In the early 2000's, Westbrook was the beneficiary of an upswing in the Southern Maine economy, aided by a strong marketing effort on the part of the City. As a result, new office buildings and retail facilities located in or near the downtown area and older buildings were rehabilitated and redeveloped. This increase in commercial and business activity increased the demand for parking downtown. With an eye toward long-term growth, a parking management plan was developed to provide the tools necessary to manage the increased demand for parking.

Findings from this mixed methods study include:
- Parents of young children with special needs face significant challenges finding and keeping child care arrangements for their child.
- Parents report significant problems with the child care arrangements they have used for their child with special needs.
- There are significant programmatic and financial barriers to supporting parents of children with special needs so they can work, and balance work and family.
- The combination of all of these problems and the particular demands of caring for a child with special needs often result in employment problems and job instability.

Reiterated Commemoration: Hiroshima As National Trauma, Hiro Saito

This article examines historical transformations of Japanese collective memory of the atomic bombing of Hiroshima by utilizing a theoretical framework that combines a model of reiterated problem solving and a theory of cultural trauma. I illustrate how the event of the nuclear fallout in March 1954 allowed actors to consolidate previously fragmented commemorative practices into a master frame to define the postwar Japanese identity in terms of transnational commemoration of "Hiroshima." I also show that nationalization of trauma of "Hiroshima" involved a shift from pity to sympathy in structures of feeling about the event. This historical study suggests that a …

The Convention on the Rights of Persons with Disabilities and its Optional Protocol (A/RES/61/106) was adopted on 13 December 2006 at the United Nations Headquarters in New York, and was opened for signature on 30 March 2007 and entered into force on 3 May 2008. It is the first comprehensive human rights treaty of the 21st century and is the first human rights convention to be open for signature by regional integration organizations.

This paper introduces and describes health care poverty. Underinsurance and its consequences for access to health care are highlighted. Definitions of underinsurance and its prevalence are presented. Groups that experience disproportionate barriers to obtaining medical care are identified. Manifestations of underinsurance are explicated and their relationship to receipt of medical care, such as vaccinations and medications is discussed. A refraining of the health care debate is suggested with emphasis moving from uninsurance to access to health care.

Better utilization of foster families might be linked to parents' reasons for fostering. This study used data from the National Survey of Current and Former Foster Parents to examine relationships between reasons for fostering and types of services and length of service foster parents provide. Top reasons for fostering were child-centered. The least endorsed reasons were self-oriented. Those who fostered to help children with special problems were more likely to have a child placed, had more children, and had fostered more types of special needs children. The Prairie Naturalist
To understand seasonal variation in the number of wildlife-vehicle collisions and the influence of land cover type on collision distribution we counted road-kill carcasses for 84 weeks along a 40 km route on two state highways in northeastern Kansas. We noted land cover type adjacent to each road-kill and tested the null hypothesis that road-kills were distributed randomly with respect to land cover type. Wildlife-vehicle collisions were not distributed randomly in relation to land cover availability. Instead, collisions occurred more often then expected adjacent to riparian areas and less often than expected adjacent to agricultural fields. Wildlife-vehicle collisions varied seasonally …

What is an adequate income for older adults in Massachusetts to age in place? How does it vary according to where they live, and their life circumstances: whether they are living alone or with a spouse, rent or own their home, drive a car or use other transportation? This research investigates industrial regional growth and its determinants in Mexico from 1993 to 2003. Strategies of local economic development, usually based on industrial promotion, require knowing main determinants of industrial regional growth. The case study shows that there is no variable with a systematically strong effect for all industries which policymakers and planners might directly control. This finding warns us about generic policy designs uncritically based on outcomes from other experiences. Although these results show a complex problem in terms of regional policy, some recommendations for industrial spatial distribution may, however, be derived from this study. For instance, during …

Spatial deconcentration of poverty has been the organizing framework of federally subsidized housing policy for well over a decade. During that time low-income families living in traditional public housing across the country have been involuntarily relocated. Household relocation into lower poverty middle class, while the underlying mobility goal, has proven difficult for many families. This thesis proposes US maritime forces adopt a new strategy of pre-tipping point operations that involve proactive measures to enhance maritime security. The problem of finding optimal coordinated signal timing plans for a large number of traffic signals is a challenging problem because of the exponential growth in the number of joint timing plans that need to be explored as the network size grows. In this paper, the game-theoretic paradigm of fictitious play to iteratively search for a coordinated signal timing plan is employed, which improves a system-wide performance criterion for a traffic network. The algorithm is robustly scalable to realistic-size networks modeled with high-fidelity simulations. Results of a case study for the city of Troy, MI, where there are 75 signalized …

