The making of American institutions and the making of American character, can hardly be thought of as distinct processes, but are two aspects of one process. The one cannot be understood apart from the other. Schools have always occupied a position midway between church and state. In the early days they were affected more strongly by ecclesiastical considerations, in more recent times, by considerations more political. During the last half century, there have been many surveys of city school systems. These surveys have been general; they have compared an entire school system with another of similar size. This thesis is also a compartive study of a school system but it compares the costs and enrollment in the four high schools of a single city. The aim of this thesis is then, (1) to compare the enrollment and costs of a single subject in the four high schools and (2) to compare the enrollment and costs of the various subjects in one school.

Statistics relative to the actual preparation that the high school teachers of Tennessee have had are very difficult to obtain. At the beginning of the study of this subject, the writer sent the accompanying questionnaire, to all the high school teachers-including both country and city schools-of the state, but the number returned was not sufficient to form any scientific conclusion on the subject. Of the four hundred fifty blanks sent to the various high school teachers of the state only sixty were returned giving the desired information.

A study of the history of industrial education in Massachusetts is instructive and of peculiar interest for several reasons. It was the first state to scientifically investigate industrial education, and to pass laws as committing the state to actively engage in the establishment of industrial schools. It has had a more varied history in the administration and control of this form of education than any other state, and exceeds all other states, with the possible exception of New York (in 1911), in the number of and the variety of types of industrial schools.
