Despite a long history of urban planning, Kenyan towns are still characterized by informality, uncoordinated development, urban sprawl, and congestion. Government documents and reports acknowledge that, despite planning, no deliberate effort has been made to implement plans. Little is known about what impedes plan implementation in Kenya. This study sought to develop an in-depth understanding of the barriers to plan implementation from the perspectives of public officials responsible for planning. Traditional avenues of influencing planning decisions are not intuitive for diverse, historically underrepresented community residents in many neighborhoods and many immigrant residents come from societies where engaging in public discourse is discouraged or dangerous. The focus of this study, the Planning Outreach and Engagement Liaison (POEL) program, was designed to address these discrepancies, yet whether the program was successful is unknown. Urban communities often lack the ability to recover after disaster plans have been implemented because of a lack of coordinated resources among federal, state, and local agencies. As a result, economically marginalized citizens find themselves in risky conditions, particularly concerning finding and securing post-disaster housing. Using social conflict theory as a guide, the purpose of this exploratory case study of an urban area in a southern state was to better understand the specific vulnerabilities of urban communities and develop solutions for challenges related to emergency or temporary shelters to victims.
