Mapping is inherently a subjective and exclusionary practice as the cartographer decides which elements of the world are included and which can safely be ignored. Similarly, when an international relations theorist describes a new theory it is necessary to define the elements which are essential to understanding the complexities of an international political system, explain why other elements have been excluded and justify why those decisions were made. ENGLISH: Throughout the 20th century the major powers in the global Anglosphere often found themselves allies in armed conflict. These war-time alliances – sometimes temporary, more often part of a longer term cooperation – are sometimes held to arise because of common histories, common values, similar national ideologies and similar notions of international right and wrong. Indeed, the political rhetoric surrounding declarations of war has often cited such factors as colonial history, international friendship and “special relationships” as motivators for joining armed coalitions against third party states. In this extended review, I discuss three recent books on disaster: Governing after Crisis: The Politics of Investigation, Accountability, and Learning edited by Arjen Boin, Allan McConnell, and Paul ‘T Hart, Learning from Catastrophes: Strategies for Reaction and Response , edited by Howard Kunreuther and Micheel Useem, and The Next Catastrophe: Reducing Our Vulnerabilities to Natural, Industrial, and Terrorist Disasters by Charles Perrow. All three books invoke the market and state as core forces at work in mitigation and disaster recovery, overlooking the critical role of social capital.

What explains why English speaking countries sometimes stand as one but other times stand alone? This presentation takes the 20th century as a case study of Anglophone (non)cooperation and explains why national interests will always override international friendship.

As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

The past two decades have seen the emergence of various political actors in Latin America for whom indigenousness is their basic social identity. The appearance of indig- enous movements at this time can be attributed to a change in the structure of political opportunities in response to globalization, which has created a situation in which policy making is no longer controlled by governments but increasingly the result of the interac- tion of a wide variety of actors. With the declaration of martial law in December 1981 and the formal banning of Solidarity in October 1982, the Polish regime created for itself a dilemma: how to provide a channel for participation by the workers without reactivating Solidarity and without allowing that participation to assume political dimensions. The Jaruzelski leadership professed a desire to achieve reconciliation and understanding in the aftermath of the heady days of Solidarity and the depressing denouement of martial law. How does an undemocratic country create democratic institutions and transform its polity in such a way that democratic values and practices become integral parts of its political culture? This article uses the case of Japan to advocate for a new theoretical approach to the study of democratization. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the process of democratization in Japan, and argues that a state-in-society approach is better suited to explaining the democratization process diverse cultural contexts. The Santa Cruz Autonomía Movement: Preliminary Considerations On A Case Of Non-Indigenous Ethnic Popular Mobilization, Miguel Centellas

This paper discusses the recent autonomy movement in Santa Cruz, Bolivia, within a theoretical framework typically reserved for “ethnic” political or social movements. The paper begins with a brief chronology of the Santa Cruz autonomía movement as it developed into a powerful political oppositional movement during the rise of Evo Morales. In doing so, the movement’s leaders consciously adopted the organizational tactics and forms of discourse typically identified with traditional, indigenous-popular Bolivian social movements. As such, the Santa Cruz case both highlights the fluidity of multiculturalism and challenges our notions of how ethnic identity is publicly constructed.

Despite the regularity of disasters, social science has only begun to generate replicable knowledge about the factors which facilitate post-crisis recovery. Building on the broad variation in recovery rates within disaster-affected cities, I investigate the ability of Kobe’s nine wards to repopulate after the 1995 Kobe earthquake in Japan. This article uses case studies of neighborhoods in Kobe alongside new time-series, cross-sectional data set to test five variables thought to influence recovery along with the relatively untested factor of social capital. Controlling for damage, population density, economic conditions, inequality and other variables thought important in past research, social capital proves …

My Master’s thesis is among the few, if not the only work which examines in comparative perspective the public policies of Canada, USA and EU (EU level) in the field of highly skilled migration. I find that this type of migration is understudied, not supported by any of the migration-related organizations, most probably due to its business nature. The triple case study explores the Canadian federal points-based system and the Provincial Programs; the US Green Cards and the H-1B visas; and the EU directive concerning the Blue Cards. This paper presents the conceptual path followed by European Union, European Commission and European Competition Network, after the Energy Sector Inquiry (2007) towards the realisation of the objective of an Energy Internal Market, fully functional and open to competition. While previous studies investigated the transformation of the Indian party system from a predominant party system to a highly fragmented multi-party system, less attention has been paid to the political consequences of this change. By analysing an original dataset, this paper investigates how the fragmentation of the Indian party system has affected the stability of Indian legislatures, their ability to legislate, and the quality of the law-making process. Our analyses reveal that as fragmentation increased, legislatures became more unstable, produced lower amounts of legislation, and the quality of the law making process declined. The social forces that brought Evo Morales to power reshaped the dynamics of politics in Bolivia. Although partly driven by ethnic or socioeconomic differences, regional move- ments have support beyond a narrow elite base and reflect changes in Bolivia’s political landscape stemming from 1990s political reforms, older historical legacies, and recent political developments. This article discusses the use of pop culture in the classroom as a means to teach foundational political science authors and concepts. I focus on my experience using Amer- ican Idol as a point of reference to discuss Marx and Engel’s The Communist Manifesto and Tocqueville’s Democracy in America in undergraduate comparative politics courses. Stu- dents are asked to construct a written argument projecting Marx or Tocqueville’s percep- tions of American Idol, based on their readings.
