Stakeholder participation in evaluation, where the evaluator engages stakeholders in the process, is prevalent in evaluation practice and is an important focus of evaluation research. Cousins and Whitmore proposed a bifurcation of participatory evaluation into the two streams of transformative participatory and practical participatory evaluation (T-PE and P-PE respectively). T-PE stems from a social justice perspective and P-PE has more of a use orientation. T-PE is an underdeveloped evaluation theory with relatively low operational specificity. Empirical investigations have identified hundreds of factors that predict whether youth engage in sexual activity (YSA). To promote optimal health and the avoidance of unhealthy or problematic outcomes that can result from YSA, sex education programs have been extensively developed and evaluated. Many evaluations have identified the effect of the program on immediate outcomes such as attitudes and intentions, others have examined subsequent behavioral and health outcomes, and some have done both. While several measures to assess emotional expression of products have been developed, the source of the emotion rating of a product or system was often unclear. The purpose of this dissertation is to conduct three studies to examine the causes of emotional ratings and to establish if product-specific emotion rating scales are useful for capturing accurate user evaluations. Parent training combined with problem solving skills training has been proposed as a comprehensive treatment for childhood oppositional behaviors, poor child social skills, and parental stress. The current study compared Parent Training + Problem Solving Skills Training with a Parent Training + nondirective condition. Parents of 32 children first attended Parent Training. After the parents completed Parent Training, children were randomly assigned to individual therapy in either a Problem Solving Skills Training condition or a nondirective condition. The Students' Realizing Educational Potential Program (REP) was implemented in the 1993-94 academic year to reduce dropout rates for ethnic minority students at Utah State University. This program is currently funded by a 5-year grant, pending renewal upon demonstration of its effectiveness. A formative evaluation was conducted to determine whether the REP program has accomplished its goals thus far, using 157 minority students. Two levels of analysis were conducted. The study examined (a) the relationship between the grade students expect to receive and their evaluation rating, (b) the relationship between students' prior cumulative GPA and their evaluation rating, and (c) to what extent do other variables account for the relationship between grade and evaluation rating.

The present study found a significant, consistent relationship between students' expected grades and their evaluation ratings of professor. The relationship between students' cumulative GPA and ratings is negligible and should not be considered an important score of bias. Test performance in general has been found to decline with increasing age. However, this decline has not been accompanied consistently by lower job performance. Subsequently, factors external to the test are being more closely examined for their effects on test performance. Two such factors, a lack of general test-taking skills and a reduced level of basic cognitive skills, are thought to contribute most to the test performance of older adults. The central purpose of this study was to evaluate the effectiveness of the Welcome Baby Project (WBP), a primary prevention program with the mission of promoting child development and a positive relationship between "at-risk" adolescent mothers and their infants and to prevent disorders of attachment, child abuse and neglect, and unwanted, repeat pregnancy. Intervention involved weekly home visits by trained parent volunteers for children from birth to two years.

The purpose of this research was to investigate the effects of training method and amount of practice-and-feedback on the accuracy of performance ratings and behavioral observation. This research was a 3 x 3 factorial ANOVA design. Training method was comprised of frame-of-reference, cognitive modeling, and a no-training control group. Practice-and-feedback consisted of 0, 1, and 3 practice trials. Undergraduates (N = 99) were randomly assigned to one of nine experimental conditions. Each participant viewed and rated 7 videotaped interview simulations. The effectiveness of two types of parent training were evaluated and compared with a control group that received training. A child Management Inventory was constructed for this purpose.

Parent Effectiveness Training was significantly superior to a training program developed by the Utah State Department of Education as measured by pre- and post-test criterion measure. There were no significant differences between the Utah State Department of Education group and the control group.
