As communities seek to increase their resilience to climate change and natural hazards, integrating mitigation and adaptation solutions into local planning has become essential. Purdue Extension, the University of Illinois Extension, and Illinois–Indiana Sea Grant developed a program, funded by the Extension Disaster Education Network, which supports community-based updates to hazard mitigation and resilience planning, with an emphasis on green infrastructure. Jakarta, a densely populated delta city and Indonesia's former capital undergoing post-relocation transformation, faces escalating climate change impacts, including land subsidence and tidal flooding. Annual subsidence rates of 5–25 cm in northern areas and recurrent tidal floods, including the December 2025 event, pose significant threats to urban sustainability and economic stability. This study employs a qualitative descriptive–analytic approach using a single-case study of Jakarta. Smart city initiatives are examined as governance instruments for climate resilience, drawing on secondary data from regulatory documents, real-time digital monitoring platforms, and global smart city performance indicators. This thesis examines the disproportionate burden of lead exposure carried by low income, POC communities. The systemic nature of this problem is a symptom of a longstanding legacy of environmental injustice in the United States. Decades of federal neglect are reflected in the higher statistics of lead exposure and poisoning in predominantly black communities. While it is understood that lead exposure poses a serious threat to physical health and early cognitive development, there is a discouraging lack of urgency to remove the toxin from non-wealthy communities. Open Space Management Plans (OSMPs) are increasingly used by municipalities to guide the long-term stewardship of natural lands; however, little formal guidance exists regarding how these plans are structured, developed, or organized in practice. While numerous OSMPs are publicly available, their compositional logic, procedural workflows, and thematic priorities remain largely undocumented within academic literature. This study addresses that gap through a qualitative document analysis of fifteen publicly accessible OSMPs from the western United States, published between 2015 and 2024.

This thesis traces the evolution of doikayt—the Bundist principle of hereness—from its origins in the Jewish Labor Bund to contemporary applications in North America. Rooted in a refusal of both assimilation and nationalist escape, doikayt emphasizes cultivating safety, solidarity, and belonging through collective responsibility rather than territorial claims.

Building on this foundation, the exploration situates hereness within a settler-colonial context, where ethical dwelling is complicated by Indigenous dispossession. Urban heat islands (UHIs) pose critical challenges to public health, energy demand, and environmental sustainability, particularly in rapidly expanding urban regions. This study examines the complex relationship between building configurations and integrated green spaces, as well as their combined impact on thermal regulation. It focuses on addressing data quality issues commonly encountered in remote sensing applications. Using high-resolution multispectral and thermal imagery, we developed an integrated modeling approach that captures the collective influence of built form and green infrastructure on urban microclimates. This thesis conceptualizes a relational approach to urban design. Often separated from justice, I argue urban design can shape spaces to enable respectful and reciprocal human and more-than- human relationships. Focusing on Phalen Creek in Saint Paul, Minnesota, I illuminate just and sustainable possibilities between ecologically sustainable and socially inclusive design. Phalen Creek was a natural waterway buried in a pipe during 20th century urbanization to be partially reconstructed through daylighting.
