The Philippine agricultural research, development, and extension (RDE) system has long struggled to live up to its ideals. Decades after the passage of the Agriculture and Fishery Modernization Act (AFMA), the RDE system was reported to have failed to innovate, largely because it failed to translate research into development outcomes. This has resulted from persistent gaps in knowledge exchange, institutional linkages, and collaboration among system actors. In fragmented systems, meaningful interaction and trust seldom emerge spontaneously, making bridging mechanisms necessary. This paper explores the practice of evidence-based policymaking (EBPM) in the municipal council of Santa Fe, Cebu, Philippines. Data for this study is based on a content analysis of the minutes of council sessions and committee meetings from July 2022 to August 2024. The use of evidence in policymaking has caught on among policymakers in the Philippines, at both the national and local levels. However, few studies have examined policymakers' use of evidence in municipal governments, especially those in smaller, less urbanized towns. This thesis examines the disproportionate burden of lead exposure carried by low income, POC communities. The systemic nature of this problem is a symptom of a longstanding legacy of environmental injustice in the United States. Decades of federal neglect are reflected in the higher statistics of lead exposure and poisoning in predominantly black communities. While it is understood that lead exposure poses a serious threat to physical health and early cognitive development, there is a discouraging lack of urgency to remove the toxin from non-wealthy communities. The study analyzed local governance in implementing green building regulations in a city in Metro Manila, Philippines, through a case study. Compliance rates were calculated by comparing projects with Green Building Compliance Certification to those with Green Building Pre-Compliance Certification issued by the city. The Delphi method explored environmental sustainability implications of compliance, while key informant interviews and policy landscape analysis identified the factors affecting Green Building Code management. Fewer than half of the pre-compliance and construction permit holders also received occupancy certificates. The intensifying impacts of climate change have become more evident in recent years. While policies and programs have been implemented in the Philippines for decades, questions remain about how climate change is understood and experienced by fishing communities, the country’s poorest sector. By applying the Ecological-Symbolic Approach, this paper inquired into the fisherfolk’s social definition of climate change. A Qualitatively Driven Sequential Explanatory (QualDSE) mixed-methods design guided the study in developing an informed, substantiated, and context-based definition of climate change. This definition was also analyzed vis-a-vis the widely held definitions in national climate policy.

Climate change and urban environment have been shown to affect bird reproductive timing. In particular, urban development can create the so-called “heat islands” – urban areas that are hotter than the surrounding environment. While the primary cue birds use to time their reproduction is daylength, birds also use temperature as a supplementary cue to fine-tune their reproductive timing. Change in the timing of breeding may impact the survivability of nestlings due to temperature fluctuations and food availability. Assessing Urban–Rural Differences In Largemouth Bass Abundance In Minnesota, Jonathan Gates

Urbanization can significantly alter freshwater ecosystems and influence sport fish populations. This study examined differences in largemouth bass Micropterus nigricans catch-per-unit-effort (CPUE) between urban and rural lakes in Minnesota and evaluated temporal changes between 2000–2010 and 2011–2021. Forty lakes (20 urban, 20 rural) were selected using Minnesota Department of Natural Resources fisheries survey data. Lakes were classified using NLCD 2019 land cover data, with ≥10% developed land designated as urban. Nonparametric analyses (Wilcoxon rank-sum and signed-rank tests) were used to assess spatial and temporal differences in CPUE. The COVID-19 pandemic exposed deep inequalities in food access, particularly in urban informal settlements. This study examines the effectiveness of the “Tanimang Bayan” initiative, an urban agriculture project implemented in Sitio San Roque, Quezon City, as a form of agricultural extension during the pandemic. The research adopts a qualitative approach, drawing on data from key informant interviews, participant observation, and secondary sources. Findings indicate that the initiative provided a localized response to food insecurity by enhancing access to fresh produce and promoting community-led production. It also supported collective action and self-organization among residents, strengthening their autonomy in navigating structural limitations. …

To understand the distribution of trees, maps are required.
