• Parents of young children with special needs face significant challenges finding and keeping child care arrangements for their child.
• Parents report significant problems with the child care arrangements they have used for their child with special needs.
• There are significant programmatic and financial barriers to supporting parents of children with special needs so they can work, and balance work and family.
• The combination of all of these problems and the particular demands of caring for a child with special needs often result in employment problems and job instability.

Reiterated Commemoration: Hiroshima As National Trauma, Hiro Saito

This article examines historical transformations of Japanese collective memory of the atomic bombing of Hiroshima by utilizing a theoretical framework that combines a model of reiterated problem solving and a theory of cultural trauma. I illustrate how the event of the nuclear fallout in March 1954 allowed actors to consolidate previously fragmented commemorative practices into a master frame to define the postwar Japanese identity in terms of transnational commemoration of "Hiroshima." I also show that nationalization of trauma of "Hiroshima" involved a shift from pity to sympathy in structures of feeling about the event. This historical study suggests that a …

This paper introduces and describes health care poverty. Underinsurance and its consequences for access to health care are highlighted. Definitions of underinsurance and its prevalence are presented. Groups that experience disproportionate barriers to obtaining medical care are identified. Manifestations of underinsurance are explicated and their relationship to receipt of medical care, such as vaccinations and medications is discussed. A refraining of the health care debate is suggested with emphasis moving from uninsurance to access to health care.

Better utilization of foster families might be linked to parents' reasons for fostering. This study used data from the National Survey of Current and Former Foster Parents to examine relationships between reasons for fostering and types of services and length of service foster parents provide. Top reasons for fostering were child-centered. The least endorsed reasons were self-oriented. Those who fostered to help children with special problems were more likely to have a child placed, had more children, and had fostered more types of special needs children. To understand seasonal variation in the number of wildlife-vehicle collisions and the influence of land cover type on collision distribution we counted road-kill carcasses for 84 weeks along a 40 km route on two state highways in northeastern Kansas. We noted land cover type adjacent to each road-kill and tested the null hypothesis that road-kills were distributed randomly with respect to land cover type. Wildlife-vehicle collisions were not distributed randomly in relation to land cover availability. Instead, collisions occurred more often then expected adjacent to riparian areas and less often than expected adjacent to agricultural fields. Wildlife-vehicle collisions varied seasonally …

The problem of finding optimal coordinated signal timing plans for a large number of traffic signals is a challenging problem because of the exponential growth in the number of joint timing plans that need to be explored as the network size grows. In this paper, the game-theoretic paradigm of fictitious play to iteratively search for a coordinated signal timing plan is employed, which improves a system-wide performance criterion for a traffic network. Resource equalization represents the historical and theoretical basis for American school finance and its ideals continue to dominate discussion and practice. During the last decade and a half, the national aspiration for equitable distribution of school finance resources has started a transformation into a derivative notion of adequacy. This equity policy derivative embraces the idea of sufficiency, which in turn implies a standard. The concept of educational adequacy has grown to mean the achievement of high absolute standards. The study researched the experience of treasurers in 15 Ohio public school districts in implementing Governmental Accounting Board Statement No. 34 in the districts' annual financial reports prior to the required implementation date. This research study evaluated the replication and implementation of Project Access (a nongovernmental, structured program providing physician and health care services to the working-poor) in Grand Rapids, Michigan. A mixed methodological approach was used and included quantitative and qualitative methodologies. The qualitative method used was a self-administered mailed survey of all Project Access enrollees. This survey evaluated the enrollee's perceived health and lifestyle function, access to physician services, access and adherence to prescribed medication regimen, and barriers to physician services during the year pre- and post-enrollment in Project Access. Based on the sexual scandals of Alexander Hamilton, John Eaton, Sumner Welles, and the recently concluded investigation of Henry Cisneros, this research provides an initial, and subsequently revised, set of phases and factors that describe sex scandals of Cabinet and sub-Cabinet secretaries. Garnered from these historical cases and other scandal literature are factors that impact the development of a sex scandal. Presidential support, traits of the indiscretion, relationships between executives, public opinion, legal matters, Congressional oversight, and efforts to cover-up a sexual affair are just a few of the factors that could impact the tenure of an appointee.

“Welfare polls” are survey instruments that seek to quantify the determinants of human well-being. Currently, three “welfare polling” formats are dominant: contingent-valuation surveys, QALY surveys, and happiness surveys. Each format has generated a large, specialized, scholarly literature, but no comprehensive discussion of welfare polling as a general enterprise exists. This Article seeks to fill that gap. Part I describes the trio of existing formats. Part II discusses the actual and potential uses of welfare polls in government decisionmaking. This article seeks to explain why different types of volunteer organizations are prevalent in different countries. It hypothesizes that patterns of volunteer participation are a function of citizen attitudes toward governmental and individual responsibility for caring for society. Those countries (e.g., Japan)—where citizens think that governments should be responsible for dealing with social problems—will tend to have higher participation in embedded volunteer organizations, such as parent-teacher associations. Those countries (e.g., the United States)—where citizens think that individuals should take responsibility for dealing with social problems—will tend to have more participation in nonembedded, organizations, such as Greenpeace. In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward
