To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

There are increasing numbers of low-speed electric vehicles (LSVs) on public roadways. These vehicles are designed to be used within protected environments and on roadways with a maximum posted speed of 25 mph. Currently these vehicles are not subject to the same federal requirements for occupant protection as passenger cars. This research project investigated safety standards, operating regulations, and LSV manufacturer materials from sources around the world. The purpose of the research was to determine positive and negative impacts that LSVs, including Neighborhood Electric Vehicles (NEVs) and Medium Speed Electric Vehicles (MSEVs), are likely to have for the Oregon Department …

One year after the Mountain Monitor began tracking recession and recovery in the Intermountain West, the Southern Nevada economy has yet to turn around. The rate of slippage across a range of indicators has slowed measurably, but evidence of a nascent recovery eludes. Las Vegas' poor relative performance over the past year can be attributed not only to the legacy of a particularly devastating initial wave of economic distress, but also to a continued struggle to slow and reverse the downward trend.

The objective of this project was to develop a new trail planning curriculum and conduct a regional trail research project in the Portland metropolitan area. The curriculum was created for a community service-based, University Capstone course at Portland State University (PSU), with Metro (regional government) as the community course partner. This is an inventory of open space with potential for agricultural production on land both owned by public agencies and within the city limits of Oakland, California. The inventory was conducted between the summer of 2008 and spring of 2009 and is part of an ongoing movement to develop a more resilient, sustainable, and just food system in Oakland. This project aims to locate Oakland’s "commons"—land that is owned by public agencies and therefore a public resource—and assess the potential for urban agriculture (UA) on this land. As truck loads continue to get bigger, the demand on many aging bridges increases. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This …

Analysis Of Bus Collision Incidents Using Transit Its And Other Archived Operations Data, James G. Strathman, Paul Herman Wachana, Steve Callas

This report analyzes factors contributing to bus operations safety incidents at TriMet, the transit provider for the Portland Oregon metropolitan region. The analysis focuses on 4,631 collision and non-collision incidents that occurred between 2006 and 2009. Empirical analysis of these incidents draws on a wide array of operator-level data recovered by transit ITS technologies in combination with information from TriMet’s human resources, scheduling, and customer relations databases. Incident frequencies are estimated in relation to operators’ demographic characteristics, employment status, assigned work characteristics, service delivery and performance indicators, temporal factors, and customer information. Based upon our research in Post-Katrina New Orleans, we define transportation resiliency as a system’s ability to function before, during and after major disruptions through reliance upon multiple mobility options. The importance of a resilient transportation system becomes more apparent during disasters where multiple options for mobility are necessary for both passenger and goods movement due to the potential loss of one or more modes.
Post-Katrina New Orleans offers a unique opportunity to investigate pre-disaster planning and post-disaster recovery activities in a major metropolitan city where all modes of transportation were either severely damaged or completely destroyed. In response to …

Taxis are the most common form of transportation found in Yaoundé, Cameroon. However, they are also a prime example of unsafe driving, causing a large number of minor accidents that often go unreported and uncorrected. Nevertheless, driving is a social responsibility, and smaller accidents have their own set of repercussions. Perhaps the strongest argument to understand and correct this problem is that it is preventing Cameroon’s capital city from becoming developed in the way of providing safe commercial transportation. This project will help demonstrate how sustainable ("green") streets contribute to the well-being of a community, including the physical and mental health of older and younger adults, along with the environment and economy. The project will collect data in Portland, OR neighborhoods to answer the following research questions: Are residents living near sustainable streets more physically active in their neighborhood? In 2010, an interdisciplinary team from the National Policy Consensus Center at Portland State University and the Department of Planning, Public Policy and Management at the University of Oregon conducted a study examining the arrangements and mechanisms for integrating land use and transportation in metropolitan regions and assessing these arrangements based on current practice and future potential. The four case study regions were: Portland, Oregon; Puget Sound, WA; San Diego, CA, and Denver, CO.

The Intermountain West exemplifies the peculiarities of the Great Recession and its subsequently fragile and protracted recovery. Where pre-recession growth in employment and housing prices was fastest, employment losses and housing price declines have been the most severe—in Las Vegas, Phoenix, and Boise most starkly. The profundity of the recession and sluggishness of the recovery have ensured that no metro in the region escaped unscathed, however, and in the second quarter even the best performers fell on some indicators. Perhaps most significantly for the region, housing prices are unlikely to keep falling much further. An analysis by Howard Wial and …

This study focused on the use of single occupancy vehicles by employee and student commuters at the University at Albany. The team conducted a review of the existing options for alternative transportation, developed GIS maps of commuting patterns, investigated the on-time performance of mass transit and created a survey to examine perceptions and barriers to using alternative transportation. The report includes a handbook for conducting a similar analysis at other institutions.

This paper examines the contemporary processes at work in urban areas without clear spatial identities that are simultaneously facing the challenges of cultural change and gentrification. I do so through the close analysis of one such ‘liminal place’ on Chicago’s West Side. I use the phrase ‘a community on the edge of the island’ to describe the area, inspired by an interview subject who referred to the tenuous search for a sort of ideal bohemian hipness as the need to stay as “close to the edge of the island” as possible without actually leaving it. Increasing freight volumes are adding pressure to the Oregon transportation system. Monitoring the performance of the transportation system and freight movements is essential to guarantee the economic development of the region, the efficient allocation of resources, and the quality of life of all Oregonians. Freight data is expensive to collect and maintain. Cities that were once considered the most-desired places to live or for businesses to locate are now seeking ways to unclog their increasingly congested roadways and regain their quality of life. U.S. Department of Transportation Strategic Plan Background Cities across the U.S. that are struggling with congestion resort to remedies that are increasingly difficult to implement. Adding capacity is a more challenging proposition given limited land availability, greater environmental constraints, and fiscal barriers. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966 – 1975), the Commercial Architecture Era (1976 – 1991), and the Progressive Planning Era (1992 – 2010). The findings show that transformations in the program included an early phase when state authorities listed historical resources …

In the beginning of 2010, with U.S. output growth modest and job growth nonexistent, President Obama devoted a portion of his State of the Union Address to “fi xing the problems that are hampering our growth.” One of these problems, according to the president, was a lack of international export sales. Why Farm The City? Theorizing Urban Agriculture Through A Lens Of Metabolic Rift, Nathan Mcclintock

Urban agriculture (UA) is spreading across vacant and marginal land worldwide, embraced by government and civil society as source of food, ecosystems services and jobs, particularly in times of economic crisis. ‘Metabolic rift' is an effective framework for differentiating UA's multiple origins and functions across the Global North and South. I examine how UA arises from three interrelated dimensions of metabolic rift—ecological, social and individual. By rescaling production, reclaiming vacant land and ‘de-alienating’ urban dwellers from their food, UA also attempts to overcome these forms of rift. Considering all three dimensions is valuable both for theory and practice.
