This applied dissertation examined the difficulties and coping mechanisms associated with child welfare professionals’ interactions with vulnerable children who provide vulnerable populations with emotional, physical, mental, and psychological support. This responsibility impacts their personal life and professional performance since their regular involvement with the children and the following aspects, such as case resolution, in-depth discussions about trauma, and home visits, are emotionally and mentally taxing. The researcher conducted a phenomenological study with nine child protective investigators via an asynchronous online focus group on the Google Groups platform. Much research is done on the populations of families of children with special needs, church-going Christian families, and foster and adoptive families, but little exists on the families who fall into all three categories. This thesis seeks to help remedy this problem by studying the support experiences of these families. Existing research on foster and adoptive families, families with special needs, and disability in the church is reviewed. Previous research has indicated that approximately 25% of the 30,000 youths emancipated from foster care each year experience negative outcomes including poor education attainment, limited employment opportunities, homelessness, lack of access to healthcare, and poor social networks. Despite the existence of federal legislation that requires foster care agencies to assist foster youths to make the transition to independent living, research has revealed that the current transitional planning process is not effective. One major topic of debate during the 2014 gubernatorial elections was the functioning of the Department of Children and Families (DCF) in Massachusetts. Prior to the debates and subsequently as well, the media has highlighted some challenges and issues that plague DCF, and several high-profile cases have sparked not only the attention of our state government, but the public at large as well. After consultation with legislators, we decided that our 2015 Massachusetts Family Impact Seminar would focus on this crisis.

This study involves secondary analysis of the national administrative data contained in two major federal child maltreatment and foster care data systems, the National Child Abuse and Neglect Data System and the Adoption and Foster Care Analysis and Reporting System for 2005 to 2010. The study examines the data related to screening in and determination of maltreatment reports (child maltreatment response), as well as the provision of services to children referred for maltreatment.
