Oceans Of Space, Stephanie Steinbrecher '16 Dec 2016

Oceans Of Space, Stephanie Steinbrecher '16

EnviroLab Asia

"Oceans of Space" relates my observations of the 2016 EnviroLab Asia Clinic Trip to Singapore and Sarawak, Malaysia. In this meditation, the concept of space serves as a lens to examine assumptions of geopolitical, historical, and philosophical positioning—regionally and globally. At the center of my inquiry is EnviroLab's connection to the Dayak communities in Baram, Sarawak. This region is experiencing dramatic social and ecological change as a result of industrial development. By triangulating my subjective impressions of this space, various knowledge systems, and the qualitative data EnviroLab gathered in Southeast Asia, I aim to untangle some paradoxes that complicate the …

How Intermediate Capacity Modes Provide Accessibility And Resilience In Metropolitan Transit Networks: Insights From A Global Study Of 19 Cities, Jan Scheurer Dec 2016

How Intermediate Capacity Modes Provide Accessibility And Resilience In Metropolitan Transit Networks: Insights From A Global Study Of 19 Cities, Jan Scheurer

Journal of Public Transportation

Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. It is shown that the capacity and performance spectrum embodied by each mode represents a gradual scale that allocates a specific niche to intermediate modes, particularly trams that are present in half the cities …

Public Transit Equity Analysis At Metropolitan And Local Scales: A Focus On Nine Large Cities In The Us, Greg P. Griffin, Ipek N. Sener Dec 2016

Public Transit Equity Analysis At Metropolitan And Local Scales: A Focus On Nine Large Cities In The Us, Greg P. Griffin, Ipek N. Sener

Journal of Public Transportation

Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Climate Adaptation Finance Mechanisms: New Frontiers For Familiar Tools, Jack D. Kartez Ph.D., Samuel B. Merrill Ph.D.

Journal of Ocean and Coastal Economics

Demands for mechanisms to pay for adaptation to climate risks have multiplied rapidly as concern has shifted from greenhouse gas mitigation alone to also coping with the now-inevitable impacts. A number of viable approaches to how to pay for those adjustments to roads, drainage systems, lifeline utilities and other basic infrastructure are emerging, though untested at the scale required across the nation, which already has a trillion-dollar deferred maintenance and replacement problem. There are growing efforts to find new ways to harness private financial resources via new market arrangements to meet needs that clearly outstrip public resources alone, as well …

Persistensi Bahan Bakar Fosil: Analisis Path Dependence Dalam Bauran Konsumsi-Energi Indonesia Periode 1980–2015, Made Harimbawa

Jurnal Kebijakan Ekonomi

Current fossil fuels use has created two major issues: environmental damage from greenhouse gas emissions and energy security. In the recent decades, development in science and technology along with increasing demand for shifting to cleaner and renewable energy sources have not yet changed the proportion of fossil fuel in Indonesia energy-consumption mix. One explanation to this phenomenon is the existence of path dependence that locks Indonesia’s technological systems and institutions into cycles of fossil fuels consumption, which in turn limiting the development of alternative technologies. Analysis using equilibrium dependent model suggests that this is the case: fossil fuels persistence in …

The Road To Gentrification Aug 2016

The Road To Gentrification

DePaul Magazine

Recent development in Logan Square have certainly bettered the general quality of life. But to others, including residents and housing market experts, such as the Geoff Smith, executive director of the Institute for Housing Studies (IHS) at DePaul, and Winifred Curran, gentrification expert and associate professor in the Department of Geography and the sustainable urban development master’s program, the influx of young, mostly white professionals is a warning sign of gentrification. It’s happening around the country—areas of disrepair are renewed and rebuilt, and people of higher socioeconomic status move in, driving up housing prices and rent rates and, perhaps unintentionally, …

Planning For Bike Share Connectivity To Rail Transit, Greg P. Griffin, Ipek N. Sener Jun 2016

Planning For Bike Share Connectivity To Rail Transit, Greg P. Griffin, Ipek N. Sener

Journal of Public Transportation

Bike sharing can play a role in providing access to transit stations and then to final destinations, but early implementation of these systems in North America has been opportunistic rather than strategic. This study evaluates local intermodal plan goals using trip data and associated infrastructure such as transit stops and bike share station locations in Austin, Texas, and Chicago, Illinois. Bike sharing use data from both cities suggest a weak relationship with existing rail stations that could be strengthened through collaborative, intermodal planning. The study suggests a planning framework and example language that could be tailored to help address the …

Learning From Trayvon: Lessons And Implications For Police Organizations And Leaders, Megan Lepere-Schloop, Joseph H. Lumpkin Chief Of Police

