Health-Related Quality Of Life And Chronic Obstructive Pulmonary Disease In North Carolina, David Brown, Roy Pleasants, Jill Ohar, Monica Kraft, James Donohue, David Mannino, Winston Liao, Harry Herric
David C. Brown
Background:
Comparisons of health-related quality of life (HRQOL) between persons with chronic obstructive pulmonary disease (COPD) and adults in the general population are not well described.
Aims:
To examine associations between COPD and four measures of HRQOL in a population-based sample.
Patients & Methods:
These relationships were examined using data from 13,887 adults aged >18 years who participated in the 2007 Behavioral Risk Factor Surveillance System (BRFSS) conducted in North Carolina (NC). Logistic regression was used to obtain adjusted relative odds (aOR).
Results:
The age-adjusted prevalence of COPD among NC adults was 5.4% (standard error 0.27). Nearly half of adults …
Federalizing Public Education, Thomas Kleven
Federalizing Public Education, Thomas Kleven
Thomas Kleven
This article assesses the case for federalizing public education in the United States. The starting point is a conception of democracy I call equitable sharing, meaning that the goods of social life must be equitably distributed among all society’s members. I argue that equitable sharing mandates society to ensure that all children have access to a relatively equal educational opportunity—i.e., a comparable opportunity to advance educationally as far as their abilities, interests and willingness to strive allow—at least through elementary and secondary school. To set the stage for discussing the merits of federalization, I examine various models through which society …

The Social Implications Of Covert Policing, Simon Bronitt, Clive Harfield, K. Michael
Clive Harfield
Police agencies have been accused of suffering from an acute form of technophilia. Rather than representing some dreadful disorder, this assessment reflects the strong imperative, both in police agencies and the wider community, that police must have access to the latest technologies of surveillance and crime detection.
The last decade has witnessed the proliferation of low-cost surveillance technologies, some developed specifically for law enforcement purposes. Technology once the preserve of the military or secret intelligence agencies is now within the reach of ordinary general duties police officers. The new generation of police recruits is highly adept at using new technologies. …
To Change Or Not To Change: How Regulatory Focus Affects Change In Dyadic Decision-Making, Jelena Spanjol, Leona Tam
To Change Or Not To Change: How Regulatory Focus Affects Change In Dyadic Decision-Making, Jelena Spanjol, Leona Tam
Leona Tam
Successful innovation requires teams to embrace and enact change. However, team members often differ in their preferences for change. We examine how regulatory focus affects dyadic teams’ tendencies to enact change across an array of repeated brand management decisions. Understanding such tendencies is important, since the innovation process is characterized by a series of investment decisions typically made by teams, yet prone to significant biases. Regulatory focus theory provides a framework for understanding the dominant motivations driving decision-making during goal pursuit. It argues that individuals operate under either a promotion or prevention focus, influencing preferences for stability vs. change. We …

An Interview With Mr Peter Mahy Of Howells Llp Who Represented S And Marper At The European Court Of Human Rights, Katina Michael, Peter Mahy
Associate Professor Katina Michael
Mr Peter Mahy, Partner at Howells LLP and the lawyer who represented S & Marper in front of the Grand Chamber at the European Court of Human Rights was interviewed by Katina Michael on the 10th of October 2009 while she was studying towards a Masters of Transnational Crime Prevention in the Faculty of Law at the University of Wollongong. In 2010 Peter Mahy received the Legal Aid Lawyer of the Year award for his contribution to the field. Mahy received his honours law degree from Sheffield University and a Masters in Criminology from the University of Cambridge. He did …
The European Court Of Human Rights Ruling Against The Policy Of Keeping Fingerprints And Dna Samples Of Criminal Suspects In Britain, Wales And Northern Ireland: The Case Of S. And Marper V United Kingdom, Katina Michael
Associate Professor Katina Michael
In England, Wales and Northern Ireland, the Police and Criminal Evidence Act 1984 (the PACE) contained powers for the taking of fingerprints, and samples in the form of deoxyribonucleic acid (DNA). In 2001, Section 64(1A) of the PACE was substituted with Section 82 of the Criminal Justice and Police Act. The change to legislation meant that a suspect of a crime would have their fingerprints and samples permanently stored on the police national computer (PNC) even after having been acquitted. This paper critically analyses the circumstances of the landmark case of S. AND MARPER V. THE UNITED KINGDOM in two …

