Integrated land use and transportation models have evolved along a spectrum from simple sketch planning models to complex microsimulation models. While each has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactivity of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach while making other simplifications in order to model first-order effects quickly. It enables planners to consider the robustness of prospective policies in the face of future uncertainties by accepting a broad range of inputs and allowing rapid simulations of …

Little is known from research about how to motivate youth to choose non-car mobility, especially specific Portland-area youth. Understanding the current attitudes, beliefs, and behaviors of youth in relation to non-car mobility contributes to the sustainability of a long-term transportation system. Transportation system-related beliefs and behaviors of youth are likely to influence their willingness to access and support transportation services as adults. Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. Thus, it is important to develop age-appropriate messaging strategies and tactics that promote youth non-car mobility.

Modeling Mixed Freeway Traffic: Human-Driven And Self-Driven Cars, Xianfeng Terry Yang, Zhao Zhang, Zhehao Zhang
TREC Project Briefs
Connected automated vehicles (CAVs) are typically equipped with communication devices (e.g., dedicated short range communications (DSRC)) and on-board sensors (e.g., Radar, Lidar, Camera, etc.). Communication devices would enable the exchange of real-time information between vehicles and infrastructures via vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) channels. Sensors equipped in vehicles are providing various vehicle sensor data (VSD) such as the CAV’s GPS location, speed and moving direction (trajectory). Existing studies have shown the effectiveness of using CAV trajectories as input in many traffic control models.
However, it can be expected that CAVs and human-driven vehicles (HVs) will co-exist on the transportation network …

Dear Prudence: Power, Campus-Community Collaborations, And The Elusive Space Between Constructive Disruption And Neoliberal Subcontract, Anne Taufen
Conflux
The democratic ideal of inclusive, communicative, practical reason associated with collaborative urban partnerships is increasingly criticized as being poorly empowered in the midst of urban development dynamics favoring established regime elites. Do public universities unwittingly abet such disparities? The tension between critical and/or marginalized voices, and more dominant modes of urban development is demonstrated in three forms of campus-community engagement at a public, urban-serving university. In each case, the university serves as a source of capacity for urban political actors and governance leaders, providing a venue to 1) elevate visibility of their agendas; 2) enlist faculty, student, and campus-based research …

Small Steps On The Long Journey To Equality: A Timeline Of Post-Legislation Civil Rights Struggles In Portland, Leanne Claire Serbulo
Urban Studies and Planning Faculty Publications and Presentations
Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. As Serbulo argues, “civil rights legislation was simply the first step in a long and unfinished …

Diverse forms of conservation and development are transforming the material landscapes and related livelihoods of communities in rural places around the world. While many studies focus on changing protected area governance and ecotourism efforts associated with nature protection, other studies focus on residential development in areas experiencing amenity migration. We use a comparative political ecology approach that draws on key insights from the political ecology literature, first, on neoliberal protected area expansion, and, second, on exurbia that highlight the dynamics of competing rural capitalisms and reterritorialization in areas experiencing amenity migration to explore these coupled conservation and development dynamics. Drawing …
Finding The Middle: Overcoming Challenges To Building Missing Middle Housing, Ryan Winterberg-Lipp
Finding The Middle: Overcoming Challenges To Building Missing Middle Housing, Ryan Winterberg-Lipp
Metroscape
In the Portland metro area and across the state, the demographics of cities are changing. Urban populations and housing prices are rising, while household sizes are declining with an aging baby boomer generation and younger households both delaying marriage and children and having fewer children. With these changing dynamics, many Portland metro communities are looking to missing middle housing types to “provide for the housing needs of citizens of the state” as called for in the Oregon Statewide Planning Goals and Guidelines. With increasing interest in missing middle housing as a way to provide more housing choices for area households …

This paper uses a varied literature to define “art” as literary, musical, or visual creations, and theatrical, dance, or musical performances that: are not motivated by utility; play some role in interpreting a culture or place; and are recognized as art by some number of audiences, vendors, producers, and critics. Thus, art benefits cultures and places through its interpretive value.
The production and dissemination of artistic creations requires a constellation of materials, standards, techniques, producers, and vendors that is called an “art world” relevant to that type of art. Though the impulse to create art is universal, art worlds are …

