The rapid growth of Louisiana's coastal restoration science and technology assets is paralleled by the growth of business resources to fulfill myriad project needs. The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. Since the “container revolution” in the 1970s, seaports on the Pacific Coast have been the engines of economic development, regionally, nationally and globally. But circumstances continue to change that threaten the long-term viability of the intermodal “land bridge” system that emerged from that revolution. These circumstances include railroads not maintaining rail lines critical to transcontinental container traffic and the shift in the locus of global production that raises the question of obsolescence for the existing infrastructure moving trade West to East from the Pacific Rim.
