Is the analysis of patron–client networks still important to the understanding of developing country politics or has it now been overtaken by a focus on ‘social capital’? Drawing on seventeen country studies of the political environment for livestock policy in poor countries, this article concludes that although the nature of patronage has changed significantly, it remains highly relevant to the ways peasant interests are treated. Peasant populations were found either to have no clear connection to their political leaders or to be controlled by political clientage. Furthermore, communities ‘free’ of patron–client ties to the centre generally are not better represented …

The Central Bank of Nigeria (CBN) Annual Report and Statement of Accounts for the Year Ended 31st December, 2009 revealed that the country's Gross Domestic Product (GDP) grew by 6.7% YoY, compared to 6.0% in the previous year. This growth was driven by the non-oil sector, with the non-oil GDP growth rate of 8.3%. Within the non-oil sector, the agricultural sub-sector grew by 6.2%, while the whole-sector and retail sectors recorded growth rates of 11.5 and 10.5 per cent, respectively. This chonicle is a diary of the Regiment's daily operations and actions as it progressed across Europe during 1944 and 1945. The chronicle is portrayed from the vantage point of Richard B. Kann (father of the author) and Dale E. Smith, who served as medics in the 39th Infantry Regiment during that time.

Kini Indonesia berada pada awal tahap kedua epidemi tembakau dengan prevalensi perokok pada penduduk berumur di atas 10 tahun mencapai 23,7%. Dalam memerangi epidemi tembakau, dokter memegang peran kunci membantu pasien berhenti merokok. Untuk mengetahui praktik dokter terkait perilaku merokok pasiennya telah dilakukan survei di Jakarta dengan sampel 96 dokter yang dipilih secara acak. Hasil survei menunjukkan hanya 1 dari 50 dokter yang merokok setiap hari (2,1%). Pengetahuan dan sikap dokter tentang merokok pada umumnya sangat baik, yaitu 93,8% mengetahui dampak negatif perokok pasif, 84,4% mengetahui bahwa rokok dengan kadar tar/nikotin rendah tetap membahayakan, 93,8% setuju menjadikan dokter sebagai role …

Early childhood education (ECE) in Australia will soon experience a ‘radical makeover.’ In 2008, all Australian governments made a commitment through the Council of Australian Governments (COAG) that by 2013, all children in the year before formal schooling will have access to high quality early childhood education programs delivered by degreequalified early childhood teachers, for 15 hours per week, 40 weeks of the year, in public, private and community-based preschools and child care. Disaster researchers have established the determinants of preparedness and mitigation at the household level of analysis. However, at the organizational level, there is limited research and no theory to guide research on the determinants of preparedness and mitigation. The main goal of this study is to answer the question "what are the determinants of mitigation and preparedness at the organizational level?" The data come from a survey of 227 organizations in Memphis, Tennessee. This study uses Tobit regression technique to identify the determinants. Innovation comprises the processes of invention and commercialization. While the importance of innovation, especially commercialization, has been widely recognized, existing studies have largely overlooked the commercialization process. By examining the determinants of uses and nonuses of patented inventions from firms at the levels of technology, organization, and project/invention, this study attempts to help fill a critical gap in the literature. Major electric utilities are deciding whether to build nuclear power plants. How will their decision affect ecological processes and systems, both in the United States and globally? The article makes three arguments: (1) if nuclear power plants are not built, the gap will be filled by more coal-fired power plants; (2) the impact of coal-fired power plants on ecological processes and systems is likely to be increasingly disastrous; and (3) nuclear power’s ecological impacts are likely to be neutral or even positive.

The purpose of this research was to investigate the implications of networked public management on the design, implementation, and utilization of federal performance measurement systems. A multiple, instrumental case study of four public health programs funded by CDC and implemented nationally through vertical and horizontal network structures was conducted. Cross-case findings suggest that the networked implementation structures for the four federal-level, public health programs have important implications for the design of the performance measurement systems. With the advent of the Anthrax attacks in the fall of 2001, this Nation has been confronted with a serious policy conundrum. On the one hand, we have strengthened programs that encourage the use of our best scientific resources to develop countermeasures to the weaponization of highly dangerous biopathogens. On the other hand, research on those countermeasures requires the use of the very biopathogens we seek to defeat. This study examines how public management practitioners in small and medium-sized Florida cities perceive globalization and its impact on public management practice. Using qualitative analysis, descriptive statistics and factor analysis methods, data obtained from a survey and semi-structured interviews were studied to comprehend how public managers view the management and control of their municipalities in a time of globalization. The study shows that the public managers’ perceptions of globalization and its impact on public management in Florida’s small-medium cities are nuanced.
