Dear Colleague: Title Ix Coordinators And Inconsistent Compliance With The Laws Governing Campus Sexual Misconduct, Brian A. Pappas
Dear Colleague: Title Ix Coordinators And Inconsistent Compliance With The Laws Governing Campus Sexual Misconduct, Brian A. Pappas
Tulsa Law Review
Title IX Coordinators are tasked with effectuating Title IX compliance to ensure a safe campus while protecting the rights of survivors and alleged perpetrators. An epidemic of university sexual misconduct and widespread non-reporting provided the context for a 2011 Department of Education Office of Civil Rights Dear Colleague Letter redefining compliance. This article utilizes interviews conducted between 2011 and 2014 with 13 Title IX Coordinators from large institutions of higher education to provide a ground-level view of compliance in action. In the very best light, during this time university compliance with Title IX was highly inconsistent and largely ineffective. Title …

Healer, Witness, Or Double Agent? Reexamining The Ethics Of Forensic Psychiatry, Matthew U. Scherer
Journal of Law and Health
In recent years, psychiatrists have become ever more prevalent in American courtrooms. Consequently, the issue of when the usual rules of medical ethics should apply to forensic psychiatric encounters has taken on increased importance and is a continuing topic of discussion among both legal and medical scholars. A number of approaches to the problem of forensic psychiatric ethics have been proposed, but none adequately addresses the issues that arise when a forensic encounter develops therapeutic characteristics. This article looks to the rules governing the lawyer-client relationship as a model for a new approach to forensic psychiatric ethics. This new model …

Economics is the backbone of the people's welfare, and science are the pillars supporting the nation's progress, but the law is the institution that ultimately determine how the public welfare can be enjoyed equitably, as well as how social justice can be realized in people's lives, and how progress of science and technology can bring progress for the people. In essence, the rule of law to support the transformation of SOEs (State-owned enterprises) as a locomotive driver of the national economy, especially in its role of guarding the whole process of public finance management and the area is clean and …
White Religious Educators Resisting White Fragility: Lessons From Mystics, Mary E. Hess
White Religious Educators Resisting White Fragility: Lessons From Mystics, Mary E. Hess
Faculty Publications
Decades of work in dismantling racism have not yielded the kind of results for which religious educators have hoped. One primary reason has been what scholars term “white fragility,” a symptom of the structural racism which confers systemic privilege upon White people. Lessons learned from Christian mystics point to powerful ways to confront and resist the siren call of such formation and instead to make resisting racism an integral part of Christian identity for White people.

The Importance Of Interagency Collaboration For Crossover Youth, Emily M. Wright, Ryan E. Spohn, Joselyne Chenane, Nicholas Juliano
Criminology and Criminal Justice Faculty Publications
Crossover or dually-involved youth are youth enmeshed in the child welfare (CWS) and juvenile justice systems (JJS). Given their dual status and high needs, attention has recently focused on how to best respond to them in an integrated, interagency fashion. The Crossover Youth Practice Model (CYPM) is designed to facilitate interagency collaboration between the CWS and JJS in order to enhance services and diversion to these youth. This study reports on the benefits and challenges that the JJS and CWS, as well as the personnel working within them, experience by participating in a CYPM effort in a Midwestern county, and …

A Study Of Ohio's Correctional Institution Inspection Committee's (Ciic) Inmate Surveys, Melissa W. Burek, John Liederbach, Joelle K. Bridges
Criminal Justice Faculty Publications
Correctional facilities have a discernible "social climate," or collection of contextual properties that derive from perceptions of both staff and prisoners. These properties include the physical, organizational, social, and emotional characteristics of correctional institutions. Ohio's Correctional Institution Inspection Committee (CIIC) requested research assistance to assess the validity of their adult and youth surveys, which are administered during the CIIC's regular inspections of facilities. The purpose of this study was to assess the validity of these instruments and the process by which they are administered. The study builds on the existing line of research on prison social climate surveys.

“Such Is Life”: Euthanasia And Capital Punishment In Australia: Consistency Or Contradiction?, Michael Quinlan
“Such Is Life”: Euthanasia And Capital Punishment In Australia: Consistency Or Contradiction?, Michael Quinlan
Solidarity: The Journal of Catholic Social Thought and Secular Ethics
Lawful euthanasia involves State endorsed termination of human life. Apart from a period of less than 9 months, in the Northern Territory, euthanasia has been illegal in Australia. Many of Australia’s parliaments have regularly considered introducing the practice and they continue to do so. In this context, this paper considers another type of State endorsed termination of human life: capital punishment. These took place in Australia from 1788 to 1967. The practice was abolished nationwide by 1985 and the Commonwealth passed laws, in 2010, to prevent its reintroduction. This paper does not consider all of the arguments for or against …

A Machine Learning Approach For Using The Postmortem Skin Microbiome To Estimate The Postmortem Interval, Hunter R. Johnson, Donovan D. Trinidad, Stephania Guzman, Zenab Khan, James V. Parziale, Jennifer M. Debruyn, Nathan H. Lents
Publications and Research
Research on the human microbiome, the microbiota that live in, on, and around the human person, has revolutionized our understanding of the complex interactions between microbial life and human health and disease. The microbiome may also provide a valuable tool in forensic death investigations by helping to reveal the postmortem interval (PMI) of a decedent that is discovered after an unknown amount of time since death. Current methods of estimating PMI for cadavers discovered in uncontrolled, unstudied environments have substantial limitations, some of which may be overcome through the use of microbial indicators. In this project, we sampled the microbiomes …
