Mad About Late Buses Or Broken Trains? Blame Your Governor, Peter Tomao

Capstones

President Biden's Infrastructure Investment and Jobs Act promised to "expand public transit options across every state" and reduce greenhouse gas emissions while modernizing America's transit systems. But a series of hurdles ranging from recalcitrant local officials to entrenched car culture mean the bill may simply reinforce the status quo.

Weathering The Storm: Navigating Urban Ecologies Of Communication In Times Of Crisis, Austin Hestdalen Aug 2022

Weathering The Storm: Navigating Urban Ecologies Of Communication In Times Of Crisis, Austin Hestdalen

Electronic Theses and Dissertations

This project explores cities as urban ecologies of communication in which crises emerge and are given significance within the dialogic relations cultivated among public actors attempting to make a living, together, within the shared historical-cultural contexts of everyday life. To describe cities as urban ecologies of communication is to describe them in terms of urban communication and its interdisciplinary foundations in the study of rhetoric, philosophy, planning, policy, architecture, sociology, geography, and media. The first chapter introduces the challenges of urban risk and crisis management within the complex ecologies of communication constituted by cities and reviews how ‘risk’ and ‘crisis’ …

Our Streets: Increasing Equity In Active Transportation Planning Through Community Outreach, Jordan Hoy May 2022

Our Streets: Increasing Equity In Active Transportation Planning Through Community Outreach, Jordan Hoy

Master's Projects and Capstones

ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. Despite the fact that communities of color will benefit the most from active transportation infrastructure development, historical disenfranchisement in tandem with a lack of diverse representation within public participation contributes to an inequitable distribution of walking and biking investments throughout the city of San Francisco. While research shows that Black …

The Rise Of Southern Nevada As A Cluster For Metropolitan Transit Technology Innovations, Arthur C. Nelson Mar 2022

The Rise Of Southern Nevada As A Cluster For Metropolitan Transit Technology Innovations, Arthur C. Nelson

Policy Briefs and Reports

Southern Nevada is emerging as the nation’s leader in private sector-driven innovations in transportation technologies. From the humble beginnings of a monorail system serving a portion of major hotel and gaming venues along the Las Vegas Strip, now supplemented by an array of people movers, Southern Nevada continues to attract transit innovations in tunneling, Hyperloop, and driverless vehicle delivery technologies. The region may soon anchor a high-speed rail system connecting Southern Nevada to Los Angeles. The purpose of this briefing paper is to frame the nature of this emerging transportation cluster and the opportunities this creates for Southern Nevada to …

Congestion Costs And Scheduling Preferences Of Car Commuters In California: Estimates Using Big Data, Jinwon Kim, Jucheol Moon Mar 2022

Congestion Costs And Scheduling Preferences Of Car Commuters In California: Estimates Using Big Data, Jinwon Kim, Jucheol Moon

Mineta Transportation Institute

On average, California car commuters waste 4–5 minutes per morning commute due to congestion. Multiplied across all California car commuters, those few minutes entail a yearly total of approximately 2.3 billion hours of time wasted, costing 6 billion dollars. The objective of this study is to quantify congestion costs and determine how commuters adapt to the level of congestion they face (i.e., commuters’ scheduling utility functions). To that end, this research developed a model of trip scheduling under congestion to construct California commuters’ travel-time profiles, i.e., the menu of travel times that each individual would likely face according to alternate …

Comprehensive Performance Assessment Of Passive Crowdsourcing For Counting Pedestrians And Bikes, Wen Cheng, Yongping Zhang, Edward Clay Feb 2022

Comprehensive Performance Assessment Of Passive Crowdsourcing For Counting Pedestrians And Bikes, Wen Cheng, Yongping Zhang, Edward Clay

Mineta Transportation Institute

Individuals who walk and cycle experience a variety of health and economic benefits while simultaneously benefiting their local environments and communities. It is essential to correctly obtain pedestrian and bicyclist counts for better design and planning of active transportation-related facilities. In recent years, crowdsourcing has seen a rise in popularity due to the multiple advantages relative to traditional methods. Nevertheless, crowdsourced data have been applied in fewer studies, and their reliability and performance relative to other conventional methods are rarely documented. To this end, this research examines the consistency between crowdsourced and traditionally collected count data. Additionally, the research aims …

