Traditional defined benefit (DB) pension plans have long been an important source of income for elder households seeking to maintain a middle-class standard of living after a lifetime of work. Under traditional DB plans, retirees receive a guaranteed, regular stream of income after retirement that continues until death. The monthly pension benefit is typically based on years of service to the employer, age, and salary history. Retirees also have the option to elect a joint-and-survivor benefit, to ensure that pension payments continue to a surviving spouse. DB plan participation rates among private sector American workers have sharply decreased from about …

All aim to increase participation in retirement savings, mainly by lowering the cost of doing so and possibly by offering some employer or government matches to employee contributions. The proposals vary widely on how much risk employees are exposed to. Some proposals leave most of the risks of saving for retirement – investment, market, and longevity risk – with the employee, while others try to eliminate them all. Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location. The purpose of this article is to provide evidence regarding the comparability of results provided by two survey methods—a random phone survey and a nonrandom online survey—using the derived importance–performance approach to examine service satisfaction data at the local level. Specifically, we measure whether nonprobability opt-in online survey results produce results that are convergent or divergent to random phone survey results. The findings show that the phone and online survey techniques yield divergent results when simple univariate statistical techniques are employed but produce similar results when the data are analyzed using the more advanced derived importance approach. This paper examines the political, economic, and institutional variables associated with the presence of state laws that mandate the use of public input in local budgeting. The results show that political and institutional variables can help explain the presence of such laws, but the relationships between variables of interest shift depending on whether laws aimed at cities or counties are the focal point and on which types of public input methods are under consideration. The implications for both theories of public participation in budgeting and intergovernmental relations are discussed within.

Failure to appear (FTA) rates in the U.S. can be as high as 25-30% depending on jurisdiction and type of offense. These failures to appear are costly for the criminal justice system as they can lead to inefficient use of time and resources, and FTA can also be costly for defendants by leading to additional court dates, enhanced penalties, and even collateral consequences such as suddenly missing work while detained on the FTA charge (even though the original offense did not result in a detention). The survey was administered to Administrators, Math and Science Teachers, Counselors and CTE Instructors in Nebraska during November and December, 2009. As health care costs continue to escalate, Congress, the U.S. Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), state Medicaid agencies, researchers, and policymakers are focusing on identifying new approaches to care delivery and reimbursement for individuals who are dually eligible for both Medicare and Medicaid. Although relatively few in number (9 million), dual eligible beneficiaries are more likely than others to experience poor health, including multiple chronic conditions, functional and cognitive impairments, and a need for continuous care. The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. This study examined the role of the Benefits Fraud and Compliance Act (BFCA) in affecting H1B hiring policy in the state of Virginia, as it pertained to seven computer science-related occupations. By employing an independent samples t-test approach, it was discovered that there was a statistically significant difference in H1B actual wages, proposed wages, and per-employer offers before and after BFCA.

Research indicates that many youth-serving agencies do not adopt evidence-based innovations in the field of youth violence prevention. This qualitative study was designed to explore a sample of community-based decision makers’ perceptions of why innovative, evidence-based programs and practices for the prevention of violence by youth are, or are not, adopted at the local level. The rationale for this study was that knowledge of evidence-based innovations in youth violence prevention originates primarily from research scientists who are external to the organizations that are the intended recipients of the innovations. In Lundbeck the Eighth Circuit affirmed a district court’s judgment that a merger involving the only two drugs approved for treating a serious heart condition in infants was lawful. Although the drugs treated the same condition they were not bioequivalents. The Eighth Circuit approved the district court’s conclusion that they had not been shown to be in the same relevant market.

Most mergers that are subject to challenge under the antitrust laws occur in markets that exhibit some degree of product differentiation. The Lundbeck case illustrates some of the problems that can arise when courts apply ideas derived from models …
