Political culture, fiscal constraints and institutional incentives have shaped the making and implementation of Conditional Cash Transfers (CCT) in Latin America. However, why have CCTs consolidated in Brazil, been secondary in Colombia and remained absent in Venezuela? Brazilian authoritarian legacy and neoliberal rationality combined with strong federalism during economic downturn and provided room for experimentation in social policy, eventually leading to the incorporation and future universalization of CCTs (Bolsa Família). In contrast, less rationalized bureaucracies in Colombia and Venezuela have operated under strong presidentialism, allowing economic recessions and executive electoral incentives to shape weak CCT implementation (Familias …

Examining The Role Of Identity In Negotiation Decision Making: The Case Of Cyprus, Cigdem Sirin

This study examines the effects of ethnic and social identities on negotiation decision making in the context of the Cyprus conflict. I conduct a theory-driven case study of the 1959 Zurich-London agreements on Cyprus, analyzing the positions of Turkey, Greece, Britain, and the Turkish and Greek Cypriot communities during the negotiation process. I find that even in the presence of adversarial ethnic ties, decision makers who have a shared (and salient) social identity are more likely to employ collective-serving decision strategies and seek evenhanded solutions that will not jeopardize their mutual interests. This paper explores the rhetoric and actions of Margaret Thatcher, Golda Meir, and Indira Gandhi regarding feminism and their gender before they became prime minister. The paper finds that none of the leaders identified as feminists, and did not actively focus on women’s issues or elevate the status of women while in office. Yet, all of these leaders called for women to mobilize and pursue careers, either via their actions or speeches. Thatcher, particularly in the crucial period in which she rose to power, explicitly encouraged women to mobilize as voters and pursue work outside the home in her formal …

The use of child soldiers has troubled human rights activists, policy-makers, and local communities for decades. Although rebellions around the world routinely use children in their activities, many do not. Despite its overwhelming importance for conflict resolution, the topic of child soldiers remains understudied. My research blends classic rational choice and constructivist themes to develop an explanation for when child soldiers will be used, and when they will be avoided.

The likelihood of child recruitment is influenced by the value of international opinion; this is determined by the groups' long-term goals. Secessionist rebellions desire to have their own state. However, …

Climate Policy Outcomes In Germany: Environmental Performance And Environmental Damage In Eleven Policy Areas, Roger Karapin

Germany has reduced its emissions of greenhouse gases more than almost any other industrialized democracy and is exceeding its ambitious Kyoto commitment of a 21% reduction since 1990. Hence, it is commonly portrayed as a climate-policy success story, but the situation is much more complex. Generalizing Germany's per-capita emissions to all countries or its emissions reductions to all industrialized democracies would still very likely produce more than a two-degree rise in global temperature. Moreover, analyzing the German country-case into eleven subcases shows that it is a mixture of relative successes and failures.

This study analyzes the US sanction regime imposed on the Islamic Republic of Iran. This single case study assesses its weaknesses and shortcomings in order to present a preliminary conclusion of the character of Iranian policies to bust the US sanctions regime. In charting the evolution of the US sanction regime through three distinct "waves" of sanctions the study highlighted the general shortcomings of the regime. First, the US sanction regime has failed to impose significant costs on Iran. Second, the slow pace of unveiling each new wave of sanctions failed to bring the necessary immediate pressure on Iran. The ban of affirmative action in undergraduate admissions, wherever instituted, has decreased the undergraduate enrollment of ethnic minorities. This paper is the outcome of a month-long exploratory study on whether consociationalism has a moderating influence on politics in Northern Ireland. I analyzed the impact of consociationalism on policymaking, party platforms and voter choice to determine if it strengthens and enlarges the middle ground or bifurcates the political community into two extreme and conflicting political agendas. Data was obtained through a literature study and eight interviews with academics as well as political representatives and advisors. In this paper, we offer some preliminary insights into a comparison of Islam and Roman Catholicism as transnational or “transcivilizational” political phenomena. We note that both traditions are monotheistic, offer universalist theologies, and have played important political roles both historically and in contemporary national and international politics. The comparison provides some additional insights into the role of „the sacred‟ in politics at various levels, and presents the possibility of an intermediate level of analysis in comparative politics.

Re-visioning Terrorism

This paper examines the recent evolution of fiction in and about the Basque Country. I focus on depictions of the victims of ETA’s violence, and literature that documents their plight in the genres of the novel and short story. One trend is the movement away from “terrorist” and toward “victim” as the narrative focus. Another is an art increasingly in service to a political agenda. Although much of this corpus focuses on everyday details richer than those found in the mass media, social-scientific literature, or victim testimony, these forms often blur in their rhetorical styles.

This study examines the formation and continuity of public support for military interventions as a function of political information levels and intervention stages using a panel experiment. The results demonstrate that politically informed individuals express less support for a military intervention at the beginning of that intervention compared to uninformed ones. However, as the intervention proceeds and casualties are incurred, the support of politically uninformed people decreases at a higher rate than does the support of the politically informed. As such, politically informed individuals demonstrate more stable levels of support across intervention stages. In addition, success or failure of an …

In 2003, residents of the Serra do Brigadeiro Territory, a rural region of Southeastern Brazil in one of the few remaining patches of the Atlantic Forest, learned of a large number of bauxite concessions in their territory given by the federal government to the prominent Companhia Brasileira de Alumínio (CBA), Brazil’s largest aluminum producer. Because the region prides itself on its small-scale agriculture and its lush natural environment, the mining has been the source of much contention in the community.
