What factors influence the likelihood that a woman runs for, wins, and holds political office across the country? Is it easier to explain why a woman runs in, than that she ultimately represents, a certain district? I compare a series of state-level and district-level independent variables and relate them to two different dependent variables: that a woman ran for a district seat, and that a woman represents a district. In Canada, particularly since the protection of minority rights under the Charter, rights rhetoric and judicial challenges have emerged as a critical means of redressing the inequity experienced by subordinated peoples and groups - thereby privileging law and its accompanying equality framework as an agent of enfranchisement. Undoubtedly, no other social group has witnessed such rapid advancement of their rights via legal activism in the Canadian policy landscape as has the LGBTQ community – including access to marriage. Recent changes in policies, laws, and public opinion have brought discussions about gender and gender-related topics to the forefront of cultural discourse. In spite of increased acceptance of gender nonconformity in public laws and Supreme Court rulings, we continue to see acts of hostility towards people who express their gender in nontraditional ways on both macro-system and individual levels. Viewing questions surrounding the issues of gender through an identity-oriented lens may shed light on some aspects of this complex topic. Trans and nonbinary communities often cite different priorities in their activism than do cisgender queer communities. This paper seeks to explore the effects of marriage equality, as well as the prioritization of marriage equality on queer trans and nonbinary individuals using a combined methodology of autoethnography and oral history. The findings suggest that trans individuals in queer relationships may have difficulty reconciling disparate aspects of their identities, including their political and activist priorities. The authors conclude that providing queer trans individuals platforms to voice their opinions is essential to ongoing dialogue about the role of marriage in queer communities.

Lesbian, gay, bisexual, transgender and queer (LGBTQ) individuals in the United States seem to be making strides in some social institutions, such as family, due to the recent ruling on marriage equality. Still, there remains a contentious relationship between sexual and gender minority youth, adults, and the institution of religion, for many faith systems. This study explores the relationship between religiosity, long theorized to act as a protective factor from offending, gender and sexuality. In contrast to even a decade ago, there are more queer people in the public eye, and an increasing number people embracing a diverse range of sexual identities in the United States. To be overtly homophobic in public discourse is now risky, with public figures facing increased backlash. At the same time, even after marriage equality has been achieved, queer people in the United States still face systemic barriers to lived equality. Peru has witnessed an increase in protest activity over the past decade, seemingly related to natural resource extraction. Yet protests were more prevalent in some provinces than others. What explains this variation? I hypothesize that a mining company's announcement of the creation or advancement of a project has a greater effect on the likelihood and frequency of protest if local people rely more on agriculture. Analyzing an original dataset on Peruvian protests between 2011 and 2015, I find the reverse: Protests are less prevalent when mining projects occur in agricultural provinces, suggesting challenges to collective action in rural areas in …

This research investigates the pervasiveness of both political cynicism and American exceptionalism within American society. Throughout history, there has been an interaction between the public's feelings of American exceptionalism and cynicism in the United States, starting at the nation’s founding and continuing into recent times (Chaloupka, 1999). As an inter-disciplinary and mixed-methods study, this research utilizes both a nationally representative quantitative data-set and a qualitative analysis of Allen Ginsberg’s (1959) poem “America,” a cultural representation of the relationship between American exceptionalism and cynicism. Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban watershed. …

Building on developments in machine learning and prior work in the science of judicial prediction, we construct a model designed to predict the behavior of the Supreme Court of the United States in a generalized, out-of-sample context. To do so, we develop a time-evolving random forest classifier that leverages unique feature engineering to predict more than 240,000 justice votes and 28,000 cases outcomes over nearly two centuries (1816-2015). Using only data available prior to decision, our model outperforms null (baseline) models at both the justice and case level under both parametric and non-parametric tests. Policy reforms are difficult for developing states, especially when they are meant to improve cooperation and collaboration between private citizens and state officials, such as in the case of education, health care provision, business-state relations, and policing. A large part of this challenge is that the policy reforms required for coproduction of services necessitate development of state capacity in new directions. Using the substantive issue of irrigation reforms, especially those aimed at improving service provision and farmer participation, I identify three lessons for reformers regarding the implementation of policy for the coproduction of services. Well-established methods exist for measuring party positions, but reliable means for estimating intra-party preferences remain underdeveloped. While most efforts focus on estimating the ideal points of individual legislators based on inductive scaling of roll call votes, this data suffers from two problems: selection bias due to unrecorded votes and strong party discipline, which tends to make voting a strategic rather than a sincere indication of preferences. By contrast, legislative speeches are relatively unconstrained, as party leaders are less likely to punish MPs for speaking freely as long as they vote with the party line.
