The Ohio Balanced Growth Program is a voluntary, locally-driven, incentive-driven program which aims to encourage compact, nodal development patterns. The Ohio Department of Transportation provided support for this research to evaluate potential links between Balanced Growth-type policy, land use and development patterns, and transportation benefits.

A literature review was completed to understand the existing body of knowledge regarding the connection between policy, land use, and transportation. This included a scan of Balanced Growth-type programs across the US. Twenty-six US Metropolitan Statistical Areas (MSAs) were selected and reviewed for general geographic and policy characteristics. This article focuses on two mayoral-led public-private partnerships designed to renew good government in Cleveland — Mayor George Voinovich’s Operations Improvement Task Force (OITF) (1979-1982) and Mayor Frank Jackson’s Operations Efficiency Task Force (OETF) (2006-2009). The Voinovich OITF public-private partnership enabled Cleveland to “come back” after the city’s 1978 default. The Jackson OETF public-private partnership successfully rightsized Cleveland in relationship to its much smaller population needs during challenging economic times without disruptions in service. Over the past thirty years, increasing numbers of low-income people live in suburbs in the United States, with an increased proportion of racial and ethnic minorities among them (Covington, Freeman, & Stoll, 2011; Frey, 2011; Howell & Timberlake, 2014; Puentes & Warren, 2006). In urban areas, increases in poverty rates have been marked by increases in racial and ethnic segregation among people living in poverty (Logan & Stults, 2010; Massey, 1990; Orfield & Luce, 2012). In April 2011, the City of Beaverton adopted its Civic Plan Central City Strategy (“the Civic Plan”). The Civic Plan provided a new understanding of the Central City. One of the Civic Plan’s most important strategic goals was the transformation of the Creekside District (an underutilized 50-acre site situated at the heart of the Central City) into a vibrant, sustainable, mixed-use community. The Creekside District master planning effort (that was supported by a HUD Community Challenge Grant) has built on the Civic Plan, Beaverton’s Community Vision (2010), the Beaverton Urban Renewal Plan (2011), and Metro’s 2040 Growth Concept.

Rural Electrification And Development In South Korea, Terry Van Gevelt

In fifteen years, South Korea went from providing only 12% of rural households with electricity to providing 98% of rural households with electricity for lighting and productive uses. This paper provides an analysis of rural electrification and development in South Korea from 1965 to 1979 and finds that rural electrification contributed to a significant increase in rural household income levels and improved the quality of life in villages substantially. At the same time, rural electrification did not benefit the poorest quartile of rural households, increased economic and social inequality, led to a significant increase in household debt, and accelerated migration …

This study examined the drivers' perception of the SAHER (means "watchful" in Arabic) system in Jeddah, Saudi Arabia. The purpose of this study was to analyze the perception of the SAHER system on impacting the overall traffic conditions in Jeddah, Saudi Arabia including its effectiveness and flaws. A survey was conducted and distributed to 70 drivers and residents of Jeddah. Drivers were divided into two groups based on their age. Five hypotheses were tested in this study. The goal of this study was to develop Multinomial Logit models for the mode choice behavior of immigrants, with key focuses on neighborhood effects and behavioral assimilation. The first aspect shows the relationship between social network ties and immigrants’ chosen mode of transportation, while the second aspect explores the gradual changes toward alternative mode usage with regard to immigrants’ migrating period in the United States (US). Mode choice models were developed for work, shopping, social, recreational, and other trip purposes to evaluate the impacts of various land use patterns, neighborhood typology, socioeconomic-demographic and immigrant related attributes on individuals’ travel behavior. …

To understand whether telecommuting could be part of the policy solutions for greenhouse gas (GHG) reduction in the transportation sector, this study uses instrumental variable Tobit models and data from 2001 and 2009 National Household Travel Surveys to explore whether telecommuting reduces or increases the daily work and non-work vehicle miles traveled (VMT). Our findings suggest telecommuters have more VMT for both daily work and non-work trips than non-telecommuters. Adding the findings that telecommuting has no impact on other non-working household member’s daily total (non-work) trips, we can possibly argue that households with telecommuter(s) tend to have higher daily total …

Central place theory is a key building block of economic geography and an empirically plausible description of city systems. This paper provides a rationale for central place theory via a dynamic programming formulation of the social planner's problem of city hierarchy. We show that there must be one and only one immediate smaller city between two neighboring larger-sized cities in any optimal solution. If the fixed cost of setting up a city is a power function, then the immediate smaller city will be located in the middle, confirming the locational pattern suggested by Christaller. While the American economy has been characterized by increasing labor-market polarization over the past decade, recent growth in mid-wage, mid-skill jobs holds promise for workers looking for an opportunity to earn a self-sufficient wage.

By July of this year, the economy had added over 900,000 middle-income positions, matching the pace of growth in high-wage fi elds, and outpacing growth in low-wage occupations. Many of these mid-wage and mid-skill jobs can be found in healthcare, production, and the skilled trades, specifi cally construction and extraction, and installation, maintenance, and repair.

In January 2013, civic leaders, community stakeholders, and residents came together to release Detroit Future City: 2012 Detroit Strategic Framework Plan, a guiding blueprint for transforming Detroit from its current state of population loss and excessive vacancy into a model for the reinvention of post-industrial American cities. Three years prior, the U.S. Census had reported that the city had lost 24% of its population over the last decade and had experienced a 20% increase in vacant and abandoned property, bringing total vacancy to roughly the size of Manhattan. The Workforce Housing Coalition of the Greater Seacoast organized a workforce housing design charrette in the community of York, Maine. The event was held over a two-day period, October 15 and 17, 2014. The process included a site walk, community dialogue session, and design workshop, culminating in a design reveal on October 17, 2014. This, the Coalition’s fifth annual design charrette, produced conceptual designs for the development of workforce housing opportunities on the subject sites located in the U.S. Route 1 and Vacation Drive vicinity of York, Maine.

Abstract: With the rise of globalization and the spread of Western culture across the globe, the use of English as an “international” language is often represented in bilingual and multilingual typographic signage. Throughout the Middle East North Africa and the Gulf region, the integration of Arabic and Latin letterforms is commonly viewed within the signage of storefronts, street signs, advertising billboards, and informational materials. This paper explores the use of bilingual/multilingual typography within the linguistic landscape of Jeddah, Saudi Arabia.

This paper argues that enhancing multi-jurisdictional planning - i.e. regionalism in various forms -- should be at the center of how we ameliorate most of our major developmental challenges. Put another way, efforts to improve the planning profession’s contribution to concerns like “climate action,” “economic development,” “social equity,” “local government capacity,” and so on, all require more attention to stronger regional planning processes. Since the 1980’s numerous urban scholars have taken to proclaiming one city or another as being ‘progressive.’ Planning websites like American Planning Association, Planetizen or Progressive Planning Magazine are inundated with examples of progressive planning in action. The examples of touted progressive cities are many: Burlington, Berkeley, Cleveland, Boston, L.A., Chicago, Cincinnati, Portland, Minneapolis, Austin, Denver, and Seattle have all been championed as progressive cities. Most of them come with brackets: Boston was progressive [under Mayor Flynn]; Chicago was progressive [under Mayor Washington]; Burlington was progressive [under Mayor Sanders].
