Handicap International has drawn up these recommendations to support stakeholders involved in creating and updating National Action Plans on Victim Assistance throughout the period 2010-2014 in accordance with the Cartagena Action Plan and other international humanitarian and human rights standards. These stakeholders include countries affected by mines/explosive remnants of war (ERW), survivors, disabled persons’ organizations (DPO) and other civil society representatives, international organizations and countries committed to international cooperation.

The International Committee of the Red Cross has been working alongside the Colombian Red Cross to ease Colombia’s weapons-contamination problem, made more difficult by ongoing conflict. By combining preventive measures, victim assistance, rehabilitation programs and economic aid, the ICRC has strengthened Colombian organizations, while educating the public and assisting those negatively affected by explosive remnants of war. The efforts of the ICRC have significantly helped Colombia where many other international organizations had found it difficult to assist because of the current political situation.

Prior to 1996, Laotian victims of unexploded ordnance were left with few options for medical treatment. Since that time, however, the inadequacy of the healthcare system to handle such situations has been addressed and improvements made possible through the efforts of the World Victims Assistance Program. Though UXO accidents will continue to occur in the Lao People’s Democratic Republic well into the future, the impact of programs implemented by World Education and numerous other nongovernmental organizations and government entities has contributed to a significant increase in the number of survivors who have received effective treatment.

The author describes his journey to Ecuador for a seminar he was invited to teach for medical personnel working in or around demining sites. Working with the Organization of American States, the author developed a seminar to teach mine-clearance experts what actions to take if someone is injured by a mine, enabling personnel to react to multiple types of stimuli while working in the field. The author explains the details of this seminar and why it is an important part of the mine-action process. He also provides information on Ecuador’s own mine problem.

The deminer was working in squatting position by portable shovel and was fully dressed with PPE while the accident happened. During 10 minutes the three steps of medical first aid was applied on the victim by the team nurse in the site then he was shifted at 10:15 hrs to the Bagram Airbase Hospital. A civil war lasting for more than 20 years has caused Sudan’s landmine problem to be of great concern. According to UNICEF, Sudan ranks among the top 10 landmine-affected countries worldwide even though the full extent of the problem is largely unknown because no Landmine Impact Survey has been conducted. The greatest concentration of explosive remnants of war is located in the south, where the bulk of the fighting occurred, but exact statistics regarding existing stockpiles and mine-related incidents are unavailable due to a lack of records.

Working with Médecins du Monde, Dr. Kushner spent 12 weeks with a mission in Malakal, Sudan. This article, written as a journal, is his account of the first six weeks. Through his work, Dr. Kushner has helped many and witnessed the impressive ability of doctors in Malakal to work in stressful and sub-par conditions.
