Tanf Funding Allocation Differences In Red Vs. Blue States: Emphasis On Out-Of-Wedlock Births And Divorces, Camille Mindrum

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

The 1996 welfare reforms were part of a bipartisan consensus led by Democratic President Bill Clinton and a Republican Congress about the downfalls of the existing United States welfare system. Under these reforms, Temporary Assistance for Needy Families (TANF) replaced Aid to Families with Dependent Children (AFDC), which was an entitlement program that had been in effect since 1935. Similar to AFDC, TANF intended to serve as a safety net that provides cash assistance to needy families, but it also aimed to reduce government dependence by attempting to instill values in welfare recipients through stricter work requirements and eligibility criteria. …

Informal Rulemaking And Democratic Participation Fda – Food Labeling, Fcc – Net Neutrality, A Text Mining Study, Casey Shannon

Public Administration Master’s Projects

The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. Interest groups play a key role in the policy making process; interest groups inform and mobilize citizens, and then coordinate commenting on agency rule propositions. This can sometimes lead …

A Past Never Past: An Analysis Of Slavery And Reparation At The University Of Mississippi, Allen Coon Dec 2018

A Past Never Past: An Analysis Of Slavery And Reparation At The University Of Mississippi, Allen Coon

Honors Theses

The University of Mississippi was built using slaves, but the enslaved and their descendants were willfully denied admission to the university until forced desegregation in 1962. This interdisciplinary study employs a qualitative content analysis of antebellum university board of trustees and faculty minutes to investigate the benefits that slavery conferred to the university and the harms that slavery inflicted upon the campus enslaved. Analysis finds that slavery was a standard operation, that extrajudicial violence against slaves was a campus tradition, and that white supremacy was an institutional ideology at the University of Mississippi. This thesis integrates African American reparations literature …

Framing Climate Change As National Security: A Survey-Experiment On Climate Change Perceptions., Adam Lyons Dec 2018

Framing Climate Change As National Security: A Survey-Experiment On Climate Change Perceptions., Adam Lyons

Electronic Theses and Dissertations

The issues surrounding climate change continue to have polarizing effects on many Americans. In this thesis I offer a potential bridge to this divide with a comprehensive study on how issue frames can impact how individuals shape their opinions on environmental issues. Focusing on a national security frame, I ask the central research “Will the public perceive issues of climate change differently when they are framed as threats to national security?” For this thesis I design an original experimental survey to measure the impact security framing has on participants’ perception of both climate change and environmental policy options. The survey …

Refugee Resettlement And Perceptions Of Insecurity: A Comparative Study Of The United States And Canada, Erik Amundson Dec 2018

Refugee Resettlement And Perceptions Of Insecurity: A Comparative Study Of The United States And Canada, Erik Amundson

Dissertations

In the United States and Canada, refugee resettlement has been the subject of extensive scrutiny and political debate, particularly since the November 2015 terrorist attacks carried out by the Islamic State of Iraq and Syria (ISIS) against targets in Paris. While public opinion polls have shown increasingly negative attitudes toward refugees, existing survey questionnaires only provide a limited understanding of what shapes these views. As such, this study focuses on two important factors that influence attitude formation toward refugees, pre-existing levels of knowledge and contact with minority groups. Using a comparative case study approach, this research examines how refugee resettlement …

To gather information, surveys were sent out to all leaders of Native Nations in the United States, according to the Bureau of Indian Affairs (BIA) …

Rhetoric, Legislation, And The Felony Offender, Cyrus Taylor Dec 2018

Rhetoric, Legislation, And The Felony Offender, Cyrus Taylor

Master's Theses

Rhetoric is arguably of more importance than the message that is being overtly conveyed. Therefore, it is of great importance to understand how rhetoric can be utilized to convey one message while simultaneously transmitting another distinct message (Walter 2017). In this study, discourse analysis was conducted by examining the rhetoric associated with the Violent Crime Control and Law Enforcement Act (VCCLE), through the use of legislative speeches and newspaper articles, to determine how language has effectively resulted in the relegation of felony offenders within a class-based society. Utilizing two theories, class structure theory and distributive justice theory, an understanding was …

