The notion of democracy, the motive behind party formation, ethno-regional spread of parties, voting behaviour and pattern of electoral results, and pre and post election crises among other fissiparous tendencies are all indications that Nigeria is a highly divided society. This article examines manifestation of ethno-regional identity politics, and how identity has re-focused political participation, struggles and conflicts in the Nigerian federation. It concludes that despite institutionalisation of measures aimed at preventing the use of any form of divisive identity in the Nigerian body politic. Nigeria, after over fifty years of state-building and political engineering, appears to be growing apart.

In 2011, the OECD turned fifty. To provide a broad foundation for further thinking on this organization, we analyse its evolution over half a century from two perspectives: phases in the international political economy and the literature on IPE. By so doing, we uncover two paradoxes. Firstly, we find that the organization’s evolution closely mirrored major phases in the postwar international political economy until recently. However, the OECD’s long-term dependence on theWest has now become an obstacle to its efforts to adapt to the latest phase, characterised by the rise of non-Western powers. In Australia in February 2009, the Victorian Bushfires claimed 173 lives, the worst peace-time disaster in the nation’s history. The Australian government responded swiftly to the tragedy by going to tender for mobile applications that could be used during emergencies, such as mobile alerts and location services. Managing Undocumented Students: Do Undocumented Students Hinder Student Performance?, Gregory Hill, Daniel P. Hawes

Illegal immigration is a salient topic for policy makers and for local units of government who are responsible for implementing policies. One particularly relevant policy topic is to what extent undocumented students affect performance in public schools, and if undocumented students do have an impact on performance, what can be done about it? Using Texas as a case study, this analysis finds that, surprisingly, undocumented students have only a marginal effect on the overall performance on standardized exams. Among Latinos, however, there is a statistically negative effect. Furthermore, evidence suggests that managerial skills can mitigate those negative effects.

What kinds of programs can boost employment and incomes and reduce the risk of social instability? This report details findings from an impact evaluation of a reintegration and agricultural livelihoods program for high-risk Libe-rian youth, and draws out lessons for employment policies in 2012 and beyond. This article aims at understanding the relation between crime and identity formations in the French banlieues, especially in the wake of the 2005 urban riots. The essay performs a reading Mamadou N’Dongo’s novel El Hadj at the intersection of aesthetics and politics in order to scrutinize identity formations and related debates at stake in the prisons of poverty and oppression that constitute the banlieues whose inhabitants are the third or fourth generation of the heirs to African immigration in France. The recent history of scientific excellence of a society could be used as an indicator of its economic, cultural and communal prosperity. In this work, two examples of countries that successfully arose from the remnants of comparative poverty and established themselves as scientifically thriving societies, South Korea and Slovenia, are compared with the case of Serbia, a country that is presumably on the doorsteps of a similarly explosive developmental path. This study explored the impact a modified Therapeutic Community (TC) had on reducing institutional disorder as documented by institutional write-ups. Substance abuse treatment programs are typically evaluated in terms of their ability to prevent relapse and reduce recidivism. The current study examined the efficacy of a modified TC in relation to these parameters but also explored its overall impact on prison safety and security for both the inmates and staff of a medium security prison located in Kentucky. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2010 Tenth Meeting of the States Parties (10MSP).

Capabilities Perception Of Well-­‐Being And Development Effort: Some Evidence From Afghanistan, Jean-Francois Trani, Parul Bakhshi, Cécile Rolland

This paper examines the relationship between capabilities, well-being and the impact of development efforts in Afghanistan. Using data from a nationally representative survey, we argue that very vulnerable groups maintain a positive perception of well-being by referring to collective values and practices. Our data suggest that deprivation of individual basic capabilities does not systematically lead to a low perception of well-being if individuals have access to other capabilities such as love and care and participation in the community affairs. Nevertheless, access to basic capabilities remains crucial in order to ensure that social norms and expectations cease to constitute constraints and …

Complex systems models for urban and regional simulation are increasingly being used as tools within decision-making processes underscoring the need to involve stakeholders in the modeling process. Stakeholder participation can serve both learning and community-building purposes, improving model legitimacy, saliency and accuracy and resolving conflicts over competing interests. The Food Stamp Program (FSP) remains one of the most widely used of all U.S. social "safety net" programs. While a substantial body of research has developed around the primary goals of the program- improving food access, nutrition, and health among lowincome families-less attention has been paid to the broader goals of hardship and poverty reduction. Using 38 years of data from the Panel Study of Income Dynamics, we examine several immediate and longer-term economic outcomes of early adult FSP participation for a sample of3,848 young mothers.
