From the Introduction: The Mayor, the City Commissioners and the City Plan Commission have prepared a Master Plan. It is the function of a comprehensive Master Plan to define the long-range goals of the City and to serve as a practical guide toward attaining these goals. The Master Plan is based on various surveys of existing conditions presented in the Preliminary Comprehensive Plan as well as in this report.