Intercultural Communication Between International Military Organizations; How Do You Turn A ‘No’ Into A ‘Yes’?, Douglas A. Straka Nov 2018

Intercultural Communication Between International Military Organizations; How Do You Turn A ‘No’ Into A ‘Yes’?, Douglas A. Straka

USF Tampa Graduate Theses and Dissertations

This research focuses on both the discovery and analysis of individual elements that define the interaction between dissimilar militaries during communication. This will provide a greater understanding as to how (and how much) intercultural communications factors help or hinder collaboration between differing governments and their military officials. This greater understanding may provide insight that would provide collaborators the opportunity to improve their negotiating performance based on both increased effectiveness and efficiency.

Previous literature informing this research included expatriate adaptation to foreign cultures, power distance, sensemaking theory, intercultural communication. These provided foundations to use phenomenological methods to explore intercultural communication effectiveness. …

The Legislative Recycling Bin: A Reevaluation Of The Policy Process, Angelina L. González-Aller Nov 2018

The Legislative Recycling Bin: A Reevaluation Of The Policy Process, Angelina L. González-Aller

Political Science ETDs

Congressional scholarship has long sought to understand the conditions under which a member of Congress is successful in converting a policy idea into a law. Two areas of this research, the bill sponsorship literature and the legislative effectiveness literature, have developed scholarly understanding on both the motivations and outcomes of bill sponsorship, as well as illuminating the conditions under which a bill is more likely to become law. The empirical approaches of these areas of study however, do not adequately capture the complexities of Congress. Most studies of the legislative process treat bill sponsorship and the policy process as a …

The Promise(S) Of Resilience: Governance And Resistance In Complex Times, Alix Olson

Doctoral Dissertations

My dissertation is a contribution to Contemporary Political Theory that considers the ways in which the rise of the concept of “resilience” across contemporary social and political life is fundamentally re-ordering how we understand ourselves, one another, the world, and possibilities for action. My research examines the production and deployment of knowledge about resilience in domains of the popular wellness industry, domestic and global policy-making institutions, philanthropic foundations, insurance companies, scientific and social scientific academic research, socio-ecological justice movements, feminist science fiction and critical theory. In this exercise, I do not denounce resilience (further narrowing possibility) but orient my reader …

"The Whole Nation Will Move": Grassroots Organizing In Harlem And The Advent Of The Long, Hot Summers, Peter Blackmer Nov 2018

"The Whole Nation Will Move": Grassroots Organizing In Harlem And The Advent Of The Long, Hot Summers, Peter Blackmer

Doctoral Dissertations

“The Whole Nation Will Move” provides a narrative history of grassroots struggles for African American equality and empowerment in Harlem in the decade immediately preceding the era of widespread urban rebellions in the United States. Through a street-level examination of the political education and activism of grassroots organizers, the dissertation analyzes how local people developed a collective radical consciousness and organized to confront and dismantle institutional racism in New York City from 1954-1964. This work also explores how the interests and activities of poor and working-class Black and Puerto Rican residents of Harlem fueled the escalation of protest activity and …

Strategic Puzzle In The South China Sea: Perception, Power, And Money. Chinese Plans For Hegemony?, Robert Kelly Stewart Nov 2018

Strategic Puzzle In The South China Sea: Perception, Power, And Money. Chinese Plans For Hegemony?, Robert Kelly Stewart

International Political Economy Theses

The South China Sea is home to one of the world’s most contentious territorial disputes. Sovereignty of overlapping parts of the Sea is contested by seven littoral states, and the United States maintains an influential naval presence. Rich in fish and hydrocarbons and militarily valuable for power projection, the South China Sea is strategically important. One-third of global trade passes through the South China Sea annually. This paper looks to uncover what the South China Sea conflict indicates about Chinese strategic outlook and approaches the topic through three theoretical lenses: constructivism, realism, and disaggregation. This paper concludes with an assertion …

