Since the creation of the Japanese Self-Defense forces (JSDF) in 1953, the process of defining the specifics of Japan's self-defense role has become a focal point of US-Japanese disaccord. In recent years the Japanese have made an effort to alleviate this tension by adopting a more extensive defense policy which has included an official Japanese statement of policy to extend its defense responsibility to incorporate a 1,000-nautical mile "Sea Lanes of Communication" {SLOC) security responsibility.

History has vividly documented that the stability of Northeast Asia depends on the condition of Russo-Japanese relations. Russia and Japan share a long, turbulent record of cultural, economic, and political rivalry. Moreover, the two countries have fought each other four times in the last eighty years; the most recent in the latter stages of World War Two, and yet, Japan still has not signed a peace treaty with the Soviet Union.

Product, symbol, and possible catalyst for change in the affairs of the three countries are the Kurile Islands - or "Northern Territories," as the southern four islands are referred to in Japan.
