Scholars have frequently suggested that the Fourth Amendment ought to be applied with varying degrees of rigor depending on the seriousness of the crime investigated. Courts have largely rejected such an offense-specific approach to constitutional protections, but have demonstrated deference to the Executive Branch in matters of national security in other contexts. The particularly heightened concern raised by the threat of terrorism suggests that, at least in the context of these most serious of cases, courts ought to engage in some form of balance that recognizes the uniquely strong government interest. Since its inception in 2011, the Digital Projects and Preservation Department at the University of North Florida (UNF) Library has been digitizing print theses and dissertations while also offering a mediated option for online submissions through its institutional repository (IR). It was not until Fall 2012 that the submission of electronic theses and dissertations (ETDs) became a requirement for the university graduates. As time passed and the number of ETDs deposited grew, so did the need to streamline processes to avoid duplication of efforts, improve efficiencies, and save time. Existing data prefetching algorithms, either lack of emphasis on group prefetching, or bearing a high level of computational complexity, do not work well with metadata prefetching cases. Therefore, an efficient, accurate, and distributed metadata-oriented prefetching scheme is critical to leverage the overall performance in large distributed storage systems. Such harms include unwanted high-ranking results relating to them, or exclusion from a page they claim it is their “due” to appear on. The Digital Commons platform for institutional repositories provides a three-tiered taxonomy of academic disciplines for each item submitted to the repository. Since faculty and departmental administrators across campuses are encouraged to submit materials to the institutional repository themselves, they must also assign disciplines or subject categories for their own work. The expandable drop-down menu of about 1,000 categories is easy to use, and facilitates the growth of the institutional repository and access to the materials through the Internet.
