Historically, low income communities and communities of color have borne the brunt of environmental pollution with limited access to environmental amenities. This has arisen, in part, due to marginalized communities’ lack of access and influence in environmental decision making, as well as legacies of racial and ethnic housing segregation (Cole & Foster, 2001). Environmental justice concerns include the disproportionate placement and inequitable regulation of polluting facilities in areas populated by people who are poor and/or racial minorities (Bryant, 1995: Bullard, 1993; Mohai & Bryant, 1992; Lavelle & Coyle, 1992).