Resource equalization represents the historical and theoretical basis for American school finance and its ideals continue to dominate discussion and practice. During the last decade and a half, the national aspiration for equitable distribution of school finance resources has started a transformation into a derivative notion of adequacy. This equity policy derivative embraces the idea of sufficiency, which in turn implies a standard. The concept of educational adequacy has grown to mean the achievement of high absolute standards. Equity (equalization) theorists measure resource level on a relative basis; each student relative to all others. Adequacy adherents measure student achievement against …

On major issues such as immigration, many factors are at play when members of an editorial board sit down together to shape the institutional voice of their newspaper. Using the explanatory case study method, the author directly observes editorial board deliberations at the Dallas Morning News, and sheds light on the influences that affect those writers and editors before the paper publishes its formal positions. This research used descriptive, written scenarios to test the perceptions of crime, fear of crime, and defensible space of residents in three Fort Worth, Texas, neighborhood associations. The survey instrument included two different measures of fear of crime: 1) fear of crime in hypothetical scenarios, and 2) fear of crime in resident's own neighborhoods to examine whether residents who were fearful in their own neighborhood also reported high levels of fear in hypothetical neighbor¬hoods. The instrument also tested whether residents perceived certain neighborhoods as defensible and if residents recognized what crime prevention scholars defined as "safe" environments. The study researched the experience of treasurers in 15 Ohio public school districts in implementing Governmental Accounting Board Statement No. 34 in the districts' annual financial reports prior to the required implementation date. Statement No. 34 is intended to make government annual financial reports more useful for and comprehensible to members of three user groups---the financial community, legislative and oversight officials, and citizens. This research study evaluated the replication and implementation of Project Access (a nongovernmental, structured program providing physician and health care services to the working-poor) in Grand Rapids, Michigan. A mixed methodological approach was used and included quantitative and qualitative methodologies. The qualitative method used was a self-administered mailed survey of all Project Access enrollees. This survey evaluated the enrollee's perceived health and lifestyle function, access to physician services, access and adherence to prescribed medication regimen, and barriers to physician services during the year pre- and post-enrollment in Project Access. Amidst the contemporary professional proclamations of multicultural- and social justice counseling as professional grounding principles, is also the directive to promote and engage in peace building. Although the notion of peace building appear to be conceptually congruent with the multicultural and social justice counseling competencies; peace building concepts and issues, and research on nonviolence, reconciliation, democratization, and conflict transformation, are as yet unchartered notions in the counselor education literature.

Based on the sexual scandals of Alexander Hamilton, John Eaton, Sumner Welles, and the recently concluded investigation of Henry Cisneros, this research provides an initial, and subsequently revised, set of phases and factors that describe sex scandals of Cabinet and sub-Cabinet secretaries. Garnered from these historical cases and other scandal literature are factors that impact the development of a sex scandal. Presidential support, traits of the indiscretion, relationships between executives, public opinion, legal matters, Congressional oversight, and efforts to cover-up a sexual affair are just a few of the factors that could impact the tenure of an appointee.

Six Michigan cities, selected from respondents to an International City/County Management Association (ICMA) privatization survey, are the basis of this multi-case study examining the decision to privatize public services.

“Welfare polls” are survey instruments that seek to quantify the determinants of human well-being. Currently, three “welfare polling” formats are dominant: contingent-valuation surveys, QALY surveys, and happiness surveys. Each format has generated a large, specialized, scholarly literature, but no comprehensive discussion of welfare polling as a general enterprise exists. This Article seeks to fill that gap. Part I describes the trio of existing formats. Part II discusses the actual and potential uses of welfare polls in government decisionmaking. This article shows how literary fiction is able to narrate the event of genocide so as to shatter the rational explanations of the world that are the accepted framework for discourse. It studies two texts written on the Rwandan genocide: Murambi by Boubacar Boris Diop and Moisson de crânes by Abdourahman Waberi.
