'I Know My Rights, You Go'n Need A Warrant For That:' The Fourth Amendment, Riley's Impact, And Warrantless Searches Of Third-Party Clouds, Laurie Buchan Serafino

Scholars have frequently suggested that the Fourth Amendment ought to be applied with varying degrees of rigor depending on the seriousness of the crime investigated. Courts have largely rejected such an offense-specific approach to constitutional protections, but have demonstrated deference to the Executive Branch in matters of national security in other contexts. The particularly heightened concern raised by the threat of terrorism suggests that, at least in the context of these most serious of cases, courts ought to engage in some form of balance that recognizes the uniquely strong government interest. The advent of Social media has changed the manner in which perceptions about power and information can be influenced. Twitter is used as a fast‐paced vehicle to deliver short, succinct pieces of information, creating the perception of acceptance, popularity and authority. In the case of extremist groups, Twitter is one of several avenues to create the perception of endorsement of values that would otherwise gain less prominence through mainstream media. This study examines the use of Twitter in augmenting the status and reputation of anti‐Islam and anti‐immigration policy through the controlled release of social media information bursts. New Media conventions have fluttered along unforeseen flight paths. By combining sock-puppetry with the grouping power of metadata it is possible to demonstrate widespread influence through Twitter dispersion. In one nest there is a growing use of sock-puppetry accentuated by the exploitation of a social media that does not attempt to verify proof of identity. Created identities in their thousands can flock towards, and in support of, a single identity. They do so alongside legitimate accounts but in concert remain imperceptible within an overall group. Although data prefetching algorithms have been extensively studied for years, there is no counterpart research done for metadata access performance. Existing data prefetching algorithms, either lack of emphasis on group prefetching, or bearing a high level of computational complexity, do not work well with metadata prefetching cases. Therefore, an efficient, accurate, and distributed metadata-oriented prefetching scheme is critical to leverage the overall performance in large distributed storage systems. After discussing how search engines operate in Part I below, and setting forth a normative basis for regulation of their results in Part II, this piece proposes (in Part III) some minor, non-intrusive legal remedies for those who claim that they are harmed by search engine results. Such harms include unwanted high-ranking results relating to them, or exclusion from a page they claim it is their “due” to appear on. This joint presentation showcases three Loyola Marymount University Digital Collections commemorating the centennial of the Los Angeles Aqueduct: J. D. Black Papers, Big Pine Citizen Newspaper Collection, and Werner von Boltenstern Postcard Collection. Shilpa Rele discusses the initiation of this digital project with grant funding from the Metabolic Studio, collaborative project management, and digitization of historical materials housed in the William H. Hannon Library’s Archives and Special Collections. Rachel Wen-Paloutzian elaborates on the three diverse digital collections, creation of descriptive metadata for these collections, and metadata best practices guideline for the CONTENTdm content management system.

In Summer 2013, with consultation of Shilpa Rele, Rachel Wen-Paloutzian wrote the best practices guidelines for descriptive metadata creation and management of LMU Digital Collections. From then to Summer 2015, Wen-Paloutzian successfully implemented the best practices in creating and enhancing over 3,400 original descriptive metadata records for 12 digital collections at LMU.

Colorado State University Libraries (CSUL) purchased the digitized United States Congressional Serial Set, 1817–1994 and American State Papers (1789–1838) from the Readex Division of NewsBank, Inc. and, once
funds and records were available, the accompanying MARC records. The breadth of information found in the Serial Set is described, along with the difficulties in using the print version (incorporated in the literature review, which includes citations of announcements of the digital collections and reviews of the software). Online Image Tagging is a developed software that allows users of the CenSSIS Image Database to associate detailed metadata with specific regions of images, a process we refer to as "Image Tagging." The process of image tagging involves using the Image Tagging interface to draw an outline around a region of interest in an image. I described how linked data from the Library of Congress (http://id.loc.gov/) can be used to improve subject cataloging and browsing. The popularity of motion pictures in digital form has seen a dramatic increase in recent years, and the global entertainment market has driven demands for subtitles in multiple languages. This paper investigates the informational potential of aggregating a corpus of multilingual subtitles for a digital library. Subtitles are extracted from commercial DVD releases and downloaded from the internet. These subtitles and their bibliographic metadata are then incorporated in an XML-based database structure. The goals were to provide a showcase for the medical school’s research, teaching, and scholarship; promote open access to research; and make available an easy way for faculty and researchers to promote and distribute their work. Electronic text encoding marks up documents, most often those in the humanities and social sciences, in XML to capture various metadata and represent textual features important for research and analysis. It typically follows the Text Encoding Initiative (TEI) scheme. Implementing TEI projects can be particularly challenging for small institutions with limited staff and budgets, given the detail and attention to textual nuances text encoding requires. A distributed infrastructure that would enable those who wish to do so to contribute their scientific or technical data to a universal digital commons could allow such data to be more readily preserved and accessible among disciplinary domains. Five critical issues that must be addressed in developing an efficient and effective data commons infrastructure are described. We conclude that creation of a distributed infrastructure meeting the critical criteria and deployable throughout the networked university library community is practically achievable.

We describe the core components of the architecture for the (NSDL) National Science, Mathematics, Engineering, and Technology Education Digital Library. Over time the NSDL will include heterogeneous users, content, and services. To accommodate this, a design for a technical and organization infrastructure has been formulated based on the notion of a spectrum of interoperability. This paper describes the first phase of the interoperability infrastructure including the metadata repository, search and discovery services, rights management services, and user interface portal facilities.
