Similarly, when an international relations theorist describes a new theory it is necessary to define the elements which are essential to understanding the complexities of an international political system, explain why other elements have been excluded and justify why those decisions were made. In this extended review, I discuss three recent books on disaster: Governing after Crisis: The Politics of Investigation, Accountability, and Learning edited by Arjen Boin, Allan McConnell, and Paul ‘T Hart, Learning from Catastrophes: Strategies for Reaction and Response , edited by Howard Kunreuther and Micheel Useem, and The Next Catastrophe: Reducing Our Vulnerabilities to Natural, Industrial, and Terrorist Disasters by Charles Perrow. All three books invoke the market and state as core forces at work in mitigation and disaster recovery, overlooking the critical role of social capital.

This paper discusses the recent autonomy movement in Santa Cruz, Bolivia, within a theoretical framework typically reserved for “ethnic” political or social movements. The paper begins with a brief chronology of the Santa Cruz autonomía movement as it developed into a powerful political oppositional movement during the rise of Evo Morales. In doing so, the movement’s leaders consciously adopted the organizational tactics and forms of discourse typically identified with traditional, indigenous-popular Bolivian social movements. As such, the Santa Cruz case both highlights the fluidity of multiculturalism and challenges our notions of how ethnic identity is publicly constructed.

Despite the regularity of disasters, social science has only begun to generate replicable knowledge about the factors which facilitate post-crisis recovery. Building on the broad variation in recovery rates within disaster-affected cities, I investigate the ability of Kobe’s nine wards to repopulate after the 1995 Kobe earthquake in Japan. This article uses case studies of neighborhoods in Kobe alongside new time-series, cross-sectional data set to test five variables thought to influence recovery along with the relatively untested factor of social capital. Controlling for damage, population density, economic conditions, inequality and other variables thought important in past research, social capital proves …

While previous studies investigated the transformation of the Indian party system from a predominant party system to a highly fragmented multi-party system, less attention has been paid to the political consequences of this change. By analysing an original dataset, this paper investigates how the fragmentation of the Indian party system has affected the stability of Indian legislatures, their ability to legislate, and the quality of the law-making process. Our analyses reveal that as fragmentation increased, legislatures became more unstable, produced lower amounts of legislation, and the quality of the law making process declined.
