More students with disabilities are present on higher education campuses. This study examines enacted legislation of the 50 United States throughout an 11-year period of students with disabilities in higher education. Racialization of disability and representation in states’ legislation is examined. As the student body expands on higher education campuses, diversity comprehensively racially, ethnically and culturally grows. Four major federal laws: Americans with Disabilities Act and Amendments Act, Rehabilitation Act of 1973, and Individuals with Disabilities Education Improvement Act of 2004 form the state disability legislation backbone applicable to postsecondary students. Research studies have revealed that African-American women are disproportionately underrepresented in senior and executive leadership positions compared to European-American female and male counterparts at public and private predominantly White institutions, despite their increased representation in university senior leadership positions. The purpose of this basic qualitative study was to discover the meaning and understanding of African-American women's career pathway experiences ascending to executive positions at these institutions. Critical race theory and Black feminist thought lenses were used as frameworks to understand participants' career pathways, barriers, and facilitating factors advancing toward leadership. Media, industry, and other public actors have claimed that a ‘skills gap’ exists in students exiting post-secondary education and entering the workforce. The purpose of this descriptive case study was to conduct a policy analysis regarding electronic communication between educators and students in three rural East Texas school districts. The policy analysis for each district began with the initial implementation of teacher communication via electronic sources provided by the districts. The focus of the study was limited specifically to the policy regulating nonschool related, electronic communication by educators with students. Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. In this essay, we explore the importance of state financial aid programs for both states and the students they serve. Effective state financial aid policy benefits from rigorous research that engages partners from a variety of roles, such as state agencies, legislative staff, and intermediary organizations. It also benefits from the engagement of financial aid professionals. This essay supports the key role played by each of these stakeholders in the execution and dissemination of research projects related to state aid programs.

Those interested in positioning research to be used by policymakers or funded by foundations often wonder how best to do so. Foundation and policy interests can intersect, as philanthropy and policy both aim to provide solutions to big societal problems. This article explores themes from federal financial aid policy, in particular, suggesting that relevance can come from attention to the national mood, aligning solutions with identified problems, and condensing ideas for more immediate connection.

Excessive college student drinking is a complex problem associated with a range of consequences including deaths, injuries, damage, health risks, legal difficulties, and academic problems. State governing boards, trustees and executives have enacted policies aimed at reducing the negative effects of excessive drinking. This study examined influences on university staff members responsible for implementation of alcohol-control policies. Deeper understanding of factors influencing alcohol-control policy implementation may help leaders improve policy making, implementation and attainment of policy objectives.

The purpose of this study was to assess principals’ and faculty senate chairs’ perceptions of the effectiveness of WV BOE Policy 5000: Procedures for Designated Hiring and Transfer of School Personnel, in improving teacher hiring practices in West Virginia schools. Policy 5000 was enacted on September 16, 2013; therefore, West Virginia’s schools were required by state policy to include a configuration of faculty senate committees in the hiring process, if the faculty senate voted to participate. This Note examines the codification of affirmative consent statutes in New York and California as well as the language of Title IX of Education Amendments of 1972, with the ultimate goal of demonstrating that the two statutory constructions cannot co-exist without jeopardizing accused students’ due process rights. During the course of a college or university disciplinary proceeding in an affirmative consent jurisdiction, the potential exists for a burden shift onto the accused student to affirmatively prove consent was obtained. There is a national call for teacher leadership, which has occurred after many education reforms have struggled due to a perceived lack of teacher involvement. The purpose of this study was to examine whether teachers felt that their involvement in education policy had impact and whether there is ample teacher expertise in education policy. This study examines the perceptions of individuals with disabilities concerning employment opportunities as administrative leaders in public school contexts. A discussion of the Americans with Disabilities Act of 1990, as well as the definition of what is considered a legal disability, as provided in Section 504 of the Rehabilitation Act of 1973. Additionally, this piece explains Critical Disability Theory as a theoretical lens that provides perspective and highlights the methods used in the data collection process. This study examined the predictive accuracy of family and community demographic variables found in the U.S. Census data on the percentage of students at the school level who scored Proficient or above on the NJ ASK 6 and 7 Mathematics section when controlling for teacher mobility and level of teacher education. Analysis included simultaneous multiple linear regression and hierarchical linear regression. This study looked at 100% of the New Jersey school districts with complete sets of 2010 NJ ASK 6 and 7 data and 2010 census data and tested at least 25 students in each grade level.
