The literature on the roles that governance/political and economic stability play to attract capital flows into African economies has been burgeoning. Good governance, liberalization, infrastructure, incentive packages have been regarded as cures to break the deadlock to reverse the economic plight, to attract inflow of capital and, in some cases, to reverse outflows of African economies. The flow of capital, however, has undesirable side effects on host economies’ working conditions, environmental standard, inequality, and culture, among others. This article tries to explain why Taiwan’s labor regime has fallen into a low wage environment. A review of literature shows that existing studies consider only the elements of state, capital, labor, or the social environment to explain the low wage within different historical stages. But the literature to date could not answer the question as for why Taiwan’s labor wage did not increase with economic growth after 2000s. In order to bridge the gap, the legislation and amendment of related labor laws from 1980s to 2010s was explored through the perspective of historical institutionalism. It was found that the …

Women's Inheritance Rights And Intergenerational Transmission Of Resources In India, Klaus Deininger, Aparajita Goyal, Hari Nagarajan

We use inheritance patterns over three generations of individuals to assess the impact of changes in the Hindu Succession Act that grant daughters equal coparcenary birth rights in joint family property that were denied to daughters in the past. We show that the amendment significantly increased daughters’ likelihood to inherit land, but that even after the amendment, substantial bias persists. Our results also indicate a robust increase in educational attainment of daughters, suggesting an alternative channel of wealth transfer.

Best practices approaches have guided governmental risk communication efforts at Superfund and other chronic risk sites for more than two decades, playing an important role in the ways in which those most affected by contamination make sense of risk. Such approaches can affect the information environment in two separate but related ways: 1) directly, through the explicit sharing of information, and 2) indirectly, through ongoing stakeholder interpretations of the processes by which that information is shared. The book, Priceless, is chock full of ideas, many of which are undoubtedly useful. The style is readable, with enough anecdotes to keep the reader’s interest. Unfortunately, the book is almost as confusing as the health-care system. There are too many moving parts, too many clever ideas, and not enough high level insights into how to cut the Gordian health-care knot. As hard as it is to make changes in the U.S. health-care system, it is unlikely the author’s suggestions will find a listening ear.

This article explores the impact of counter-terrorism legislation and policy in Australia. In particular it explores how legislation facilitated prosecution and conviction of persons involved in home-grown terrorism, including analysis of investigation and prosecution policy surrounding the ul-Haque and Haneef cases. Particular attention is given to the terrorism trials involving Benbrika & Ors and Elomar & Ors. What makes these trials intriguing is the fact that most of those convicted could be more easily described as more vulnerable than menacing. In 2010, 51,664 crashes occurred in Nevada. Only about 9% of those crashes occurred in rural areas of the state. However, if only fatal crashes are considered, 41% of those fatal crashes occurred in rural areas. Generally, speed zones are provided in towns along rural highways to reduce speed-related crashes. However, a guideline is necessary for a consistent procedure to setup speed zones throughout the state. The main objectives of this study are to determine factors associated with crashes and to identify the best practices for setting up speed zones in towns along rural highways.

For the greatest part, Nebraska's students are succeeding in school. However, there are students who experience early school failure and early school refusal, students who are "at risk" for leaving school before receiving their high school diplomas. Data from a school district were analyzed as a critical case example to uncover characteristics, achievement, and cognitive skills of identified students at risk in order to answer questions about these perplexing youth. Policy initiatives are discussed.

The economy influences presidents’ rankings by scholars. Based on initial observations of presidents from 1869 to 2013 and a quantitative correlation coefficient analysis of these presidents by examining unemployment and GDP, there is a moderate positive correlation between economic performance and presidential greatness for US presidents from 1869 to 2013. Thus, for a president to have an opportunity to achieve greatness status, he must have a positive economic performance record during his administration in office without which he will not obtain presidential greatness. As he promised during his election campaign, President Carter has proposed a major overhaul of the welfare system. Under the Better Jobs and Income Act, unveiled in August 1977, the major components of the current welfare system would be replaced by a program combining cash assistance and job opportunities. This paper evaluates the Carter proposal based on the experience under existing employment, training and welfare programs and then assesses its potential impact on the states of New Hampshire and Massachusetts. Objective: Using inferential statistics, we develop estimates of the homeless population of a geographically large and economically diverse state -- Georgia.

Methods: Multiple independent data sources (2000 U.S. Census, the 2006 Georgia County Guide, Georgia Chamber of Commerce) were used to develop Clusters of the 150 Georgia Counties. These clusters were used as "strata" to then execute traified sampling. Homeless counts were conducted within the sample counties, allowing for multiple regression models to be developed to generate predictions of homeless persons by county.