The Prophet (Peace Be Upon Him)'S Merciful Reforms In The Conduct Of War: The Prohibited Acts, Muhammad Munir Dr.
Dr. Muhammad Munir
This paper argues that Islam introduced far reaching reforms to warfare; that the conduct of the Prophet (peace be upon him) and his successors does not to allow the burning and drowning of enemy to death. Destroying buildings, cutting down trees, committing perfidy, breaching the trust of the enemy, the killing of women, children, servants, old, infirm, sick, wounded, priests, peasants, prisoners of warand envoys is strictly against the teachings of the Prophet (peace be upon him) or his successors. The destruction of harvest, livestock and forests, looting, plundering and corruption from the war booty and indiscipline are prohibited as …

Gender Violence In India Prajnya Report 2010, Professor Vibhuti Patel
Professor Vibhuti Patel
Gender violence in personal lives as well as the systems and structures perpetuating it need serious examination. Indian women experience all kinds of gendered violence at different stages of their lives, from womb to tomb, as a result of modernisation and commercialisation of subsistence economies, family ties becoming less supportive, increasing migration, demanding work, inhuman labour processes in informal economies, sectarian vested interests manifesting through identity politics, trafficking of women and girls as cheap labour, forced marriage and various forms of misogyny in print and electronic media. Honour killing of young lovers and married couples by their relatives brings to …
The Invalidity Of The 1910 Japan-Korea Annexation Treaty And The Plain Defects Of The Corollaries In Japanese Assertions Of The Sovereign Title To The Dokdo Island, Young K. Kim
Young K Kim
In view of the rule of international law, the Japanese control upon the Korean territories during these 26 years could only been precisely defined as a belligerent occupation. No sovereign title or any legally valid title had ever been entitled to Japan, by this belligerent occupation. So, when the subjection by the Japanese warlords ended, the liberated Korea had immediately resumed the national liberty and the proud cultural heritage. Any vestiges of Japanese control over to the Korean territories should have been eliminated completely, and at once. Removing Japanese warlords from the Korean territory was the only condition for the …

ABSOLUTE IMMUNITY: A LICENSE TO RAPE JUSTICE AT WILL BY PRENTICE L. WHITE We are all acquainted with the phrase the sanctity of marriage. We understand that the vows made by a couple at the wedding ceremony is sacrosanct, and if those vows are not taken seriously, or abused in any way, then the offending spouse will be penalized and evicted from the marital relationship. Likewise, justice should be handled in the same manner and with the same intensity. America prides itself on having the best legal system in the world. It broadcasts to all the surrounding nations that its …

The Redshift Search Receiver 3 Mm Wavelength Spectra Of 10 Galaxies, Ronald L. Snell, Gopal Naraynan, Min S. Yun, Mark Heyer, Aeree Chung, William M. Irvine, Neal R. Erickson, Guilin Liu
Neal Erickson
The 3 mm wavelength spectra of 10 galaxies have been obtained at the Five College Radio Astronomy Observatory using a new, very broadband receiver and spectrometer, called the Redshift Search Receiver (RSR). The RSR has an instantaneous bandwidth of 37 GHz covering frequencies from 74 to 111 GHz, and has a spectral resolution of 31 MHz (~100 km/s). During tests of the RSR on the FCRAO 14 m telescope the complete 3 mm spectra of the central regions of NGC 253, Maffei 2, NGC1068, IC 342, M82, NGC 3079, NGC 3690, NGC 4258, Arp 220 and NGC 6240 were obtained. …
The Surprise Exam Paradox: Disentangling Two Reductios, John N. Williams
The Surprise Exam Paradox: Disentangling Two Reductios, John N. Williams
John N. WILLIAMS
One tradition of solving the surprise exam paradox, started by Robert Binkley and continued by Doris Olin, Roy Sorensen and Jelle Gerbrandy, construes surprise epistemically and relies upon the oddity of propositions akin to G. E. Moore's paradoxical 'p and I don't believe that p.' Here I argue for an analysis that evolves from Olin's. My analysis is different from hers or indeed any of those in the tradition because it explicitly recognizes that there are two distinct reductios at work in the student's paradoxical argument against the teacher. The weak reductio is easy to fault. Its invalidity determines the …
Belief-In And Belief In God, John N. Williams
Belief-In And Belief In God, John N. Williams
John N. WILLIAMS
Of all the examples of ‘belief-in’, belief in God is both the most mysterious and the most challenging. Indeed whether and how an apologist can make a case for the intellectual respectability of theistic belief, depends upon the nature of this ‘belief-in’. I shall attempt to elucidate this matter by an analysis of the relation of ‘belief-in’ to ‘belief-that’ and by treating belief in God as a special case of ‘belief-in’.