Chinese Government’S Inability To Use Film – One Of The Most Powerful Cultural Tools Of Soft Power Expansion – To Achieve Its Soft Power Expansion Goals: Lessons For China To Tackle Its Soft Power-Deficit Problem, Kyungin Kim

International Political Economy Theses

Many scholars of Chinese soft power commonly believe that despite the fact that China has been working hard to achieve successful soft power expansion, one of the biggest factors that leads to Chinese soft power deficit or failure of the Chinese government to effectively trump “China threat” is its inability to use its cultural industries as a tool to fulfill its soft power expansion goals. This is a major obstacle to China in achieving its goal of successful Chinese soft power expansion, as it is said that culture is the most traditional and powerful source of soft power expansion. This …

The Influence Of The Armenian Diaspora On The American Foreign Policy, Fatih Aydogan Oct 2018

The Influence Of The Armenian Diaspora On The American Foreign Policy, Fatih Aydogan

USF Tampa Graduate Theses and Dissertations

After the weakening of Turkish-Armenian relations and intensive American missionary activities, Armenians began to leave their homelands for educational, economic and political reasons. Emigration to the United States intensified in particular in response to the 1915 Techir (Relocation and Resettlement) Law. After achieving political rights in the United States, Armenian immigrants formed groups that began trying to influence U.S. government policy, working to win recognition of the alleged Armenian Genocide, financial assistance for Armenia, and other policies favorable to Armenia. The process that began resolution the alleged Armenia Genocide was removed from the historical dimension and moved to the political …

The Negritude Movements In Colombia, Carlos Valderrama

Doctoral Dissertations

Black politics is a diverse range of social practices, actions, and thoughts through which subordinate groups, political figures, activists and artists negotiate power relations and propose alternatives to their forms of oppression. Negritude was the framework which facilitated the emergence of sites and forms of black politics in Colombia during the 70s. While the founders and leaders of the negritude movements -among them, Étiene Léro, Jules Monnerot, René Menil, Aimé Césaire, Léon Damas, Léonard Sainville, Aristide Maungée, the Achille brothers, Léopold Sedar Senghor, Osmane Sosé and Dirago Diop, from French colonies-, were thinking of “It is time for good Cuban …

The Paradox Of A Town Meeting: The Influence Of Forms Of Local Government On Citizen Representation, Wouter Marc Van Erve Oct 2018

The Paradox Of A Town Meeting: The Influence Of Forms Of Local Government On Citizen Representation, Wouter Marc Van Erve

Doctoral Dissertations

When the federal government fails to provide guidance, or takes positions citizens disagree with, the importance of having strong, responsive local political institutions increases. As a result of either longstanding tradition or political reforms, a number of subnational political institutions now include elements of participatory and direct democracy in an effort to cure perceived democratic deficits. In my research, which uses a comparison of traditional, New England (representative) town meetings to city councils, I address the question of how the choice between using large, participation-oriented representative institutions and smaller legislative assemblies affects citizen participation and representation in local politics. My …

Why Education Matters: Political Participation And Interpretive Experiences At High School, Samuel V. Stoddard Oct 2018

Why Education Matters: Political Participation And Interpretive Experiences At High School, Samuel V. Stoddard

Doctoral Dissertations

Political scientists have long recognized educational attainment as a strong predictor of voter turnout, but the mechanisms through which educational experiences lead voters to the polls remain under-explored. This research begins the process of opening the proverbial black box of education to understand the specific types of scholastic experiences that encourage voting. Grounded in previous findings by scholars of policy feedback and political socialization, I use a mix of qualitative and quantitative data analyses to reveal that nonacademic high school experiences can have powerful and lasting interpretive effects. Results show that participants in performance and service-based extracurricular activities are commonly …