Journal of Public Management & Social Policy

Critical incidents like the Martin-Zimmerman encounter prompt us to examine not only the specifics of a particular episode, but also broader questions that hopefully illuminate a path leading to meaningful change. This reflective piece draws on the professional experiences of a highly effective and respected African-American Police Chief to examine some of these broader questions. Chief Joseph H. Lumpkin is a 43-year law enforcement veteran who was recently appointed Chief of the Savannah-Chatham Metropolitan Police Department in Georgia. Before moving to Savannah he served as Chief of the Athens-Clarke County Police Department, an agency that solves violent crimes at a …

The Dangerous Intersection Between Race, Class And Stand Your Ground, Lakerri R. Mack, Kristie Roberts-Lewis May 2016

The Dangerous Intersection Between Race, Class And Stand Your Ground, Lakerri R. Mack, Kristie Roberts-Lewis

Journal of Public Management & Social Policy

The Stand Your Ground (SYG) law has and will likely continue to generate a wealth of controversy and political debate. It derives its historical significance from the Castle doctrine that allows citizens to protect themselves. The aftermath of SYG has led to an increase in justifiable homicides of minority victims. A preliminary analysis of data from FBI Uniform Crime Reports suggests that the race of the victim is the foremost determinant in the outcome of SYG cases where the perpetrator is non-minority. This research will further explore the Castle doctrine and examine SYG laws in Florida where racial tension is …

The Ugly Side Of America: Institutional Oppression And Race, Renita Seabrook, Heather Wyatt-Nichol May 2016

The Ugly Side Of America: Institutional Oppression And Race, Renita Seabrook, Heather Wyatt-Nichol

Journal of Public Management & Social Policy

This manuscript examines structural racism through a socio-historical context of institutional oppression and its effects on modern society. The epistemological framework of intersectionality is used to focus on the overlap of oppression, structural racism, and implicit bias evident in the stereotypes and perceptions of the African American male population in the United States. Four eras of socio-historical significance are addressed: 1. Foundations of Racial Oppression; 2. Racism: Reconstruction and Jim Crow; 3. Renewal: Civil Rights and Civil Disobedience; 3. Reckoning: Embedded Racism and the Criminal Justice System.

Out Of The Recent Darkness And Into The New Light: Managerial Implications Emerging From The Martin-Zimmerman Encounter, Brian N. Williams, Billy R. Close, Seong C. Kang

Journal of Public Management & Social Policy

This paper revisits the encounter between George Zimmerman and Trayvon Martin from two perspectives: the co-production of public safety and public order and black crimmythology. Co-production is associated with the expanding and often unpredictable role that community residents, formal and informal communal organizations and nongovernmental institutions play in assisting public agencies in developing and implementing public services (Whitaker 1980; Parks et al. 1981). Black crimmythology is a term used to describe the historical and contemporary conflation of blackness, maleness, and criminality in the mind of the American public (Close 1997). The objectives of this analysis goes beyond ascertaining the guilt, …

Stand Your Ground In Florida: The Effect Of Race, Location And Weapons On Convictions, Kevin M. Wagner, Dukhong Kim, Jeremy C. Hagler

Ralph Bunche Journal of Public Affairs

The implications of laws allowing citizens to respond with deadly force when they believe they are threatened is the subject of significant conjecture in the media and scholarship. The adoption of “Stand Your Ground” laws has increased across the nation despite little data or findings that attempt to capture the ramifications of enacting this policy. This research explores the effect of the “Stand Your Ground” legal defense on criminal convictions in Florida. After exploring the historic assumptions and motivations behind the adoption and use of the Stand Your Ground law in Florida, we use data gathered from local newspapers, the …

In addressing the historical importance—or lack thereof—of the Stand Your Ground law, this article discusses the evolution of self-defense laws. Specific landmark cases are discussed as they relate to establishing the foundation of self-defense. The article also examines various issues that have been inherent within the Stand Your Ground debate. Statistical analysis of Stand Your Ground data from the State of Florida is conducted using binary logistic regression model to test the relationship between case outcomes and a number of other variables involving demographics, and the nature of the confrontation that led to the crime

Codification Of Fear: Syg Laws, Thelma L. Harmon Apr 2016

Codification Of Fear: Syg Laws, Thelma L. Harmon

Ralph Bunche Journal of Public Affairs

There is a long history of American states’ codification of “fear” into laws. Laws that can be traced as far back as the 17th century, which were devised to appease white America’s perceived fear of Blacks. Slave Acts were the first of such laws. When slavery was abolished rendering slave laws obsolete, Black Codes and then Jim Crow laws took effect. For over three centuries, these overt racial laws justified racial fear and legitimized the deprivation of basic human and civil rights of Black Americans. Although overt racial laws such as the Codes and Jim Crow have …

