This character-driven capstone examines the impact New York’s growing aging inmates – defined as those over 50 – have on the criminal justice system.

The stories of those who are in and have been through the system, suggest that reform effort is still dragging slowly. The sentencing policies and healthcare costs continue to have lasting consequences for inmates, their relatives and taxpayers. And early release programs, such as commutation, pardon and parole, also tend to shy away from people serving decades in prison for violent crimes because of the lingering tough-on-crime era.

Despite immense efforts of poverty alleviation in the Western highlands of Guatemala, poverty is intense and widespread. Amidst an abundant array of poverty interventions, existing evidence on those interventions are not sufficient. Highlighting basic knowledge regarding impact evaluations, this paper aims to determine the most effective poverty intervention for the Western highland areas of Guatemala. Focusing on impact evaluations, this paper reviews 17 Latin American interventions, paying close attention to what may be applicable to this region. Using only the highest quality data from Latin America, it is clear that cash transfers and graduation programs are the most impactful interventions …

Insider threats, or attacks against a company from within, are a pressing issue both domestically and internationally. Frequencies of these threats increase each year adding to the overall importance of further research analysis. In fact, many case studies have been conducted which state that these employees who participate in insider attacks tend to exhibit certain personality and characteristic traits, as well as certain observable behaviors, that would indicate to other employees that an attack is imminent. This quantitative study utilized Richard H. Hall's attitudinal attributes of a professional using a Likert scale. The survey was administered to officers in two similar mid-sized police departments. The first agency had 650 officers, while the second had 350 officers. Agency One requires all applicants to possess a bachelor's degree, while Agency Two does not have this requirement. It was hypothesized that the officers with a bachelor's degree would possess an enhanced attitudinal level of professionalism over those without. Police body-worn cameras have been advanced as a solution to disparate perceptions among the citizenry, public officials, community leaders, and the police themselves in the highly contested arena of police-citizen encounters. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. The Pay For Success (PFS) and Social Impact Bond (SIB) movements to date have focused heavily on shorter-term outcomes that can be monetized and show clear savings to government entities. In part, this focus derives from the need to specify contract payments based on a narrow set of well measured outcomes (e.g., avoided days in jail and foster care, decreased use of behavioral health services). This study investigated the knowledge translation practices of researchers in the National Agriculture Research Institutes of Nigeria and the utilization of research knowledge by policy actors in the Federal Ministry of Agriculture and Rural Development in Nigeria. We estimate the causal effect of repeated exposure to violent crime on test scores in New York City. We use two distinct empirical strategies; value-added models linking student performance on standardized exams to violent crimes on a student’s residential block, and a regression discontinuity approach that identifies the acute effect of an additional crime exposure within a one-week window. Exposure to violent crime reduces academic performance. Value added models suggest the average effect is very small; approximately -0.01 standard deviations in English Language Arts (ELA) and mathematics. RD models suggest a larger effect, particularly among children previously exposed. The marginal …

While racial disparities in juvenile court systems may decline, these disparities appeared in national data as early as 1980. Using data from the National Center for Juvenile Justice shared by the Office of Juvenile Justice and Delinquency Prevention, this databit shows how as recently as 2014, out-of-home placements were still more likely to occur with black youth.

Contrary to the assumption that ‘‘9/11 changed everything,’’ post-2001 criminal justice practices in the area of terrorism show a surprising consistency with pre-2001 criminal justice practices. This article relies on an analysis of over 300 terrorism prosecutions between 2001 and 2010, as well as twenty full trial transcripts, content-coding, and traditional legal analysis, to show the continuity of criminal justice over this time in regard to some of the most controversial supposed developments. This continuity belies the common assumption that current extreme policies and limitations on the due process are a panicked response to the terror attacks of 2001. On …

In the wake of the Lord’s Resistance Army (LRA) conflict in Northern Uganda, both the local and international community struggle to define the “victims” and “perpetrators” of a conflict that transformed ordinary civilians into combatants. Made up primarily of child soldiers, the LRA forcefully abducted and conscripted children across Northern Uganda to fight in a guerilla war against the Ugandan government. LRA members were forced to murder their own families and terrorize their home villages in an attempt to disorient and desensitize them to lives of violence. However, businesses provide access to the Internet, produce and sell hardware and software, while maintaining platforms that are used for the generation of these public goods.
