A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Tigard‐Tualatin School District (TTSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2016‐17 to 2025‐26 school years.

As the government grapples with establishing a worthwhile housing policy, it would do well to remember that affordability is key. As companies increasingly choose to locate in or near cities, and people followjobs, most of Ireland’s housing needs will be in the greater Dublin area. In 2015, about half the population lives on just 20% of Ireland’s surface area, but by 2030 nearly half the nation will be living on just 10% of the land. Figures vary but the Dublin area will need 8,000-10,000 housing units per year.

This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. In this report, we present research that measures the outcomes of TOD areas in relation to their metropolitan area controls with respect to (1) jobs by sector; (2) housing choice for household types based on key demographic characteristics; (3) housing affordability based on transportation costs; and (4) job-worker balance as a measure of accessibility. Prior literature has not systematically evaluated TOD outcomes in these respects with respect to light rail transit (LRT), commuter rail transit (CRT), bus rapid transit (BRT), and streetcar transit (SCT) systems. Largely because water resource planning in the U.S. has been separated from land-use planning, opportunities for explicitly linking planning policies to water availability remain unexamined. The pressing need for better coordination between land-use planning and water management is amplified by changes in the global climate, which will place even greater importance on managing water supplies and demands than in the past. By surveying land and water managers in two urbanizing regions of the western United States—Portland, Oregon and Phoenix Arizona—we assessed the extent to which their perspectives regarding municipal water resource management align or differ. Green Infrastructure (GI) is an increasingly popular means of dealing with flooding and water quality issues worldwide. This study examines public perceptions of, and behaviour around, bioswales, which are a popular GI facility in the United States. Bioswales are highly visible interventions requiring support from residents and policy-makers to be implemented and maintained appropriately. To understand how the residents’ perceptions and attitudes might develop over time, we interviewed residents of Portland, Oregon, living near bioswales installed 1–2, 4–5 and 8–9 years ago, to determine awareness, understanding, and opinions about the devices. After the hubristic declaration of the “end of theory” more nuanced arguments have emerged, suggesting that increasingly pervasive data collection and quantification may have significant implications for the social sciences, even if the social, scientific, political and economic agendas behind big data are less new than they are often portrayed. Cleveland State University’s Office of Civic Engagement, through an Engaged Learning Enhancement Grant, funded a pilot demonstration project to evaluate the use of community mapping for assisting with community assessments of neighborhood issues in a west side neighborhood of Cleveland. The project used neighborhood residents to collect and map data on a variety of neighborhood issues, specifically dilapidated buildings, potentially dangerous dogs, pot holes, broken sidewalks, offensive graffiti, trash in vacant lots, dead trees, and more.

There is a reversion to the mean in times of crisis, where the usual methods, which have often failed, otherwise we wouldn’t have a crisis, are returned to. Einstein had something to say about this, and it wasn’t complimentary. We’re seeing it once again in efforts to get the building industry off its behind by using taxpayers’ money as an incentive, as if it’s 1996 all over again. Europe is going grey, very grey. In 1800 no country had a life expectancy beyond age 40, but by 2050 one in three people in Europe will be over 60. By then, one in 10 will be over 80—nearly 500,000 people in Ireland. The ageing population will bring its own problems, caused mainly by health, income and government support. Denmark spends about €5,000 a year on social protection in old age; Latvia, Romania and Croatia spend €500. In Ireland, in 2011, the figure was €2,000.

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Gresham‐Barlow School District (GBSD) for the 10 year period between 2016‐17 and 2025‐26. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

Superstorm Sandy, the 2008 Iowa floods, and Hurricanes Katrina and Rita all supply recent reminders that U.S. cities can no longer adopt an ad hoc approach to threats presented by climate change and natural hazards. The stories detailing long-term recovery from these disasters underscore that federal, state, and local governments are struggling to appreciate the legal tools and institutions necessary to implement the large-scale infrastructure, housing, and community development programs that climate change and more frequent natural disasters demand. Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li

This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations.
