Stacked Energyscapes: Conceptualizing Fossil Fuel And Renewable Energy Entanglements In Low-Carbon Transitions, Tyler Harlan, Jennifer Baka

Energy transitions are often characterized as discrete progressions away from fossil fuels to renewable energy, typically in different geographic spaces, which result in “winning” and “losing” communities. Policies have been enacted to encourage renewable energy investment in “losing” fossil fuel extractive communities. Such conceptualizations do not sufficiently consider how fossil fuel extraction and renewable energy intersect with and shape each other in these spaces. We introduce the term “stacked energyscapes” to better characterize these interactions. Rather than replacing a fossil fuel-based energy system, we argue that renewable energy is “stacked” atop it, entangling their sociotechnical “energyscapes” together in ways that …

China increasingly engages in environmental diplomacy through South-South cooperation across the developing world. Since 2019, the rise of the discourse of Nature-based Solutions (NbS) within this cooperation has been exponential. Coined just over ten years ago, NbS refers to the underexplored potential of leveraging the natural world to address socio-environmental challenges. The concept finds particular resonance in China, where it demonstrates strong parallels with the domestically-pioneered concept of Ecological Civilization – the ruling paradigm when it comes to all realms of Chinese environmental governance. The Cooperation-Infrastructure Nexus: Translating The ‘China Model’ Into Laos, Tyler Harlan, Juliet Lu

The Belt and Road Initiative (BRI) is frequently described as a ‘hard’ infrastructure programme of roads, railways, and ports. But a variety of ‘soft’ development cooperation activities—including trainings, dialogues, research, and development projects—have also been established under the banner of the BRI. We examine how this ‘soft’ cooperation works hand-in-hand with ‘hard’ infrastructure in what we call the cooperation-infrastructure nexus. This nexus works in two parallel ways: cooperation activities establish discursive frames of Chinese development as a model to follow, while also creating channels of exchange and support that validate and facilitate infrastructure investments. Low-Carbon Frontier: Renewable Energy And The New Resource Boom In Western China, Tyler Harlan

China's west has long been framed as an undeveloped frontier, set apart by poverty and a resource-based economy. Since the 2000s, however, utility-scale renewable energy infrastructure has expanded rapidly in western China, promising local economic benefits tied to national low-carbon transition. This paper contends that these benefits have been precarious and unevenly distributed. I argue that utility-scale renewable energy has remade western China as a “low-carbon frontier,” a resource-rich region that generates low-carbon value for the national green economy. In recent years scholars have advanced our understanding of the biophysical, socioeconomic, and geopolitical impacts of dams and hydropower infrastructure around the globe. Databases and maps have emerged that allow global comparisons between countries and river basins. However, reliable and freely available data do not exist for many regions. As a result, data limitations and quality issues persist, which limit the quality of analyses based on these datasets. This is particularly true in regions where hydropower infrastructure development is proceeding most rapidly, including South Asia's Third Pole region.