Inventorying San Francisco Bay Area Parking Spaces: Technical Report Describing Objectives, Methods, And Results, Mikhail Chester, Alysha Helmrich, Rui Li Feb 2022

Inventorying San Francisco Bay Area Parking Spaces: Technical Report Describing Objectives, Methods, And Results, Mikhail Chester, Alysha Helmrich, Rui Li

Mineta Transportation Institute

The San Francisco Bay Area is one of the most progressive transportation regions in the deployment of high-capacity transit and use of policies to encourage active transportation. Yet like many other metro regions, there remains a dearth of knowledge on the abundance and location of parking infrastructure supply. Parking infrastructure remains one of the least catalogued infrastructure but is perhaps the most spatially dominating set of assets. This research estimates the extent and location of parking supply, including on-street and off-street spaces for the nine-county Bay Area. This parking space inventory is the most detailed assessment of parking infrastructure produced …

The Network Of Online Stolen Data Markets: How Vendor Flows Connect Digital Marketplaces, Marie Ouellet, David Maimon, C. Jordan Howell, Yubao Wu Jan 2022

The Network Of Online Stolen Data Markets: How Vendor Flows Connect Digital Marketplaces, Marie Ouellet, David Maimon, C. Jordan Howell, Yubao Wu

CSLF Articles

In the face of market uncertainty, illicit actors on the darkweb mitigate risk by displacing their operations across digital marketplaces. In this study, we reconstruct market networks created by vendor displacement to examine how digital marketplaces are connected on the darkweb and identify the properties that drive vendor flows before and after a law enforcement disruption. Findings show that vendors’ movement across digital marketplaces creates a highly connected ecosystem; nearly all markets are directly or indirectly connected. These network characteristics remain stable following a law enforcement operation; prior vendor flows predict vendor movement before and after the interdiction. The findings …

Papers, Posters, and Presentations

Egypt faces a wide range of challenges, including the high increase in population, the Nile water crisis, desertification and the issue of solid waste and encroachment on agricultural lands, and the current negative impacts of the natural and built environments. The construction sector consumes 28% of the total energy produced in Egypt. The high energy consumption and rise in energy prices along with the aforementioned issues are few of several key factors that urge the need to study how consumed energy could be reduced in the construction sector and consequently limit the sector’s impact on the environment (Navigant Energy Germany …

Cryptomarkets And The Returns To Criminal Experience, Marie Ouellet, David Décary-Hétu, Andréanne Bergeron Jan 2022

Cryptomarkets And The Returns To Criminal Experience, Marie Ouellet, David Décary-Hétu, Andréanne Bergeron

CSLF Articles

Criminal capital theory suggests more experienced offenders receive higher returns from crime. Offenders who accrue skills over their criminal career are better able to minimize detection, increase profits, and navigate illegal markets. Yet shifts in the offending landscape to technologically-dependent crimes have led some to suggest that the skills necessary to be successful in conventional crimes no longer apply, meaning ‘traditional’ criminals may be left behind. The recent turn of drug vendors to online markets provides an opportunity to investigate whether ‘street smarts’ translate to success in technologically-dependent crimes. This study surveys 51 drug vendors on online drug markets to …

Evaluating Long-Range Transportation Plans For Mainstreaming Of Climate Adaptation Among Virginia Mpos, Sebastian L. Shetty Jan 2022

Evaluating Long-Range Transportation Plans For Mainstreaming Of Climate Adaptation Among Virginia Mpos, Sebastian L. Shetty

Theses and Dissertations

Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Through an attempt to evaluate the progress made towards mainstreaming, or integrating, climate change concerns into five Virginia MPOs’ long-range transportation plans (LRTPs), this study provides support for prior hypotheses around the potential for MPOs …

The Kind Of Solution A Smart City Is: Knowledge Commons And Postindustrial Pittsburgh, Michael J. Madison Jan 2022

The Kind Of Solution A Smart City Is: Knowledge Commons And Postindustrial Pittsburgh, Michael J. Madison

Book Chapters

This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Those smart city practices are referred to here as knowledge commons and systematized using the Governing Knowledge Commons (GKC) research framework. That framework extends and modifies Ostrom’s research tradition as to community-based resource governance. As with other GKC-focused research, this work relies on a qualitative case study. It draws a detailed, context-specific portrait of a smart city as knowledge commons …
