysis, a wide-ranging evaluation of TCs associated with energy efficiency, renewable energy, and carbon market technologies is provided. There is a plethora of different definitions of, and measurement techniques to estimate, TCs. Following the 2008–2009 global financial crisis, ‘green energy economy’ packages have been implemented to stimulate sustainable economic growth in several Organisation for Economic Co-operation and Development (OECD) countries. Clearly focused on the energy sector, these packages typically include energy-efficiency policy measures and aim to encourage the transition towards a low-carbon economy. We take the Swedish single- and two-household residential sector as a case study for an ex-ante assessment of ‘green energy’ policies that target energy efficiency improvements. We use the EEB_Sweden v1.0 modelling tool to quantitatively evaluate various green energy policy scenarios. We simulate two baselines and three policy scenarios …

Using the latest available data, this article provides the first regional decomposition analysis of CO2 emissions from fuel combustion. Covering eight regions of the world, determinants are estimated in relative and absolute terms for the period 1971-2010. We take the 2010 global surge in CO2 emissions as an entry point for the analysis. Overall, results show that most regions have recently performed worse than their historical trends and lack of meaningful progress is identified. Whereas specific drivers for certain regions suggest some level of continuous improvement (e.g. reduced energy intensity in Asia), they are incapable of offsetting the effects of …

This paper, refereed and published by the W.E. Upjohn Institute for Employment Policy, considers employment growth and unemployment from 1990-2010 in a cross-section of cities in light of practical tools that city governments have at their disposal to provide relief. In particular, I test educational attainment (both initial levels and growth over time) and public capital investment as influences on job growth and changes in unemployment rates in 83 central cities in the United States. Change in educational attainment over time is suggestive of causing higher job growth and lower unemployment. The implication is that initiatives to attract and retain …

Increased access to antiretroviral therapy (ART) in developing countries over the last decade is believed to have contributed to reductions in HIV transmission and improvements in life expectancy. While numerous studies document the effects of ART on physical health and functioning, comparatively less attention has been paid to the effects of ART on mental health outcomes. In this paper we study the impact of ART on depression in a cohort of patients in Uganda entering HIV care. This study adds to the qualitative data showing how leaders in the emergency services perceive legitimacy and the bases of power. The study examines leader perception of the reasons their subordinates view their leadership as legitimate. Two definitions of legitimacy are presented: the traditional viewpoint of French and Raven (1959) associating legitimate power “with having status or formal job authority” and the other proposed by Maxfield (2012) in the LEAP leadership model basing legitimacy more on the characteristics leaders bring to their positions. This study uses a structural functional perspective in examining the form and function of a presidential disaster press conference on May 27, 2010 about the Deepwater BP Oil Spill. Clayman and Heritage (2002) proposed a framework to examine the questions and responses in a press conference while Fisher (1991) offered a method to study media function. These were both applied to the disaster press conference. Findings were used to develop recommendations for public officials and PIOs in working with the media. “Poverty law” refers to policy and lawyering strategies to contest inequality. The rise of the federal welfare state shaped the contours of poverty law in the first half of the twentieth century. This combined with the rights revolution at mid-century to mobilize legal services lawyers and courts in the War on Poverty, which was the zenith of the antipoverty movement. The welfare state’s subsequent decline and federal court retrenchment channeled the antipoverty movement in new directions forged by decentralization, privatization, and globalization: moving it downward (from federal to local), outward (from state to market), and beyond (from domestic to global).

Historically, foundation-supported program evaluations focused on goal attainment. Goal-free evaluation (GFE) is a model in which the goals and objectives are screened from the evaluator. Several obstacles must be overcome in persuading foundations and programs to consider GFE as a viable option, because both tend to view goal attainment as intuitively and inextricably linked to evaluation. These beliefs are contrary to the fact that successful goal-free product evaluations have been done for more than 75 years. This article presents the case for GFE as a perspective that belongs in the foundation’s toolbox. The authors demonstrate GFE’s use, highlight aspects of …
