Modern armed conflict is characterized by the use of a wide variety of explosive weapons (EW), creating complex injury patterns with need for rapid first aid including hemorrhage control close to the point of injury. Yet, in many places where these injuries occur, formal trauma systems are weakened by conflict and resource limitations. In conflict zones, where immediate trauma care is often challenging to access for civilian casualties of EW, the humanitarian mine action (HMA) sector’s unique position and capabilities present a critical opportunity to bridge this gap—a potential that has been realized with the creation of the Mine Action …

Tajikistan, a State Party to the Anti-Personnel Mine Ban Convention (APMBC) since 1 April 2000, contains a significant number of landmine victims and survivors. The Tajikistan National Mine Action Center (TNMAC) is using the Information Management System for Mine Action (IMSMA) Core for its data collection and reporting, including information on persons killed or injured by mines as well as their needs and challenges. This information is disaggregated by gender, age, and disability. Since 1992, the total number of casualties resulting from accidents with landmines and explosive remnants of war (ERW) is 885 (535 survivors; 350 fatalities).

Mexico is one of the least peaceful countries in the world. Peace, however, is not limited to the absence of violence for it includes many other aspects related to attitudes, institutions, and structures in a society (IEP, 2021). Exploring The Typologies Of Terrorism In The United States: Using Cluster Analysis To Group Terrorists Based On Their Individual Characteristics, Michael Alaimo

In this study two-step cluster analysis was used in an exploratory effort to try and determine what the primary typologies of terrorism are in the United States based on the profiles of individual terrorist who operated in the United States from 1948 – 2016. From this, it was discovered that terrorists in the United States can be classified into two overarching typologies. The first one can most appropriately be called political extremism and the second typology may be titled religious extremism. From International Borders To The Honeycombing Of Internal Borders: Response To Covid-19 Pandemic, David E. Toohey

This article looks at borders during the Covid-19 crisis. In particular, it looks at how internal borders have arisen following xenophobic and national responses to Covid-19. This rise of internal borders is referred to as the honeycombing of borders. This article takes a genealogical approach to understand how borders have arisen—despite not always favorable opinions about them. Therefore, this looks at Rancière’s (1999; 2004) concept of the “police order” in the imposition of the sensible through Foucault’s genealogical approach, both to show the temporary, haphazard nature of these borders and how they revert to less desirable things. In northeast Syria, fighting, airstrikes, and artillery shelling have led to the displacement of hundreds of thousands of civilians from the cities of Deir ez-Zor and Raqqa, as well as rural areas along the eastern bank of the Euphrates River. Now that active fighting has moved toward the Syrian- Iraqi border, the population is beginning to return home. However, explosive remnants of war (ERW), improvised explosive devices (IED), and booby traps (remaining from conflict or planted purposefully in homes) continue to put the returning population at immense risk and further obstruct vital humanitarian access.

In order to fulfill requirements of the U.N. Convention on the Rights of Persons with Disabilities (CRPD), the city of Dushanbe, Tajikistan, modified the architecture of three public buildings and implemented a new psychological training process for medical centers in the area to provide awareness about disability rights and increase provision of psychological aid. The desired end goal is that advocacy will allow for increased public acceptance and understanding of disability while moving Tajikistan toward signing the CRPD.

Handicap International (HI) launched operations in northern Syria in December 2012, where it provides postsurgical rehabilitation to survivors of violence. In Lebanon and Jordan, where the organization has worked since the summer of 2012, HI provides assistance to Syrian refugees, placing particular focus on people with disabling injuries.

Years of conflict in the Gaza Strip have killed and injured thousands. In response to the need for survivor rehabilitation, Slovenia’s ITF Enhancing Human Security and the University Rehabilitation Institute of the Republic of Slovenia (URI Soča) initiated the Gaza Project, a rehabilitation program for injured children and young adults. Since the Gaza Project’s inception in 2009, more than 300 children and young adults were medically evaluated, 100 children and young adults received treatment and 18 local medical professionals were trained at URI Soča.

Deminers in Angola have a higher than average risk for HIV infection and transmission as a result of their work in border areas and their high mobility. The Demining HIV/AIDS Partnership conducted a Knowledge, Attitudes, Behaviors and Perceptions survey to explore deminers’ HIV/AIDS knowledge in Cassinga, southern Angola. Among other conclusions, the results stressed the need for an increase in HIV/AIDS education.

The five-day training, funded under a grant from the Stavros Niarchos Foundation and conducted by James Madison University’s Center for International Stabilization and Recovery, was the first of its kind to offer peer-counseling skills to non-literate and semiliterate women.

After nearly a lifetime of work as an educator in China and throughout the world, Welthy Honsinger Fisher returned to India to continue her work in education at the request of Mahatma Gandhi in 1947. She founded the Literacy House, a small school providing basic education and agricultural training for disadvantaged adults. Observing that literacy training was needed to empower men and women worldwide, in 1951, she and others founded World Education, an international nonprofit dedicated to world literacy.

This article affirms that, in order for victim assistance to be more effective, sustainable and equitable for all people in landmine/explosive remnants of war-affected communities, gender sensitivity is needed. The different impacts of landmines/ERW on all genders and ages are outlined, and the problems facing female victims are highlighted. Finally some recommendations on how to take gender into consideration in VA are presented.

The International Committee of the Red Cross has been working alongside the Colombian Red Cross to ease Colombia’s weapons-contamination problem, made more difficult by ongoing conflict. By combining preventive measures, victim assistance, rehabilitation programs and economic aid, the ICRC has strengthened Colombian organizations, while educating the public and assisting those negatively affected by explosive remnants of war. The efforts of the ICRC have significantly helped Colombia where many other international organizations had found it difficult to assist because of the current political situation.

Prior to 1996, Laotian victims of unexploded ordnance were left with few options for medical treatment. Since that time, however, the inadequacy of the healthcare system to handle such situations has been addressed and improvements made possible through the efforts of the World Victims Assistance Program. Though UXO accidents will continue to occur in the Lao People’s Democratic Republic well into the future, the impact of programs implemented by World Education and numerous other nongovernmental organizations and government entities has contributed to a significant increase in the number of survivors who have received effective treatment.

Following the adoption in 2000 of Security Council Resolution 1325 on Women, Peace and Security, the United Nations Department of Peacekeeping Operations of the United Nations Secretariat began mainstreaming gender perspectives into all of their peacekeeping operations. Within DPKO, the United Nations Mine Action Service maintains its own guidelines to help U.N. personnel mainstream gender considerations into all mine-action programs.

The author describes his journey to Ecuador for a seminar he was invited to teach for medical personnel working in or around demining sites. Working with the Organization of American States, the author developed a seminar to teach mine-clearance experts what actions to take if someone is injured by a mine, enabling personnel to react to multiple types of stimuli while working in the field. The author explains the details of this seminar and why it is an important part of the mine-action process. He also provides information on Ecuador’s own mine problem.

Problems with explosive remnants of war in Azerbaijan stem from emplacement of mines by the Soviet Union between 1988 and 1994. Mines were used along Azerbaijan’s expansive border region and military installations. More recently, ERW have been left behind from Azerbaijan’s battles over territorial integrity. The International Eurasia Press Fund has developed a program to address the needs of mine victims in one of the country’s most heavily mined regions.
