The literature on the roles that governance/political and economic stability play to attract capital flows into African economies has been burgeoning. Good governance, liberalization, infrastructure, incentive packages have been regarded as cures to break the deadlock to reverse the economic plight, to attract inflow of capital and, in some cases, to reverse outflows of African economies. The flow of capital, however, has undesirable side effects on host economies’ working conditions, environmental standard, inequality, and culture, among others. In the United States, collegiate enrollment in science and engineering programs continues to decline, while European and Asian universities have increased the number of science and engineering graduates. In addition, there is a growing concern over too few females enrolling and persisting in collegiate science, technology, engineering, and mathematics (STEM) degree programs. Through increasing access to pre-collegiate STEM activities, providing a better understanding of STEM career choices, instilling of confidence in math and science, and establishing student and industry based mentoring programs, more female students will enroll and persist in collegiate STEM degree programs. This article explores the impact of counter-terrorism legislation and policy in Australia. In particular it explores how legislation facilitated prosecution and conviction of persons involved in home-grown terrorism, including analysis of investigation and prosecution policy surrounding the ul-Haque and Haneef cases. Particular attention is given to the terrorism trials involving Benbrika & Ors and Elomar & Ors. What makes these trials intriguing is the fact that most of those convicted could be more easily described as more vulnerable than menacing. Sentencing of those convicted was cognate with no policies for rehabilitation. The small number of convictions under the legislation when …

In 2010, 51,664 crashes occurred in Nevada. Only about 9% of those crashes occurred in rural areas of the state. However, if only fatal crashes are considered, 41% of those fatal crashes occurred in rural areas. Generally, speed zones are provided in towns along rural highways to reduce speed-related crashes. However, a guideline is necessary for a consistent procedure to setup speed zones throughout the state. The main objectives of this study are to determine factors associated with crashes and to identify the best practices for setting up speed zones in towns along rural highways.

For the greatest part, Nebraska's students are succeeding in school. However, there are students who experience early school failure and early school refusal, students who are "at risk" for leaving school before receiving their high school diplomas. Data from a school district were analyzed as a critical case example to uncover characteristics, achievement, and cognitive skills of identified students at risk in order to answer questions about these perplexing youth. Policy initiatives are discussed.

This Article explores the implications of a dramatic shift in the American educational landscape—the rapid disappearance of Catholic schools from urban neighborhoods. Primarily because of their strong track record of educating disadvantaged children, these school closures are a source of significant concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this Article does not address well-rehearsed debates about educational outcomes. Rather than focusing on the work done inside the schools, we focus on what goes on outside them. Specifically, using three decades of data from the Project on …

Despite conspicuous progress in providing open access to scholarly articles, there is a steady, unsettling undercurrent stirred by traditional publishers that could undermine the green route to open access. This article examines data and discourse to better understand publisher perspectives on self-archiving and, based on this understanding, urges action from open access advocates.

As he promised during his election campaign, President Carter has proposed a major overhaul of the welfare system. Under the Better Jobs and Income Act, unveiled in August 1977, the major components of the current welfare system would be replaced by a program combining cash assistance and job opportunities. This paper evaluates the Carter proposal based on the experience under existing employment, training and welfare programs and then assesses its potential impact on the states of New Hampshire and Massachusetts. Counting The Impossible: Sampling And Modeling To Achieve A Large State Homeless Count, Jennifer L. Priestley, Jane Massey

Objective: Using inferential statistics, we develop estimates of the homeless population of a geographically large and economically diverse state -- Georgia.
Methods: Multiple independent data sources (2000 U.S. Census, the 2006 Georgia County Guide, Georgia Chamber of Commerce) were used to develop Clusters of the 150 Georgia Counties. These clusters were used as "strata" to then execute traified sampling. Homeless counts were conducted within the sample counties, allowing for multiple regression models to be developed to generate predictions of homeless persons by county.

The Kalama Waterfront Preliminary Site Plan sets the groundwork and approach for development of an underutilized 33-acre tract owned by the Port of Kalama. The Plan is intended for the Port of Kalama to use as a starting point for waterfront development. The Plan and implementation strategies will aid the Port by providing a conceptual view of the waterfront and a process by which to begin putting the vision of Kalama's Front Yard in motion.