Justifying Circumstances And Moore-Paradoxical Beliefs: A Response To Brueckner, John N. Williams
Justifying Circumstances And Moore-Paradoxical Beliefs: A Response To Brueckner, John N. Williams
John N. WILLIAMS
In 2004, I explained the absurdity of Moore-paradoxical belief via the syllogism (Williams 2004): (1) All circumstances that justify me in believing that p are circumstances that tend to make me believe that p. (2) All circumstances that tend to make me believe that p are circumstances that justify me in believing that I believe that p. (3) All circumstances that justify me in believing that p are circumstances that justify me in believing that I believe that p.

Using The Economic Concept Of A 'Merit Good' To Justify The Teaching Of Ethics Across The University Curriculum, Mark Nowacki, Wilfried Ver Eecke
John N. WILLIAMS
Philosophers often lament the limited role that philosophy plays in the intellectual formation of the average university student. Once central to university life—there was a time when the study of philosophy defined what it meant to be a student of the liberal arts—philosophy as a subject of study has become marginalized. It is a painful reality that in many universities philosophy has been reduced to the status of a fluffy elective, a course of study to be conscientiously avoided by the more "practical" and "hard nosed" students bent upon success in the pragmatic worlds of business and politics. Only classical …

Externalism And Knowledge Of Comparative Content, Yoo Guan Tan
John N. WILLIAMS
Concepts are the constituents of thoughts, which in turn, are the contents of propositional attitudes. They are also what the predicates of our language express. According to a tradition going back to Plato, questions about comparative content – questions of the form Is concept F the same as concept G? – are purely about relations of ideas, and so are answerable a priori. This does not mean that no experience at all is necessary to answer such questions, for experience may be needed to grasp their content. Call a piece of information about Fs extraneous if it is not required …

Moore's Paradoxes And Iterated Belief, John N. Williams
Moore's Paradoxes And Iterated Belief, John N. Williams
John N. WILLIAMS
I give an account of the absurdity of Moorean beliefs of the omissive form (om) p and I don’t believe that p, and the commissive form (com) p and I believe that not-p, from which I extract a definition of Moorean absurdity. I then argue for an account of the absurdity of Moorean assertion. After neutralizing two objections to my whole account, I show that Roy Sorensen’s own account of the absurdity of his ‘iterated cases’ (om1) p and I don’t believe that I believe that p, and (com1) p and I believe that I believe that not-p, is unsatisfactory. …

Wittgenstein, Moorean Absurdity And Its Disappearance From Speech, John N. Williams
Wittgenstein, Moorean Absurdity And Its Disappearance From Speech, John N. Williams
John N. WILLIAMS
G. E. Moore famously observed that to say, "I went to the pictures last Tuesday but I don't believe that I did" would be "absurd." Why should it be absurd of me to say something about myself that might be true of me? Moore suggested an answer to this, but as I will show, one that fails. Wittgenstein was greatly impressed by Moore's discovery of a class of absurd but possibly true assertions because he saw that it illuminates "the logic of assertion". Wittgenstein suggests a promising relation of assertion to belief in terms of the idea that one "expresses …

Does The Parliament Make A Difference? The Role Of The Italian Parliament In Financial Policy, Carolyn Forestiere, Riccardo Pelizzo
Does The Parliament Make A Difference? The Role Of The Italian Parliament In Financial Policy, Carolyn Forestiere, Riccardo Pelizzo
John N. WILLIAMS
A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the Relations between the Legislature and the Executive in the Context of Parliamentary Oversight allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. The picture, however, is very different when we look at legislatures’ oversight of the budget. Parliaments are generally more involved in …