The “Regulatory Fog” Of Opioid Treatment, Mary E. Wickersham, Stephanie Basey Mar 2016

The “Regulatory Fog” Of Opioid Treatment, Mary E. Wickersham, Stephanie Basey

Journal of Public Management & Social Policy

Over 300,000 Americans depend on opioid treatment programs (OTPs), commonly known as methadone clinics, as the sole source of substances used to reduce their addictive cravings for prescription opioid and heroin. Though considered creatures of the federal regulatory process, OTPs are also regulated by state and local authorities and are required to maintain accreditation. The result of this complex and multi-layered regulation is a focus on rule and process, not on client outcomes or program performance. This research explores the effectiveness of state regulation within the context of “regulatory fog” in which the very regulations intended to standardize provision of …

United States Vs. China In Africa: The Policy Battle For Hearts And Minds And The Difference It Makes, Nicholas O. Alozie, Kathy Thomas Mar 2016

United States Vs. China In Africa: The Policy Battle For Hearts And Minds And The Difference It Makes, Nicholas O. Alozie, Kathy Thomas

Journal of Public Management & Social Policy

Using Pew’s 2013 Global Attitudes Survey data, we probe whether China is beating the U.S. in the battle for Africa’s hearts and minds, whose hearts and minds are being won over, and the potential import for African and Western strategic interests in the region. We find that Africans acknowledge both countries’ contributions as partners in development, have favorable opinions of both countries, and welcome strong ties with both; however, when the choices are stark, their strongest allegiance is to the U.S. Most Africans believe that China will dislodge the U.S. as the world’s superpower. Yet, if China’s African adventure is …

Learning In The Public Sector: Evaluation Of The Ssa Title Iv-E Intervention Program Of Virginia Department Of Social Services, Mohan P. Pokharel, Niraj Poudyal, Nabin Baral

Journal of Public Management & Social Policy

Organizational learning has attracted both scholars and practitioners for decades, but the public sector has rarely been the focus for empirical investigation. We conducted a summative evaluation of the Social Security Act Title IV-E program to take stock of organizational learning in local level public sector service organizations in Virginia. We chose this case for scholarly investigation because it affords an opportunity to uniquely contribute to discovering learning constraints in public sector organizations. We used mixed methods to collect quantitative data on the monthly penetration rate (ratio of federal to state funding) from 2001 to 2006 and qualitative data generated …

Capacity To Implement Performance Measurement In Small Nonprofits, Claire C. Knox, Xiaohu Wang Mar 2016

Capacity To Implement Performance Measurement In Small Nonprofits, Claire C. Knox, Xiaohu Wang

Journal of Public Management & Social Policy

The use of performance measurement systems in the nonprofit sector has gained momentum in the last decade; however, little is known about the implementation of these systems in small to midsized nonprofit organizations. By performing a pathway case study of nine nonprofit organizations, we apply a capacity-building framework to examine performance measurement implementations designed by a performance management consulting team. This study offers a detailed description, in some cases using nonprofit leaders’ own words, on how this approach may work in small to midsized nonprofits. The results are used to develop research propositions on leadership, technical competency, feasible execution, and …

Neighborhoods Of Opportunity: Developing An Operational Definition For Planning And Policy Implementation, Kelly L. Patterson, Robert Mark Silverman, Li Yin, Laiyun Wu

Journal of Public Management & Social Policy

This article synthesizes existing literature to examine the emerging concept of neighborhoods of opportunity and places it in the context of past efforts to define neighborhood opportunity. Place-based and people-based approaches to urban revitalization and community development are linked to this concept. The place-based approach focuses on promoting inner-city revitalization in order to create neighborhoods of opportunity and the people-based approach focuses on connecting people to opportunities that already exist in the regions where they live. These approaches are examined in relation to how they influence emerging models for siting affordable housing in both distressed inner-cities and more opportunity rich …

A Taste For Transit? Analyzing Public Transit Use Trends Among Youth, Anne E. Brown, Evelyn Blumenberg, Brian D. Taylor, Kelcie Ralph, Carole Turley Voulgaris

Journal of Public Transportation

In the past decade, there has been much talk about a decline in driving among youth. This study examined whether this decline is associated with an increased reliance on public transit. To address this issue, 2001 and 2009 National Household Travel Survey (NHTS) data were used to analyze the relationship between age and transit use. Findings indicate that although young adults are more likely to ride transit than older adults, transit use among youth can be explained largely by (1) life cycle factors common among young people but unlikely to persist as they age, (2) higher levels of transit use …
