In September 2004, the ruling party in South Korea, along with two opposition parties, called for the abolishment of the 1948 anti-communist National Security Law. The following month, Amnesty International, a long-time critic of the law, officially called for the law's repeal. The law had been enacted in 1948 in response to threats from communist North Korea, but has long been used by the government to silence legitimate opposition in South Korea. Social Security reform started with a bang in 2005. President Bush placed it at the top of his domestic agenda and featured it prominently in his 2005 State of the Union Address. The President spent the early months of the year on a "60-day, 60 city tour" of the country touting his pet project, amending Social Security to create "personal retirement accounts." Indeed, there was so much activity in the arena that the BNA Pension and Benefits Reporter frequently devoted a separate section to Social Security news in 2005.

The regulation of lawyers' behavior remains a controversial topic. Over the past hundred years, the organized bar has engaged in a number of efforts to generate rules governing lawyers' conduct. Still, prominent lawyers and jurists, the public media, and legal scholars perceive an ongoing decline in the profession's ethics.

Bar leaders tend to respond to the problem by calling for greater "professionalism" among practicing lawyers. Drawing on professional images from earlier times, they urge lawyers to look beyond the rules and to be more virtuous, selfless, independent of clients, and dedicated to justice.

The primary purpose of this article is to scrutinize Kentucky's ever-increasing reliance on local jails for the incarceration of state prisoners. This objective cannot be achieved without an examination of the problems that compel counties and cities to allow (and even encourage) the state to capture their jails for this use. The evaluation of family support programs employing parent education to achieve prevention of child abuse and neglect is an important consideration for professionals as it can provide a good insight into possible improvements of a program.

A parent education program administered by the Center for Women, Children and Families (CWCF) was assessed using participants’ pre- and post-program scores on the Adult-Adolescent Parenting Inventory (AAPI-2) from 148 parents.

Statistical analysis indicated that parenting knowledge has significantly improved on all five dimensions measured following program attendance. This finding supported the answer to the first research question. To answer the second research question, …

Recent events in both the public and private sectors have lead to an environment of mistrust and caution surrounding the way organizations are managed and funds are handled. For the nonprofit sector, this has led to an emergence of charity rating or watchdog organizations and increased scrutiny of finances. Individual donors, charity rating agencies, and funding institutions have begun using expense ratios as a measure of financial efficiency. Decisions on the financial efficiency of organizations are being made without a good understanding of what factors affect these ratios.

The study presented here examines the relationship between athletic success and academic quality among Division I universities. The analysis begins by revisiting models that have been previously examined by other researchers. The current literature is then extended using a new model incorporating academic rankings. The previously used models incorporate objective measures of academic quality. The new model presented here uses rankings which have a subjective input. It is then examined to see whether the subjective opinions present in the academic rankings are influenced by athletic success. The report documents the retrofit work carried out on the KY3297 Bridge over Little Sandy River in Carter County, Kentucky. Field investigation and evaluation revealed that the bridge superstructure was deficient in shear. The repair work was carried out using externally bonded carbon fiber reinforced polymer (CFRP) fabric system. The repair, using externally bonded fiber system, offers the following benefits: (1) the use of light construction equipment, hand kits and tools, (2) minimal traffic disruption as all lanes were open to traffic while work was being performed underneath the bridge, and (3) cost saving; the cost for the repair and …

Performance Evaluation Of Concrete Bridge Decks Reinforced With Mmfx And Ssc Rebars, Ching Chiaw Choo, Issam E. Harik

This report investigates the performance of bridge decks reinforced with stainless steel clad (SSC) and micro-composite multistructural formable steel (MMFX) rebars. The two-span Galloway Road Bridge on route CR5218 over North Elkhorn Creek in Scott County, KY, was reinforced with SSC rebars in one span and MMFX rebars in the second span. The reinforcements are intended to prolong the service life of the newly constructed bridge decks due to the expected corrosion-resistance capability. Moment-curvature analyses indicated that MMFX RC decks had 57% and 85% higher strengths than SSC RC decks in positive and negative moment regions, respectively. The areas under …

Small businesses are an important part of our national economy, accounting for as much as 40% of our total economic activity and providing society with important services and products.

Small businesses face daunting economic, structural, and legal impediments when they attempt to acquire external capital. The absence of financial inter-mediation services means that they are almost always on their own to find investors. Their small capital needs mean that their relative offering costs are often sky high. The terrorist attacks of September 11, 2001, and the accounting and auditing crisis later caused by the Enron and Worldcom scandals of that same year, created a great sense of insecurity in many Americans. In this Article, I analyze the federal government's response to crisis. I first define what a crisis is: a sudden, existential threat to which the entity has insufficient resources to respond.
