Globalization is often portrayed as ushering in a world without borders, a mobile world where everything is shifting. This essay aims to nuance this portrayal by examining different kinds of mobility in the globalized world and the identities they create. It begins with examining two typical figures from a globalized world: the migrant and the tourist. The invitation to write for this symposium stated that the preferential option for the poor “asks us to define what law and public policy would look like if consideration for the poor was at the heart of our conception of the common good.” Inquiries of this kind are useful and necessary—to a point.
