The Key Constraints Facing African Countries In Mobilizing Their Resources For Development: A Case Study On Ghana And Zambia, Albert Mcbell Ninepence

Domestic Resource Mobilization (DRM) is "the generation of government revenue from domestic resources, from tax and non-tax sources (royalties, licenses, levies or other income)" (European Commission, 2010). Major scholars have exchanged contrasting views on the barriers to resource mobilization in Africa. While Di John (2006) asserts weak state capacity to mobilizing resources and the need for reconstruction of a viable state, Von (2007) contends that neopatrimonialism has inhibited African state's revenue. Furthermore, Elbadawi (2000) maintains that low savings and investments are the impediments of resource generation and the declining performance of Africa. The article explores traditional perceptions of dispute resolution practices and strategies in resolving conflicts amongst the BaTonga communities in Binga which is in the north-western part of Zimbabwe. The paper follows a realization that the BaTonga community has an interesting dispute resolution mechanism which is predicated on the idea of Africa finding solutions to their problems in Africa's wisdom. The study on Zimbabwe endogenous conflict resolution mechanisms has received scant attention. This analysis comes at a strategic yet uncertain period in Zimbabwe when the nation is going through a political transition. A lot ofuncertainty surrounds the outcome of this transition. Since the 1980s, Zimbabwe has been entrenched in a plethora of crises including vast human rights abuses hinged on pervasive police brutality. The police have increasingly become predatory against the Zimbabwean populace, followed by disappearances of human rights defenders and activists. The economic relations between China and developing mineral-rich countries have primarily been on the bases of the mineral resources of these developing countries. Hence, China's rapid economic growth ofrecent had positive disruptive impacts on these developing States. Conversely, China's economic recline more recently has had adverse, disruptive effects on these developing States. Based on the findings of the spillover effects of this decline in SA's mineral export value to China, this paper aims to instigate the policy-makers of these developing States (including SA) to see the need for their current policies to be re-assessed.