This article, drawing on oral histories with Nisei, addresses the dearth of publications about pre-WWII Japanese life in the urban U.S. and provides evidence of Japanese immigrants’ active presence in the lumber industry and on Tacoma’s tideflats. This is important not only for Tacoma’s history and a fuller accounting of the major industries that shaped the south Puget Sound region, but also because Japanese contributions to early industrial development are often overlooked. The oral history narratives also stretch the boundaries of what has been depicted as a densely-connected and lively Japanese community in the downtown core. Also, stories of moving …

This extensive database project provides demographic data for workers, both in terms of where they live and where they work, for 39 U.S. Metropolitan Statistical Areas (MSAs). Planners and researchers can use this database to assess the extent to which transit stations and station areas are associated with economic and demographic change, and to forecast similar magnitudes of change through proposed new or expanded transit systems. Specific data elements include job numbers based on job sector, earnings, race, education, sex, and distance of census blocks to transit separated by mode type. Data were extracted as part of a larger project …
A Fair Distribution Of Accessibility: Interpreting Civil Rights Regulations For Regional Transportation Plans, Karel Martens, Aaron Golub
A Fair Distribution Of Accessibility: Interpreting Civil Rights Regulations For Regional Transportation Plans, Karel Martens, Aaron Golub
Urban Studies and Planning Faculty Publications and Presentations
The US Department of Transportation requires metropolitan planning organizations (MPOs) to consider social equity in their plans and projects in accordance with civil rights–related laws. In this paper, we suggest four interpretations of directives’ distributional standards in relation to accessibility. Employing this framework, we review the equity assessments of regional plans of the ten largest MPOs in the United States. Against our expectations, we find that MPOs tend to employ relatively strong distributional standards, albeit never explicitly. We argue that more explicit guidance regarding standards would improve the fairness and consistency of planning practice

Assessing Vulnerability To Urban Heat: A Study Of Disproportionate Heat Exposure And Access To Refuge By Socio-Demographic Status In Portland, Oregon, Jackson Voelkel, Dana E. Hellman, Ryu Sakuma, Vivek Shandas
Urban Studies and Planning Faculty Publications and Presentations
Extreme urban heat is a powerful environmental stressor which poses a significant threat to human health and well-being. Exacerbated by the urban heat island phenomenon, heat events are expected to become more intense and frequent as climate change progresses, though we have limited understanding of the impact of such events on vulnerable populations at a neighborhood or census block group level. Focusing on the City of Portland, Oregon, this study aimed to determine which socio-demographic populations experience disproportionate exposure to extreme heat, as well as the level of access to refuge in the form of public cooling centers or residential …

In the shadow of the truly egregious policies rolled out by the Trump administration in their first year in office (anti-Muslim and anti-immigrant policies, de-staffing the State Department into paralysis, shrinking national monuments, strangling the ACA), and a general tone of chaos surrounding the office of the presidency, a standing threat remains. That is: among other cuts, freezes and gag orders, the administration has vowed to defund the National Endowment for the Arts (NEA), National Endowment for the Humanities (NEH) and the Corporation for Public Broadcasting (CPB). Here, I demonstrate how current political arguments around defunding the NEA are derived …

Hedonic Modeling Of Commercial Property Values: Distance Decay From The Links And Nodes Of Rail And Highway Infrastructure, Kihwan Seo, Deborah Salon, Michael Kuby, Aaron Golub
Urban Studies and Planning Faculty Publications and Presentations
This study investigates the impacts of positive and negative externalities of highways and light rail on commercial property values in Phoenix, Arizona. We hypothesize that the positive externality (i.e., accessibility) of highway and light rail accrues at exits and stations, whereas nodes and links of highways and light rail emanate negative effects. Positive and negative effects decay with increasing distance and are captured by multiple distance bands. Hypotheses are tested using a spatial error regression model. Results show that commercial property values are positively and significantly associated with the accessibility benefits of transport nodes. The distance-band coefficients form a typical …
