Regulating Online Hate Speech: The Singapore Experiment, Siyuan Chen
Regulating Online Hate Speech: The Singapore Experiment, Siyuan Chen
Research Collection Yong Pung How School Of Law
In Singapore, the introduction of the Protection from Online Falsehoods and Manipulation Act 2019 (POFMA) generated considerable debate and feedback. One of the main concerns was whether the law would unduly restrict the freedom of expression. In focusing on the provisions of POFMA that could possibly apply to hate speech, this paper situates the criticisms within the larger framework of international human rights law and international practices and proposes some ways forward to improve the regulatory framework for online hate speech.
Exploring Local Elected Officials' Capacity To Govern Effectively, Mario King
Exploring Local Elected Officials' Capacity To Govern Effectively, Mario King
Dissertations
A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.
The management of municipal performance encompasses the provision of social services, the maintenance of fiscal operations, and adherence to statutory obligations (Avellaneda, 2008). …

Transformer-Based Multi-Task Learning For Crisis Actionability Extraction, Yuhao Zhang, Siaw Ling Lo, Phyo Yi Win Myint
Research Collection School Of Computing and Information Systems
Social media has become a valuable information source for crisis informatics. While various methods were proposed to extract relevant information during a crisis, their adoption by field practitioners remains low. In recent fieldwork, actionable information was identified as the primary information need for crisis responders and a key component in bridging the significant gap in existing crisis management tools. In this paper, we proposed a Crisis Actionability Extraction System for filtering, classification, phrase extraction, severity estimation, localization, and aggregation of actionable information altogether. We examined the effectiveness of transformer-based LSTM-CRF architecture in Twitter-related sequence tagging tasks and simultaneously extracted actionable …

Wireless Emergency Alerts And Organisational Response: Instructing And Adjusting Information In Alerts, Lauren B. Cain, Jeannette Sutton, Michele K. Olson
Emergency Preparedness, Homeland Security, and Cybersecurity Faculty Scholarship
In the United States, alerting authorities are authorized by the Federal Emergency Management Agency (FEMA) to notify the public of imminent hazards and threats by sending Wireless Emergency Alerts (WEAs) through the Integrated Public Alert and Warning System (IPAWS). Although recent efforts have been made to examine historical WEA compliance with frameworks such as Mileti and Sorenson's (1990) Warning Response Model, less attention has been paid to information included in WEAs that is not prescribed by message design frameworks from risk communication scholarship. This paper explores the presence of Situational Crisis Communication Theory's (SCCT) instructing and adjusting information in terse …

An Experimental Analysis Of The Effect Of Crisis Response Message Strategies On Consumer Emotions, Perceptual Beliefs And Intended Behavior, Valentina Ahumada
USF Tampa Graduate Theses and Dissertations
This study investigates the different dynamics of consumer responses to crisis communication strategies employed by businesses during challenging situations. Focusing on emotions, attitudes, and behavioral intentions, the research explores the impact of denial, diminish, and apology crisis messages on consumers. Drawing on a comprehensive analysis of a crisis scenario, the study illuminates the intricate relationship between these strategies and consumer emotions such as anger, disgust, sadness, and happiness. The findings reveal nuanced patterns, demonstrating that while denial messages evoke strong negative emotions and unfavorable attitudes, diminish messages, when perceived as deflecting blame, can lead to mixed emotional responses and ambiguous …
Evaluating Biblical And Theological Training In The Developing World Through The Lens Of Communication Infrastructure Theory, David Keep
Doctoral Dissertations and Projects
Research that shows the impact of training throughout the developing world is positive and limited. Informed by Communication Infrastructure Theory (CIT) and framed within the Cybernetic tradition, this study expands communication research to understand the impact of biblical and theological training among marginalized people in San Gabriel Mixtepec, Oaxaca, Mexico. Through semi-structured interviews and direct observation, this qualitative research study shows how the curriculum developed by Shepherd’s Global Classroom (SGC) and deployed through Ezra Biblical Seminary in San Gabriel works to equip believers and church leaders in their developing-world context. The storytelling network of CIT is examined and discovered to …

