This dissertation addresses large-scale optimization problems in transportation emerging from hierarchical decision-making, equitable workload allocation, and innovative routing logistics. It presents three sets of contributions, each detailed in a separate chapter, and offers computational tools and insights to advance both the theory and practice of transportation systems.

The first work introduces a deep learning-enhanced genetic algorithm framework for solving the Hierarchical Vehicle Routing Problems (HVRPs). Traditional optimization approaches to such problems require extensive evaluation of multiple lower-level routing solutions and are computationally intensive. The value of time (VOT), or willingness to pay (WTP) to reduce travel time in the context of transportation, is not homogeneous across all road users. Everyone has their own unique VOT and may have multiple values for the VOT associated with factors such as the time of day or the trip purpose. This study examines the impact of gentrification on the Tampa Heights community in Florida, focusing on the role of Tampa Heights Junior Civic Association (THJCA) in fostering civic engagement and youth empowerment amidst urban transformation. Using a mixed-methods ethnographic approach, including participant observation, archival review, spatial analysis, surveys, and interviews, the research investigates how THJCA affiliates conceptualize and respond to gentrification, space, and community change. Lane departure crashes are one of the most prevalent accidents in Florida and the United States. Various forms of rumble strips have been employed to mitigate and decrease these incidents. The Florida Department of Transportation (FDOT) recently adopted a new sinusoidal rumble strip pattern for statewide implementation of audible and vibratory treatment (AVT). Recent research indicates sinusoidal rumble strips are highly effective in alerting drivers audibly and through tactile vibrations, thus aiding lane departure prevention. Abstract

This article analyses the regional variabilities of insecurity in Nigeria to propose a suitable approach to understanding their peculiarities. It argues that the dominant military interventions and one-size-fits-all approaches are inappropriate for resolving the country’s myriad security challenges. The Regional Security Complex Theory offers a theoretical basis to contextualise the complex security challenge in Nigeria. There is a need to unbundle the dynamics for each of the regions. Syntheses from the six geopolitical zones indicate that although the security challenges manifest in precarious living conditions, the drivers differ. Connected Vehicles (CVs) make transportation safe by communicating with vehicles and the infrastructure in their neighborhood. CVs are embedded with onboard units (OBUs) which transmit basic safety messages (BSMs) containing the location, heading, and velocity information of the vehicle using either Dedicated Short-Range Communications (DSRC) or Cellular Vehicle-to-Everything (C-V2X) technology. These BSMs can be used to warn drivers using various vehicle-to-vehicle (V2V) or vehicle-to-infrastructure (V2I) applications. To reduce the devastating impacts of hurricanes on people’s lives, communities, and societal infrastructures, disaster management would benefit considerably from a detailed understanding of evacuation, including the socio-demographics of the populations that evacuate, or stay, down to disaggregated geographic levels such as neighborhoods. A detailed household evacuation prediction model for local neighborhoods requires both a robust household evacuation decision model and individual household data for small geographic units. Research and development in Connected Vehicles (CV) Technologies has increased exponentially, with the allocation of 75 MHz radio spectrum in the 5.9 GHz band by the Federal Communication Commission (FCC) dedicated to Intelligent Transportation Systems (ITS) in 1999 and 30 MHz in the 5.9 GHz by the European Telecommunication Standards Institution (ETSI). This dissertation presents four sets of contributions in the field of theory and algorithms for system optimization. In the first set, we introduce a simulation optimization method for redistributing bikes in a free-floating bike sharing system. The second set of contributions is a framework for batching queries in large databases to optimize the data retrieval time.