The Environmental Kuznets Curve Hypothesis As A Problematic: Beyond "Falsificationism", Paul Erb Oct 2018

The Environmental Kuznets Curve Hypothesis As A Problematic: Beyond "Falsificationism", Paul Erb

Masters Theses

Halfway into its third decade, the debate surrounding the environmental Kuznets curve (EKC) hypothesis has stalled with political economists and socio-ecologists ascendant and modernization theorists scrambling to give their apparently moribund perspective new life. But beyond the rise and fall of the EKC, there remains a second-order question and decades of data: how do the theoretical perspectives of these contenders shape what their protagonists do and don't see? How have they mistaken episodes of "talking past each other" for genuine dialogue? Which perspective has had the biggest impact on the other’s way of thinking? A qualitative and quantitative analysis compares …

"I Have A Seat In The Abandoned Theater": Post-Foundational Subjects, Inoperative Teleologies, And The Aesthetics Of Dispossession, Averil L. Novak

Electronic Thesis and Dissertation Repository

What is the nature of political ‘reality,’ and in what ways are we capable of affecting it? Who (or what? and where?) is the subject of democratic politics? Of revolutionary politics? Are they opposed to one another? The grand narratives that ‘ground’ this project and the resistances that unground them form the basis for a post-foundational analytic of the subject of politics, of identity, and of community, which constitutes a mobilization of democratic resistance as a commitment to persistent (and in some cases, relentless) contestation, interruption, and disruption. These questions are explored through the argument that modern politics is …

Foreign Aid And Political Stability In Post-Colonial Africa: A Case Study Analysis, Justine Biettron Oct 2018

Foreign Aid And Political Stability In Post-Colonial Africa: A Case Study Analysis, Justine Biettron

LSU Master's Theses

Is foreign aid helpful or harmful in African countries? Even though scholars have tried to answer this question for decades, it is still unclear if foreign aid has efficiently helped the African continent to overcome the challenges that arose with the end of Colonization. A priority for the African countries was to reorganize the institutions in order to reestablish autonomous and stable system of governance. An important amount of help for this reconstruction has come from external actors, that have been referred to in the literature as foreign aid. In this paper, I seek to test the relationship between the …

A Re-Examination Of The Governors Autonomy : Three Selected Case Studies During The Sino-British Talks Over Hong Kong's Future, From 1982 To 1985, Hok Yin Man

Lingnan Theses and Dissertations (MPhil & PhD)

In the British colonial system, the governor of a colony is often believed to be “the man on the spot with last word”,enjoying tremendous autonomy and discretion from the metropole (London) in managing colonial affairs. Nevertheless, while there is little doubt that the social and public policies, or so-called “domestic policies and affairs”, were generally part of the Colonial Governor domain to manage, the level of autonomy that he was able to exert on those policies, other than the conventional concept of “domestic policies and affairs”,remains a debatable topic. This thesis, therefore, attempts to shed new light on how much …

Individual Similarities And Regional Differences: The Impact Of 2015 Refugee Crisis On Europeans’ Attitudes Toward Immigration, Liri Kosovare Bllaca

Theses and Dissertations

Whereas the extant literature has found much similarities in determinants and correlates of individual attitudes toward immigration to Europe there is less attention on Europe’s regional-based attitudes. We try to unpack this puzzle by accounting for attitude variations that the 2015 Europe’s refugee crisis brought about in three geopolitical regions of the continent, namely EU member countries from former communist Eastern Europe, EU member countries from Western Europe and non-EU Western countries. We argue that whereas some socioeconomic factors and other attitudinal variables predict the same reaction toward more/less immigration from poor countries outside Europe, trust in institutions and their …

Ndërtimi I Sovranitetittë Kosovës Në Tranzicion, Nol Kristaj

Theses and Dissertations