Assessing The Threat Of Social Media To National Security: Information Operations In The 21st Century, Brendan M. Cullen
Assessing The Threat Of Social Media To National Security: Information Operations In The 21st Century, Brendan M. Cullen
Senior Theses
The ubiquity of social media has enabled an unprecedented amount of personal data to be accessible to various entities. Social media platforms leverage this data to optimize algorithmic recommendation systems, persuade users to engage, and promote monetization. The social media ecosystem’s business model demands continuous engagement and the relentless collection of user data to grow and scale. Not only is social media massively popular around the world, but it has integrated heavily into users’ daily lives. This integration is driven by social platforms’ deliberate architectures and affordances. The intentionality of social media can be exploited by state and non-state actors …

When Social Media Fails: Exploring Alternative Technologies For Effective Communication In Disasters, Safianu Omar, Jean-Paul Van Belle
African Conference on Information Systems and Technology
Effective communication plays a critical role in disaster management, encompassing both data gathering and information dissemination. This study examines the utilization of alternative technologies for communication during disasters, aiming to address the vulnerabilities of relying solely on social media platforms. To answer the research questions, a qualitative methodology employing an inductive approach was used to gather and analyze data from literature and officers working in disaster management organizations. The research findings reveal the efficacy of employing SMS, emails, phone calls, and other supporting technologies as viable alternatives for disaster communication. These approaches have demonstrated their reliability to overcome challenges posed …

Framing Police Brutality: An Analysis Of Newspaper Coverage Of Walter Scott’S Murder, Shamira S. Mccray
Framing Police Brutality: An Analysis Of Newspaper Coverage Of Walter Scott’S Murder, Shamira S. Mccray
Theses and Dissertations
This research analyzes news articles about the killing of Walter Scott in 2015 to determine how frames changed over time and across platforms. Previous studies have found that news coverage of police violence against Black men has not always been fair. Instead, the narrative of official sources, like law enforcement, prove dominant. These same research articles typically focus on the way national news outlets frame incidents like Scott’s.
But this thesis takes a deeper look at how state newspapers framed Scott’s murder. I analyzed the frames and sources found in nearly 200 articles published by The Post and Courier and …

Remembering The Aids Crisis & Act Up: The Failures Of The American Public, Government, And Cultural Institutions, Céilí Flot
Comm-entary
This paper discusses the history of the AIDS crisis and the activist group ACT UP. During the early stages of the outbreak, there was much confusion and hysteria surrounding the nature of the illness. Many misconceptions about the illness had led to inaction from the public and government. In response, ACT UP had formed to address this inaction. This paper analyzes a set of six photographs taken during ACT UP’s protest efforts and analyzes the arguments within them.
Civil War Journalism: Two Rough Drafts Of One History, Brianna Collora
Civil War Journalism: Two Rough Drafts Of One History, Brianna Collora
History Honors Program
This paper addresses journalism in the Civil War by analyzing both Northern and Southern reporting. The severity of censorship changed throughout the duration of the war, with it less harsh in the Union by the end. Southern officials did not censor as much, both because their resources were scarcer, and their officials were more opposed to the use of censorship. While past historians have argued that the decrease in Northern censorship is because the Union began to have the upper hand in the war, I argue that the decrease in Union censorship was not only because the Union was now …

Examining Reflexive Communication Following A Break In Alcohol Abstinence, Lynda Kay Maxfield
UNLV Theses, Dissertations, Professional Papers, and Capstones
Over 107 million individuals are thought to have alcohol use disorder (AUD) (Ritchie & Roser, 2018). Discontinuing drinking can be difficult, but social support is thought to promote sobriety efforts. The r/stopdrinking online public community supports such efforts. This study has two broad aims: (1) explore how resilience building might occur on r/stopdrinking among initial users disclosing an abstinence disruption and responses from other users; and, (2) explore possible relationships, within initial posts, between resilience and three other phenomena (i.e., trauma, stated views of Alcoholics Anonymous, statements reflecting the transtheoretical model’s ten processes of change; Prochaska & Prochaska, 2021). To …
