This study aims to analyze the relationship between education expenditure and teacher quality on education quality at the senior secondary level in Indonesia. Based on data analysis across provinces using the Fixed Effect Method, an inverted U-shaped relationship was identified between education expenditure and education quality. This study also shows that teacher quality has a significant effect in improving education quality. The interregional analysis shows that education expenditure has an inverted U-shaped relationship and teacher quality has a positive relationship with education quality at the outside Java-Bali region. Population density and average city’s wages in Java are higher than outside Java. The literature shows that population density can increase the productivity of firms and workers, thereby increasing the level of wages in cities. In urban economics, agglomeration economies are defined as the benefits that come when firms and people locate near one another together in cities and industrial clusters. Interdistrict And Charter School Mobility In Arizona: Understanding The Dynamics Of Public School Choice, Jeanne M. Powers, Amelia M. Topper, Amanda U. Potterton

We investigate the mobility patterns of elementary students enrolled in Arizona’s traditional public school districts and charter schools. We address interdistrict and charter school mobility simultaneously. Most student movement is interdistrict or between school districts. In Arizona, interdistrict mobility has played a greater role in creating and sustaining the “educational market” than charter schools. There is also a substantial amount of student movement from charter schools to school districts. Regression analyses suggested that the relationship between demographic and achievement variables and the different types of student mobility differed across the two sectors. As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. Consolidation in the public sector has always been conceptualized as a tool for enhancing service provision and fiscal responsibility. The evidence is dubious in both front. Using self-administered questionnaire and follow-up interviews, this study attempts to explain why the merger of two NYC agencies (DJJ into ACS) is incomplete after six years based on employees’ perception. The paper contends that a well-designed and carefully-negotiated merger can lead to harmony while meeting the intended goals of the new organization. Systemic racism and redlining are synonymous with one another. This essay reviews the history of scholarly research and discussion regarding affordable housing and its impact on ethnic groups in the United States, especially Black African Americans. Affordable housing celebrated its 100th anniversary in 2017, yet much still needs to be done. Moreover, the U.S. Shipping Act of 1917 and Moving to Opportunity (MTO) Intervention Demonstration Program (1994–2009) are congruent to this essay.

Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is …

The purpose of this case study was to explore perceptions of the impact of program participation on diminishing social inequity using in-depth semi-structured interviews with marginalized Black and Coloured mothers at a civil society organization (CSO) in the Western Cape Province of South Africa (SA). Narratives from a total of thirty-seven interviews form the basis of this paper. Interviews provide examples of extreme poverty and the importance of within-in program social support networks. Police body-worn cameras (BWC) emerged on state policy agendas to improve public accountability and mitigate social equity concerns in the wake of a national debate on police violence. Some, but not all, states adopted BWC, suggesting several state-level factors determined the policy making process. We develop a two-step political model of state criminal justice policy (adoption and implementation) that incorporates three distinct political actors: law enforcement groups; traditional advocates for civil rights/liberties; and new advocates for social equity/justice. The implementation of National Health Insurance (NHIS; or Jaminan Kesehatan Nasional/JKN)’s policy, increasing patient access to medicine while keeping its budget under tight control, has the potentiality to result in compromising the safety and efficacy of the medicine. Budget constraint and the existing asymmetry information in terms of quality and price of medicines could lead to a moral hazard situation where pharmaceutical companies may produce substandard and falsified medicines to secure their profit. This study try to measure the size of the provincial-level underground economy in Indonesia using a monetary approach. Measurements were made in the study period 2007 - 2017, using Ordinary Least Square regression, to estimate the currency demand due to underground economy activities at the regional level that are affected by regional tax burdens. Estimates in this study resulted in the amount of underground economy ranging from 3.8% - 11.6% of the GRDP with an average of 8% per province per year.

Transit agencies utilize the following complementary initiatives to encourage greater fixed-route transit usage by people with disabilities: (1) implement more rigorous paratransit eligibility determination practices and (2) address the factors that deter people with disabilities from using fixed-route transit. This research focuses on the latter and uses previously conducted survey data to determine the most important factors individuals with disabilities consider when deciding to use various transportation options, and how these factors vary by disability and community type. This study examines the effect of the implementation of Kredit Pemilikan Rumah Fasilitas Likuiditas Pembiayaan Perumahan (KPR-FLPP) as subsidized mortgage on the recent migration rate and its impact for low-income households in Indonesia. Using the multiple linear regression method random effect model, this study analyzed the home ownership status of recent migrants with indicators of the average household’s per capita expenditure in the 2010-2019 Statistics Indonesia survey.
