As the population of individuals from minoritized ethnic background continues to grow in the United States, the relationship between humans and their companion animals can provide valuable information for human services professionals. Attachment to companion animals can play a significant part in clients’ emotional well-being, family dynamics, and quality of life. This study aimed to examine the associations between human attachment with companion animals and their educational training and attitudes about animals. Through the midst of the transition, organizations must shift the culture of their agency and adapt to the new service delivery approach. Some organizational changes can create feelings of insecurity among staff, fewer resources, and greater potential for employee burnout. This study used a mixed methods design to explore the geographic mobility of homeless service users in northeastern New York State and the relationship between mobility and homeless service use, engagement, and delivery. For the quantitative component, a sample of Homeless Management Information System (HMIS) data—that includes adults accessing homeless services in 2017 across 21 counties in northeastern New York State—was used to describe service users’ mobility and the demographic, background, and service use characteristics associated with mobility. Child maltreatment, including physical abuse, neglect, emotional, and sexual abuse is a continuing social problem in the United States, resulting in a number of children who experience challenges with family and peer relationships in adolescence. Child neglect is one of the most common forms of abuse however, it is less likely to be investigated or substantiated than is physical abuse. Female child maltreatment in particular results in possible problems for victims with family and peer relationships in early adolescence. In 2015, state agencies reported an estimated 683,000 victims of child maltreatment, with two-thirds of this group representing child neglect victims. …

E-advocacy, or the constellation of electronic tools used for policy advocacy, offer cost-effective approaches for engaging constituents to create social change. Providers of human services may face challenges when trying to implement these tools. While many electronic tools have low barriers for entry, other factors may inhibit their use in agencies. This article explores the organizational characteristics related to the use of electronic advocacy strategies. Based on a survey of nonprofit executives, the study uses path modeling to describe the connections between organizational characteristics and the use of electronic advocacy tools. Implications of these findings are discussed.

The purpose of this study is to advance knowledge in the area of case management services by investigating "what characteristics are most frequent in clients who complete the case management program and in clients who did not complete the case management provided through the Montclair Community Collaborative (MCC)." This research addresses case management services and centers on obtaining client data pertaining to case management services, focusing on the family's outcome. The general research methodology consisted of a qualitative review (content analysis) of an existing data set (case records). This study examined a random sample of 130 MCC case management studies.

Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

Controlling The Levers Of Power: How Advocacy Organizations Affect The Regulation Writing Process, Richard Hoefer, Kristin Ferguson

The Federal regulation-writing process is vital to understanding how laws are translated into policy. This paper re-examines data on human services interest groups active in lobbying the executive branch to determine what factors influence their effectiveness. Building on findings from Hoefer (2000), structural equation modeling is used to re-analyze the original regression model of interest group effectiveness (IGE) on a sample of 127 Washington D.C.-based interest groups. Results indicate that some of the previous findings are not supported and an alternative model is proposed. A group's position, context and access to information and policymakers emerge as significant determinants of IGE. …

This paper presents a framework for understanding inter-organizational collaboration and describes and analyzes how collaboration was used as a method to build new service networks, the characteristics of the consortia, and the status of the collaborative processes.

Although the literature on inter-organizational collaboration in the human services is increasing, little is known about how regional consortia view the process of working together towards a common purpose. The results reported in this paper are intended to help fill that gap.

The Normalisation Training Project was funded by the Commonwealth Department of Community Services and Health for a period of twelve months during 1987. Under the auspices of the Centre for the Development of Human Resources of the Western Australian College of Advanced Education the Project provided eight training workshops for human service workers on the principles of Normalisation.

The issue of efficiency in human services parallels in many respects the principle that unicorns should receive fair treatment. People have paid lip service to the idea that human services should be delivered efficiently for most of the last century. Yet, in all of that time there has not been a single study published showing clearly whether a particular instance of service delivery was, or was not, efficient.The underlying issues involved in defining and measuring efficient service delivery are complex and difficult and administrators, boards and other stakeholders have typically done little more than pay lip service to the idea.

This paper is an effort to propose a moderately optimistic future for the personal care sector of human services. It is proposed that the best available future scenario for personal care services between now and the year 2019 is to concentrate on privatization of service delivery on a small-scale basis. Government, in this model should be limited largely to three roles: 1) source of venture capital; 2) regulation of service delivery; and 3) income maintenance for the poorest populations.
